Available in PDF, EPUB and Kindle. Book excerpt: In the study of public administration, it is conventional to focus on the cases of Germany and France. These two countries are considered exemplar models of the evolution of public administration. Germany stands out due to the quality of its public service and training in public administration, whereas France enjoys a celebrated reputation earned by its intendances (quartermasters) and policies of centralization. In contrast, Great Britain tends to appear less attractive of a case and with minor contributions to the field, despite the prestige achieved by its civil service (usually considered inferior to the German and French). Similarly, its administrative thought is commonly perceived as underdeveloped and unsubstantial. Naturally, these perspectives originate from a poor understanding of the evolution of British administration. Therefore they tend to be based on wrong and biased interpretations. On the contrary, Great Britain offers a fascinating case, as the hidden secrets of its public administration provide a wide and stimulating research agenda. Motivated by the entrenched misunderstanding of the British administration, I researched the topic extensively and published a book entitled La Administración Pública en Gran Bretaña (Public Administration in Great Britain) in 2012. This book draws together historical evidence about the compelling trajectory of administrative thought in Great Britain, and provides a novel perspective to understanding public administration in the country. I believe that this book fills an important gap in the literature, and does justice to the eminent British thinkers that have been ignored or forgotten, even in the English literature.

Book Synopsis Joined-Up Government by : Vernon Bogdanor
Download or read book Joined-Up Government written by Vernon Bogdanor and published by Oxford University Press. This book was released on 2005-07-21 with total page 204 pages. Available in PDF, EPUB and Kindle. Book excerpt: 'Joined- up government' is a key theme of modern government. The Labour government, first elected in 1997, decided that intractable problems such as social exclusion, drug addiction and crime could not be resolved by any single department of government. Instead, such problems had to be made the object of a concerted attack using all the arms of government - central and local government and public agencies, as well as the private and voluntary sectors. This book seeks to analyse 'joined-up government', to consider its history, and to evaluate its consequences for British institutions such as the Cabinet, the civil service and local authorities. Is joined-up government a new idea, or merely a new label for a very old idea? What lessons can be learnt from previous attempts at joined-up government? How does it affect our traditional constitutional conceptions relating to Cabinet government, a politically neutral and non-partisan civil service, and an independent system of local government? Will it lead to the concentration of power in 10 Downing Street or is it compatible with a political system based on checks and balances? Drawing together papers given at a conference held at the British Academy, Joined-Up Government provides a broad overview of one of the most significant aspects in modern government. Its contributors include not only distinguished academics, but also those who have themselves been engaged as practitioners in developing joined-up programmes. This book will be indispensable to all those who seek to understand how new developments in government are affecting our lives.

Book excerpt: The book provides detailed analysis of the structure and operation of the British Civil Service along with a historically grounded account of its development in the period from Margaret Thatcher to the Tony Blair premiership. It assesses continuity and change in the civil service during a period of deep transformation using new archive files, government and parliament reports, primary and secondary legislation. The author takes the evolutionary change of the civil service as a central theme and examines the friction between new managerial practices introduced by government in the 80s and 90s and the administrative traditions rooted in the history of this institution. In particular the author assesses the impact of the New Public Management agenda of the Thatcher and Major years its enhanced continuity during the Blair years. Further changes that involved ministerial responsibility, codification, performance management, special advisers and constitutional conventions are analyzed in the conclusions.

This book was released on 2007-07-11 with total page 12 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report, from the Public Administration Select Committee looks at the Governance of Britain Green Paper, as published on 3rd July 2007 (Cm.7170, ISBN 9780101717021). The stated aim of the document, by the Prime Minister, Gordon Brown, was "a new constitutional settlement that entrusts more power to Parliament and the British people", with two objectives as the bedrock to this approach: (i) to hold power more accountable; (ii) to uphold and enhance the rights and responsibilities of the citizen. The Committee commends the statement and the wide-ranging programme as set out in the Green Paper, and the call for wide consultation and cross-party input. The Committee sees the goals of a new constitutional settlement as ambitious and laudable, but which will require considerable care in establishing a rebalance, in the Committee's view, of the relationship between Government, Parliament and the public.

Willoughby had been made executive head. Since the commission visited England, an interesting volume has appeared covering some of the same ground, in which slightly dif ferent conclusions were reached. Reference is made to The System of National Finance, by E. Hilton Young, M. P., 1915, Smith, Elder and Company, publishers. The point of view and popular treatment by a member Of the British Parliament only gives added value to the more technical discussion of this report.
