Available in PDF, EPUB and Kindle. Book excerpt: Ongaro has made a major contribution to understanding the political and adminstrative systems of Southern Europe. The work goes beyond that, however, by providing an excellent example of comparative analysis in general. This book should be read by all students of comparative administration. B. Guy Peters, University of Pittsburgh, US and City University of Hong Kong This is an important book for several reasons. Public sector reform debates and policies have been heavily perhaps too heavily influenced by Anglo-Saxon models, and literature on reforms in the Latin part of Europe has, until now, only been available in a fragmented way. However, this unique new book offers a coherent vision across Southern Europe. It refers to important parts of our history and how these still influence current times. It also shows that culture does make a difference, and that contingencies are important. European public sector reform is as diverse as the range of its administrative histories, and this book is therefore crucial in our understanding of the future in relation to the past. Geert Bouckaert, Public Management Institute, Katholieke Universiteit Leuven, Belgium, and European Group for Public Administration This systematic, thorough and insightful book offers one of the very rare comparative studies of public management reform in Italy, France, Greece, Portugal and Spain. A unique and most valuable study. Walter Kickert, Erasmus University Rotterdam, the Netherlands Scholars of public management reform have been at it for many years but there was always a gap little was really known about southern Europe, those countries that come from the Napoleonic tradition. Now, Professor Edoardo Ongaro of Bocconi University has filled that gap, and we will all profit from his diligent and insightful work. Jeffrey D. Straussman, Nelson A. Rockefeller College of Public Affairs and Policy, University at Albany, US Theoretically eclectic and empirically rich, this is a much-needed volume on the dark side of the moon, that is, public management reform outside the Anglo-Saxon world. Edoardo Ongaro sheds light on Italy and four other Napoleonic systems by producing a far-reaching comparative analysis that also captures the effects of Europeanization and multi-level governance on public management reforms. Ambitious yet ultimately accessible, this book is a must-read for those who want to explain and understand the trajectories of reform in their historical context. Claudio Radaelli, University of Exeter, UK The reader will find in Professor Ongaro s book a clear and thorough discussion of the public sector reform process both in Italy and southern European countries based upon a systematic comparative framework. This is a very useful and original work that any student in comparative politics or public administration will highly appreciate. Luc Rouban, CNRS, Centre de Recherches Politiques de Science Po (CEVIPOF), Paris, France This scholarly volume makes an interesting and distinctive contribution to the global public management reform debate by offering an analysis of reform trajectories in an important but rather neglected group of Southern European countries. Ewan Ferlie, King's College London, UK Since the 1980s, a wave of reforms of public management has swept the world. The investigation into the effects of such major transformations has, however, been unbalanced: important countries have received only limited attention. This timely book fills the gap by investigating the dynamics of contemporary public management reform in five European countries that gave shape to the Napoleonic administrative tradition France, Greece, Italy, Portugal, Spain. Edoardo Ongaro presents an in-depth investigation of the reform of public management in these countries, revisiting major topics of theoretical interest in the study of public administration. He addresses key issues regarding the influence of the past on the transformation of the public se

These two countries are considered exemplar models of the evolution of public administration. Germany stands out due to the quality of its public service and training in public administration, whereas France enjoys a celebrated reputation earned by its intendances (quartermasters) and policies of centralization. In contrast, Great Britain tends to appear less attractive of a case and with minor contributions to the field, despite the prestige achieved by its civil service (usually considered inferior to the German and French). Similarly, its administrative thought is commonly perceived as underdeveloped and unsubstantial. Naturally, these perspectives originate from a poor understanding of the evolution of British administration. Therefore they tend to be based on wrong and biased interpretations. On the contrary, Great Britain offers a fascinating case, as the hidden secrets of its public administration provide a wide and stimulating research agenda. Motivated by the entrenched misunderstanding of the British administration, I researched the topic extensively and published a book entitled La Administración Pública en Gran Bretaña (Public Administration in Great Britain) in 2012. This book draws together historical evidence about the compelling trajectory of administrative thought in Great Britain, and provides a novel perspective to understanding public administration in the country. I believe that this book fills an important gap in the literature, and does justice to the eminent British thinkers that have been ignored or forgotten, even in the English literature.

Available in PDF, EPUB and Kindle. Book excerpt: This title was first published in 2000: This text collects a set of specially commissioned chapters by British and German political scientists as well as experts in public administration and management, designed to present and grapple with the range of the subject in an accessible but sophisticated form. In doing so, the volume seeks to fill the gap perceived to have opened up between the conventional comparative government literature and the new public management literature. While the first part of the book explores the historical, political and cultural context of public sector reform, the second part deals more specifically with institutional developments and recent reform trends in the fields of social policy and social service delivery. The volume analyzes the degree of "convergence" or "divergence" between the two countries with regard to public sector change.

Designed as a successor to the editors' highly successful Managing the New Public Services, the book places public management and, in particular, the 'Third Way' as adopted by New Labour, in its economic, political and historical context, including the impact of globalization and European integration. Extended case studies illustrate and highlight key stages in the transformation of management and the book concludes with an evaluation and critique of two decades of managerial reform and a discussion of the way forward in the new millennium.

Book excerpt: New public management is a topical phrase to describe how management techniques from the private sector are now being applied to public services. This book provides a completely up-to-date overview of the main theoretical models of public sector management, and examines the key changes that have occurred as more and more public services are contracted out to private organisations, as the public sector itself grapples with 'internal markets'. Drawing on economics, organisational theory and poliltics, Jan-Erik Lane presents new public management from an analytical perspective. This book uses game theory and empirical studies in order to assess the pros and cons of new public management.

Available in PDF, EPUB and Kindle. Book excerpt: This book analyses changes which have occurred in the organization and management of the UK public services over the last 15 years, looking particularly at the restructured NHS. The authors present an up-to-date analysis around three main themes: the transfer of private sector models to the public sector, the management of change in the public sector, and management reorganization and role change. In doing so they examine to what extent a New Public Management has emerged, and ask whether this is a parochial UK development or of wider international significance. This is a topical and important issue in management training, professional, and policy circles. Important analytic themes include: an analysis of the nature of the change process in the UK public services, characterization of quasi markets, the changing role of local Boards, and possible adaptation by professional groupings. The book also addresses the important and controversial question of accountability, and contributes to the development of a general theory of the New Public Management.

Book excerpt: This book examines developments in governance reform in Britain, with a particular focus on the period since 2010. We argue that the experiences of the past decade mean that public value-based ideas are required to inform governance reform for the coming years. This needs to be prioritised due to the twin challenges of managing the aftermath of Brexit and navigating through the recovery phase of the COVID-19 pandemic. The volume outlines key themes, issues and debates relevant to contemporary public sector reform including: modes of state governance, evidence-based policy-making debates, the challenges and possibilities of public sector innovation, accountability issues, and the implications of Brexit. The overall conclusion of the book is that the coming decade presents an opportunity for more paradigmatic changes to UK governance but, for this to happen, political leaders need to prioritise a ‘reinventing government’ agenda underpinned by public value-based thinking and approaches. This book will be of particular interest to students of politics and public administration and relevant for those with general research interests in British governance and public policy.

Book excerpt: From the 'Third Way' reforms of the 1990s to today's prospect of a post-bureaucracy era, the management of the UK's public services has been radically overhauled in recent decades. This important new text provides a complete introduction to the key themes and developments in public management and the changing relationship between governments, public service providers and the public. June Burnham and Sylvia Horton examine the key components of public management in the UK, including strategic management and the introduction of new performance management techniques as well as financial and human resources management. The book assesses how wider forces such as Europeanization, globalization and the global economic crisis have affected both the structure and role of the state and the way public services are managed. It also looks back to examine the transition from public administration to public management and considers how different ideologies have influenced and driven reform. Distinctively, the authors provide a full assessment of how devolution has affected public services across all parts of the UK. Providing an insightful and accessibly written introduction, this book will be ideal reading for all students of public management.

Book excerpt: New Public Management and the Reform of Education addresses complex and dynamic changes to public services by focusing on new public management as a major shaper and influencer of educational reforms within, between and across European nation states and policy actors. The contributions to the book are diverse and illustrate the impact of NPM locally but also the interplay between local and European policy spheres. The book offers: A critical overview of NPM through an analysis of debates, projects and policy actors A detailed examination of NPM within 10 nation states in Europe A robust engagement with the national and European features of NPM as a policy strategy The book actively contributes to debates and analysis within critical policy studies about the impact and resilience of NPM, and how through a study of educational reforms in a range of political systems with different traditions and purposes a more nuanced and complex picture of NPM can be built. As such the book not only speaks to educational researchers and professionals within Europe but also to policymakers, and can inform wider education and policy communities internationally.
