Book Synopsis The Public Good and the Brazilian State by : Anne G. Hanley
Download or read book The Public Good and the Brazilian State written by Anne G. Hanley and published by University of Chicago Press. This book was released on 2018-05-30 with total page 288 pages. Available in PDF, EPUB and Kindle. Book excerpt: Who and what a government taxes, and how the government spends the money collected, are questions of primary concern to governments large and small, national and local. When public revenues pay for high-quality infrastructure and social services, citizens thrive and crises are averted. When public revenues are inadequate to provide those goods, inequality thrives and communities can verge into unrest—as evidenced by the riots during Greece’s financial meltdown and by the needless loss of life in Haiti’s collapse in the wake of the earthquake. In The Public Good and the Brazilian State, Anne G. Hanley assembles an economic history of public revenues as they developed in nineteenth-century Brazil. Specifically, Hanley investigates the financial life of the municipality—a district comparable to the county in the United States—to understand how the local state organized and prioritized the provision of public services, what revenues paid for those services, and what happened when the revenues collected failed to satisfy local needs. Through detailed analyses of municipal ordinances, mayoral reports, citizen complaints, and financial documents, Hanley sheds light on the evolution of public finance and its effect on the early economic development of Brazilian society. This deeply researched book offers valuable insights for anyone seeking to better understand how municipal finance informs histories of inequality and underdevelopment.
Book Synopsis Navigating Life and Work in Old Republic São Paulo by : Molly C. Ball
Download or read book Navigating Life and Work in Old Republic São Paulo written by Molly C. Ball and published by University Press of Florida. This book was released on 2020-11-23 with total page 221 pages. Available in PDF, EPUB and Kindle. Book excerpt: This volume examines the experiences of São Paulo’s working class during Brazil’s Old Republic (1891–1930), showing how individuals and families adapted to forces and events such as urbanization, discrimination, migration, and World War I. In this unique study, Ball combines social and economic methods to present a robust historical analysis of everyday life along racial, ethnic, national, and gender lines. Drawing from both statistical data and primary sources such as letters, newspapers, and interview transcripts, Ball demonstrates how the nation’s coffee boom drew immigrants from Italy, Portugal, Germany, Lebanon, and northeastern Brazil. She examines the ways these workers responded to inflation; fluctuating immigration patterns; and labor market discrimination, which especially affected Afro-Brazilians, Portuguese immigrants, and women. This analysis emphasizes the family-centered nature of immigration to São Paulo in comparison with other immigrant destinations such as Buenos Aires and New York City. Ball’s rich scholarship considers how World War I exacerbated tensions and divisions within São Paulo’s working class, which resulted in a deeply segmented labor market by the time Getúlio Vargas came to power in 1930. Shedding light on many reasons why Brazil experienced slower industrial innovation than other countries during this era, Ball provides invaluable context for the region’s continued high inequality and sociocultural imbalances.

Book Synopsis Land, Protest, and Politics by : Gabriel Ondetti
Download or read book Land, Protest, and Politics written by Gabriel Ondetti and published by Penn State Press. This book was released on 2010-11-01 with total page 304 pages. Available in PDF, EPUB and Kindle. Book excerpt: Brazil is a country of extreme inequalities, one of the most important of which is the acute concentration of rural land ownership. In recent decades, however, poor landless workers have mounted a major challenge to this state of affairs. A broad grassroots social movement led by the Movement of Landless Rural Workers (MST) has mobilized hundreds of thousands of families to pressure authorities for land reform through mass protest. This book explores the evolution of the landless movement from its birth during the twilight years of Brazil&’s military dictatorship through the first government of Luiz In&ácio Lula da Silva. It uses this case to test a number of major theoretical perspectives on social movements and engages in a critical dialogue with both contemporary political opportunity theory and Mancur Olson&’s classic economic theory of collective action. Ondetti seeks to explain the major moments of change in the landless movement's growth trajectory: its initial emergence in the late 1970s and early 80s, its rapid takeoff in the mid-1990s, its acute but ultimately temporary crisis in the early 2000s, and its resurgence during Lula's first term in office. He finds strong support for the influential, but much-criticized political opportunity perspective. At the same time, however, he underscores some of the problems with how political opportunity has been conceptualized in the past. The book also seeks to shed light on the anomalous fact that the landless movement continued to expand in the decade following the restoration of Brazilian democracy in 1985 despite the general trend toward social-movement decline. His argument, which highlights the unusual structure of incentives involved in the struggle for land in Brazil, casts doubt on a key assumption underlying Olson's theory.
Book Synopsis Negotiating Democracy in Brazil by : Bernd Reiter
Download or read book Negotiating Democracy in Brazil written by Bernd Reiter and published by Firstforumpress. This book was released on 2009 with total page 188 pages. Available in PDF, EPUB and Kindle. Book excerpt: Do societal inequalities limit the effectiveness of democratic regimes? And if so, why? And how? Addressing this question, Bernd Reiter focuses on the role of societal dynamics in undermining democracy in Brazil. Reiter explores the ways in which race, class, and gender in Brazil structure a society that is deeply divided between the included and the excluded¿and where much of the population falls into the latter category. Tracing the mechanisms of the profound cultural resistance to genuine democratization that he finds dominant among the elite, his theoretically and empirically rich analysis offers an alternative way of understanding both the nature of Brazilian democracy and the democratization process throughout Latin America.

Book Synopsis Global Brazil and U.S.-Brazil Relations by : Samuel W. Bodman
Download or read book Global Brazil and U.S.-Brazil Relations written by Samuel W. Bodman and published by Council on Foreign Relations. This book was released on 2011 with total page 125 pages. Available in PDF, EPUB and Kindle. Book excerpt: July 12, 2011-Over the course of a generation, Brazil has emerged as both a driver of growth in South America and as an active force in world politics. A new Council on Foreign Relations (CFR)-sponsored Independent Task Force report asserts "that it is in the interest of the United States to understand Brazil as a complex international actor whose influence on the defining global issues of the day is only likely to increase."Brazil currently ranks as the world's fifth-largest landmass, fifth-largest population, and expects to soon be ranked the fifth largest economy. The report, Global Brazil and U.S.-Brazil Relations, recommends that "U.S. policymakers recognize Brazil's standing as a global actor, treat its emergence as an opportunity for the United States, and work with Brazil to develop complementary policies."The Task Force is chaired by former secretary of energy Samuel W. Bodman and former president of the World Bank James D. Wolfensohn, and directed by CFR Senior Fellow and Director for Latin America Studies, and Director of the Global Brazil Initiative Julia E. Sweig.Recognizing Brazil's global role, the report recommends that the Obama administration now fully endorse the country's bid for a seat as a permanent member of the United Nations Security Council (UNSC). It argues that "a formal endorsement from the United States for Brazil would go far to overcome lingering suspicion within the Brazilian government that the U.S. commitment to a mature relationship between equals is largely rhetorical."Domestically, Brazil's "inclusive growth has translated into a significant reduction of inequality, an expansion of the middle class, and a vibrant economy, all framed within a democratic context." Consequently, Brazil has been able to use its economic bona fides to leverage a stronger position in the international, commercial, and diplomatic arena. The report stresses the importance of regular communication between the presidents of both countries. "Cooperation between the United States and Brazil holds too much promise for miscommunication or inevitable disagreements to stand in the way of potential gains." A mature, working relationship means that "the United States and Brazil can help each other advance mutual interests even without wholesale policy agreements between the two," notes the report. The Task Force further recommends that- the U.S. Congress "include an elimination of the ethanol tariff in any bill regarding reform to the ethanol and biofuel tax credit regime."- the United States "take the first step to waive visa requirements for Brazilians by immediately reviewing Brazil's criteria for participation in the Visa Waiver Program."- the U.S. State Department create an Office for Brazilian Affairs and the National Security Council (NSC) centralize its efforts under a NSC director for Brazil in order to better coordinate the current decentralized U.S. policy. The bipartisan Task Force includes thirty distinguished experts on Brazil who represent a range of perspectives and backgrounds. The report includes a number of additional views by Task Force members, including one that notes, "We believe that a more gradual approach [regarding Brazil's inclusion as a full UNSC member] would likely have more success in navigating the diplomatic complexities presented by U.S. support for Brazil." Another view asserts, "If the United States supports, as the Obama administration has said it does, leadership structures in international institutions that are more reflective of international realities, it must support without qualifications Brazil's candidacy [for the UNSC]."

Book Synopsis Law and the New Developmental State by : David M. Trubek
Download or read book Law and the New Developmental State written by David M. Trubek and published by Cambridge University Press. This book was released on 2013-05-31 with total page 393 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book explores the emergence of a new developmental state in Latin America and its significance for law and development theory. In Brazil since 2000, emerging forms of state activism, including a new industrial policy and a robust social policy, differ from both classic developmental state and neoliberal approaches. They favor a strong state and a strong market, employ public-private partnerships, seek to reduce inequality, and embrace the global economy. Case studies of state activism and law in Brazil show new roles emerging for legal institutions. They describe how the national development bank uses law in innovation promotion, trade law strengthens new developmental policies in export promotion and public health, and social law frames innovative poverty-relief programs that reduce inequality and stimulate demand. Contrasting Brazilian experience with Colombia and Mexico, the book underscores the unique features of Brazil's trajectory and the importance of this experience for understanding the role of law in development today.
Book Synopsis Agriculture and Industry in Brazil by : Albert Fishlow
Download or read book Agriculture and Industry in Brazil written by Albert Fishlow and published by Columbia University Press. This book was released on 2020-08-04 with total page 308 pages. Available in PDF, EPUB and Kindle. Book excerpt: Agriculture and Industry in Brazil is a study of the economics of Brazilian agriculture and industry, with a special focus on the importance of innovation to productivity growth. Albert Fishlow and José Eustáquio Ribeiro Vieira Filho examine technological change in Brazil, highlighting the role of public policy in building institutions and creating an innovation-oriented environment. Fishlow and Vieira Filho tackle the theme of innovation from various angles. They contrast the relationship between state involvement and the private sector in key parts of the Brazilian economy and compare agricultural expansion with growth in the oil and aviation sectors. Fishlow and Vieira Filho argue that modern agriculture is a knowledge-intensive industry and its success in Brazil stems from public institution building. They demonstrate how research has played a key role in productivity growth, showing how prudent innovation policies can leverage knowledge not only within a particular company but also across whole sectors of the economy. The book discusses whether and how Brazil can serve as a model for other middle-income countries eager to achieve higher growth and a more egalitarian distribution of income. An important contribution to comparative, international, and development economics, Agriculture and Industry in Brazil shows how the public success in agriculture became a prototype for advance elsewhere.

Book Synopsis Corruption and Democracy in Brazil by : Timothy Joseph Power
Download or read book Corruption and Democracy in Brazil written by Timothy Joseph Power and published by Kellogg Institute Democracy an. This book was released on 2011 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: The book's essays take a multidimensional approach to the accountability matrix in Brazil. The first section of the book investigates the complex interrelationships among representative institutions, electoral dynamics, and public opinion. In the second section, authors address nonelectoral dimensions of accountability, such as the role of the media, accounting institutions, police, prosecutors, and courts. In the final chapter, the editors reflect upon the policy implications of the essays, considering recommendations that may contribute to an effective fight against political corruption and support ongoing accountability, as well as articulating analytical lessons for social scientists interested in the functioning of accountability networks. Brazil, the world's fourth largest democracy, has been plagued in recent years by corruption scandals. Corruption and Democracy in Brazil: The Struggle for Accountability considers the performance of the Brazilian federal accountability system with a view to diagnosing the system's strengths, weaknesses, and areas of potential improvement; taking stock of recent micro- and macro-level reforms; and pointing out the implications of the various dimensions of the accountability process for Brazil's democratic regime. "Timothy Power and Matthew Taylor have produced a compelling, comprehensive volume on accountability dynamics in Brazil that will inform future policy and research regarding corruption. The analyses in this book raise important questions for practitioners and for the general public. In pursuit of answers to these questions, this team of researchers does not sugarcoat matters. They document dimensions of improved accountability as well as resilient dynamics of impunity. This well-organized book is accessible to academics, policy makers, and students." --Charles H. Blake, James Madison University "Corruption stories are often told as lurid tales of individual greed. This book persuasively insists instead that corruption and the responses to it are embedded deep in national institutions--one might say they are politics by other means. This first-rate collection presents a powerful analysis of recent Brazilian democracy in practice, showing how accountability institutions have greatly strengthened since the transition to democracy, while remaining weak in ways that undermine citizens' trust in their government. While closely focused on Brazil, the book also embodies an approach worth emulating for studying corruption elsewhere." --Kathryn Hochstetler, University of Waterloo "By focusing on the largest democracy in Latin America, Brazil, a country with both a history vexed by political corruption and an elaborate web of accountability-enhancing institutions and organizations, Timothy Power and Matthew Taylor have produced a study of extraordinary value for comparative politics. They have gathered a rich array of original research by top scholars on major areas of the network of accountability. Each chapter answers the editors' core questions regarding how corruption operates, can be detected, and is preventable, while making clear those aspects that remain a drag on Brazil's quality of democracy." --Alfred P. Montero, Carleton College "This is a timely, insightful, and cohesive volume that will greatly benefit students of Brazil and analysts of corruption in developing countries. The authors are very much on top of their subject matter, much of which is not easily accessible in the academic literature despite the emphasis on corruption being so pervasive and harmful." --Wendy Hunter, University of Texas, Austin
