Abstract: The cornerstone of the public transport policy of Hong Kong has been to position railway as the backbone of the transport network. With the adoption of an integrated approach of land-use planning and railway planning, there has been a remarkable achievement that railway now accounts for 41% of all trips made on public transport. Upon completion of the four railway projects by 2020, it will cover 70% of residential population of Hong Kong. Further on, there are anticipated challenges associated with the increasingly-congested roads and trains in urban areas, and the transport planning to serve New Developments Areas (NDAs) for accommodating future population growth. Noted that constructing railway lines or strategic highways to relieve existing congestion is costly, technically difficult and requiring long implementation, and the NDAs with a relatively low density may not warrant the provision of a heavy railway, there exists a need to explore new solutions to address these issues. This research attempts to study the characteristics of two novel modes of transport - Bus Rapid Transit (BRT) and Modern Tramways, in order to investigate whether they are necessary and viable to be introduced in Hong Kong. The research summarizes the applications of BRT and Modern Tramways with respect to their characteristics and pre-requisites. In parallel, it briefly describes the transport and land-use related policies, and reviews the current traffic conditions and problems associated with the operation of bus and tram in Hong Kong. The analysis part assesses the development potential of BRT or Modern Tramways from two perspectives: namely the possibilities to be implemented in NDAs and to modify the existing bus and tram services to BRT and Modern Tramways respectively. While the conclusion confirms the necessity and viability, and therefore the development potential of BRT and Modern Tramways, there are some pre-requisites highlighted for them to be successfully implemented in Hong Kong. Abstract: Abstract of dissertation entitled A Study of Fare Evasion in Railway Systems in Hong Kong Submitted by Leung Lai Chu Flora for the degree of Master of Transport Policy and Planning at The University of Hong Kong In June 2003 Fare evasion exists in all railway systems. No new technology, of whatever degree of perfection, can fully eliminate fare evasion. Controls must therefore be in place to protect fare revenues. The level of controls and committed resources depend on the assumed level of fare evasion, the railway company's views and the government's attitude towards fare evasion whether in a lenient or stringent approach. Hong Kong railway systems are no exception, have established manpower and control systems to combat fare evasion since the inception of services. The scope of the study is limited to Mass Transit Railway (MTR), Kowloon-Canton Railway Corporation - East Rail (KCR-ER) and Kowloon-Canton Railway Corporation - Light Rail (KCR-LR). The Hong Kong Tramway is excluded because its fare collection system is similar to that of the bus companies which is driver manned. This dissertation studies fare evasion in Hong Kong railway systems and the seriousness thereof from the point of view of the companies (via interviews) and the passengers (via survey). The first part gives a general background and overview of the three railway systems including the fare collection mechanisms, system characteristics and unique features. All these are useful for the study and analysis in the later parts. The second part studies details of their by-laws and conferred powers, the definitions and terminologies in their own terms, the strength of their control units, past records and trends in combating fare evasions. The third part summarises the different types of fare evasion methods, what are the problem areas and the three railways' specific strategies to overcome these. A table-top cost & benefit analysis is conducted. Since the three railways are using different methods and criteria to determine their detectable fare evasion rate, it is not possible to standardize the terms to work out directly comparable cost & benefit analyses for them. The derived percentages on the cost of the control systems and revenue lost relative to the systems' revenues gave some indications as to the break-even point. The fourth part summarizes the survey results and compares passengers' views on the seriousness of fare evasion with that of the three railways. This survey also collected passengers' views on the likely causes of fare evasion and their recommended measures to further strengthen the deterrence.
