This report is a contribution to the strategy review process. It examines the implementation of the 1990 strategy, maps changes against assessment of Bank performance at both the country and the project level and assesses the relevance of key elements of the 1990 strategy in light of new data and shifts in the development assistance environment. The report concludes that the 1990 strategy remains relevant but needs to be combined with a more comprehensive approach. Lessons from experience confirm the importance of a holistic approach to reach the poor more effectively. This includes a focus on local level institutions and building on existing institutional frameworks wherever possible and on working across sectors for maximum impact. The 1990 strategy and the operational guidelines based on it have failed to generate a clear emphasis on measuring and monitoring results. A critical test of the Bank's evolving poverty strategy will be the design of a credible framework for measuring the results of the Bank's country assistance, and helping to build local capacity for monitoring the impact of poverty reduction programmes. The report is in English with the foreword and the executive summary given in English, Spanish and French.

Book excerpt: This paper examines the extent to which firms in selected MENA countries reported being constrained by the business environment around the time of the Arab Spring and the extent to which these constraints affected their employment performance. The results suggest that small firms in MENA faced more structural constraints than similar firms in other regions. We also find that MENA firms’ weaker job creation can be explained in great part by the macroeconomic environment and structural constraints. Low GDP growth, falling external competitiveness, corruption, lack of access to finance and poor access to electricity are found to explain a significant part of the lack of employment growth in MENA firms compared to their peers.

Efforts to integrate these diverse resources and reform the nation's labor force development policy must include more attention to the following: public-private partnership, coordinated service delivery, program accountability, and decentralized program administration. The implementation of a demand-driven, decentralized, and flexible work force demands a new role for the federal government. The federal government should take the following actions: build a federal partnership, support state reorganization efforts, improve state and local coordination, ensure program accountability, develop flexible targeted programs, and leverage additional resources. Current policies concerning job training for the disadvantaged, vocational education, welfare, worker adjustment, employment service, unemployment insurance, labor market information, and elementary secondary education must all be reassessed and reformed to increase coordination among all levels of government and the private sector. More than 12 million enter the workforce each year yet few have the skills required for employment. The Government of India has set a target to skill 400 million people by 2022 and established the National Skill Development Corporation (NSDC) as part of this mission. Through NSDC, government is engaged with private sector partners to advance strategic approaches in skills development by creating public-private partnerships with companies involved in skill training. This is at the centre of a skills business “ecosystem” in India through which all players interact to produce a positive, productive system to skill millions. Momentum for the skills development movement comes not only from the urgent need to provide livelihoods for youth but also from the need to act before a window of opportunity closes. The “youth bulge” in India’s population is poised to deliver a demographic dividend, a transformational boost in economic productivity associated with growing numbers in the workforce relative to dependents. Only through investing in up-to-date education, health and decent work for youth can India harness this dividend. India requires skills to sustain its rapid economic growth, to integrate its large working-age population into the economy in an inclusive and sustainable manner and, ultimately, India needs skills in order to become a global supplier of human resources. This study focuses on 12 skills delivery initiatives led by the private sector and carried out to support the national skills mission of the Government of India. The objective of this study is to generate lessons from India’s experience in skilling, namely to identify and analyse impactful business models and their practices and innovations, to highlight challenges, and to provide insights on how the private sector could contribute even more to skills acquisition and employability.
