As late as 1978, the country was self-sufficient in cereal grains and had a strong export market for horticultural products. It also produced industrial crops such as cotton and sugar beets and had the relevant industrial capabilities to process them. However, nearly three decades of conflict and little or no investment have decimated Afghanistan's agricultural sector and reduced both the amount of cultivable land and the level of crop yields. To assist the nation in rebuilding its agricultural economy, the U.S. Department of Agriculture (USDA) has provided advisors who have worked on Provincial Reconstruction Teams (PRTs). Based largely on their end-of-tour reports, this paper examines and evaluates the challenges, successes, and modes of interaction of USDA advisors with their PRT and Afghan colleagues and concludes with recommendations for the future.

From 75 to 85 percent of the population of about 16 million are directly engaged in agriculture. About 10 percent of those in agriculture are nomads who migrate seasonally with their livestock in search of pasture. They are the main suppliers of livestock products. The remaining 90 percent are primarily involved in the production 0l wheat, corn, barley, rice, cotton, fruits, and vegetables. The country was self-sufficient in the production of foodstuffs, excepting sugar and tea, until 1957 when metric tons of wheat were imported. During the First and Second Economic Development Plans and annual imports of wheat averaged tons and tons, respectively. Of the total land area of about 63 million hectares square miles), million hectares or 12 percent is under cultivation. Of this million, million hectares are equipped with irrigation facilities, but due to shortages of irrigation water only about million hectares are irrigated in any given year; another million hectares of wheat and barley, about 50 percent of the area devoted to these crops, are nonirrigated. In many areas the shortage of irrigation water is due to the inefficiency of primitive irrigation systems and practices. Many of the diversion structures are unable to withstand high-water flow and must be repaired or rebuilt annually. Book excerpt: Post-conflict economic reconstruction is a critical part of the political economy of peacetime and one of the most important challenges in any peace-building or state-building strategy. After wars end, countries must negotiate a multi-pronged transition to peace: Violence must give way to public security; lawlessness, political exclusion, and violation of human rights must give way to the rule of law and participatory government; ethnic, religious, ideological, or class/caste confrontation must give way to national reconciliation; and ravaged and mismanaged war economies must be reconstructed and transformed into functioning market economies that enable people to earn a decent living. Yet, how can these vitally important tasks each be successfully managed? How should we go about rehabilitating basic services and physical and human infrastructure? Which policies and institutions are necessary to reactivate the economy in the short run and ensure sustainable development in the long run? What steps should countries take to bring about national reconciliation and the consolidation of peace? In all of these cases, unless the political objectives of peacetime prevail at all times, peace will be ephemeral, while policies that pursue purely economic objectives can have tragic consequences. This book argues that any strategy for post-conflict economic reconstruction must be based on five premises and examines specific post-conflict reconstruction experiences to identify not only where these premises have been disregarded, but also where policies have worked, and the specific conditions that have influenced their success and failure.
