Governments have responded by pursuing the policies of disarmament and deterrence in the hope of avoiding its recurrence. However, despite the signing of the Geneva Protocol in 1925 which banned the use of poison gas, chemical weapons have been used in subsequent conflicts and most recently in the Gulf War between Iraq and Iran. In this work the policies of disarmament and deterrence will be reassessed within a broad historical and strategic context. It will be argued that poison gas could still be used in a modern European conflict; that the Soviet forces are the best equipped to operate in a contaminated environment; and that weaknesses persist in NATO's anti-chemical defences and in her deterrent. It will be emphasised, too, that the Geneva disarmament talks, which have made some progress in recent years, still face formidable difficulties over the issues of verification and compliance. Above all, it will be claimed that the onset of nuclear parity between the superpowers has eroded the credibility of a deterrent to chemical attack based upon the threat of nuclear release. Accordingly, this book will contend that the United States should modernize her stockpile of chemical weapons to bolster the Western deterrent and to provide more leverage for the negotiations in Geneva.

Evans also explores the recent history and culture of the Hmong tribe, a primitive people battered and traumatized by war since the early 1960s. The manipulation of their panic and fear, he argues, lies at the centre of the whole controversy. The analysis is set against the political development of Laos since 1975. Grant Evans allows that the Vietnamese and Laotians may be employing riot-control gases, of the type used extensively and dumped by the USA in Indochina. The 'Yellow Rain' stories are quite another matter. Evans argues that unsupported allegations of toxin warfare-from whatever source. and he instances the North Korean allegations in the 1950s - jeopardize international arms control and ultimately contribute to frightening developments in the chemical arms race. The 'Yellow Rain' allegations formed a pretext for the us decision in 1982 to proceed with the manufacture of deadly 'binary' nerve-gas weapons.

Book excerpt: During the six-and-a-half-year occupation of Japan (1945–1952), U.S. film studios—in close coordination with Douglas MacArthur's Supreme Command for the Allied Powers—launched an ambitious campaign to extend their power and influence in a historically rich but challenging film market. In this far-reaching "enlightenment campaign," Hollywood studios disseminated more than six hundred films to theaters, earned significant profits, and showcased the American way of life as a political, social, and cultural model for the war-shattered Japanese population. In Screening Enlightenment, Hiroshi Kitamura shows how this expansive attempt at cultural globalization helped transform Japan into one of Hollywood's key markets. He also demonstrates the prominent role American cinema played in the "reeducation" and "reorientation" of the Japanese on behalf of the U.S. government. According to Kitamura, Hollywood achieved widespread results by turning to the support of U.S. government and military authorities, which offered privileged deals to American movies while rigorously controlling Japanese and other cinematic products. The presentation of American ideas and values as an emblem of culture, democracy, and sophistication also allowed the U.S. film industry to expand. However, the studios' efforts would not have been nearly as extensive without the Japanese intermediaries and consumers who interestingly served as the program's best publicists.
