Available in PDF, EPUB and Kindle. Book excerpt: This early work by Beatrice Webb was originally published in 1909 and we are now republishing it with a brand new introductory biography. 'The Public Organisation of the Labour Market' is a work on social policy and its effects on the general population. Beatrice Potter Webb was born in Gloucester, England in 1858. Educated at home by a governess, she also travelled widely and, due to this, gained a keen interest in sociology. Using the valuable resource of her father's library, studying became a passion, and she soon began to conduct her own sociological investigations. However, it was a time she spent with relatives in Lancashire, that Beatrice had her first glimpse of the working classes and their way of life. In 1913, along with her husband, Beatrice created the New Statesman, which grew to become an incredibly influential publication. They also founded the London School of Economics and Political Science in 1895. The Webb's, together, wrote eleven volumes of work which arguably shaped the way subsequent scholars thought about sociology.

Book excerpt: This report synthesizes the findings from several areas of work undertaken to assess what impact public sector employment has had on both the level and structure of employment. It also examines the impact of the public sector as employer on the labor market from two viewpoints: the level and share of public sector employment and the structure of this employment. First, an operational definition of the regular public sector is provided that has been used for collecting and classifying the data. Second, the findings of the regular public sector studies are summarized, e.g., levels, shares, growth rates of public sector employment and its distribution by various characteristics, as well as its relation to expenditure level. Third, the findings of a study on temporary direct job creation are used to illustrate the extent to which these programs can focus on special employment groups. Fourth, the implications of these two sets of findings for altering the aggregate level of employment are considered. Finally, some implications for altering the structure of employment are presented. (An appendix provides a table illustrating employment in general government in Organisation for Economic Cooperation and Development economies, 1960-1979.) (YLB)

This book was released on 1984 with total page 64 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report reformulates and discusses the question of the role of the Public Employment Service in Organization for Economic Co-operation (OECD) member countries under the changed conditions of the labor market during the 1970s and early 1980s. Following an introductory and background section, chapter 2 describes the varying concepts of the Public Employment Service. These aspects are discussed: degree of desirable and necessary market intervention, relationship of the Service with its clients and other agents in the labor market, functions of the Employment Service, and administration of unemployment insurance. Chapter 3 considers the placement function of the Service. Topics include the rationale, techniques, action in support of placement, and evaluation of placement activity. Chapter 4 focuses on labor market information that is collected, processed, used, and disseminated by the Service. Types, sources, and uses of labor market information are described, and deficiencies in labor market information are summarized. Chapter 5 discusses the organization and administration of the Employment Service, including legal and constitutional status, finance, field organization and local autonomy, and staff recruitment and training. Chapter 6 summarizes issues (notably the dual role of rendering service and implementing policy) and looks at prospects for the future. (YLB)

Book excerpt: Skilled technical occupationsâ€"defined as occupations that require a high level of knowledge in a technical domain but do not require a bachelor's degree for entryâ€"are a key component of the U.S. economy. In response to globalization and advances in science and technology, American firms are demanding workers with greater proficiency in literacy and numeracy, as well as strong interpersonal, technical, and problem-solving skills. However, employer surveys and industry and government reports have raised concerns that the nation may not have an adequate supply of skilled technical workers to achieve its competitiveness and economic growth objectives. In response to the broader need for policy information and advice, Building America's Skilled Technical Workforce examines the coverage, effectiveness, flexibility, and coordination of the policies and various programs that prepare Americans for skilled technical jobs. This report provides action-oriented recommendations for improving the American system of technical education, training, and certification.
