ConclusionsI.There is a pressing need, both at the state level as well as in the constituent school districts, for qualified spokesmen to serve the superintendent and the school boards in dealing with the public, and the news media.II.There appears to be a lack of public relations planning at both levels.III.The State Department of Education has neither set the example for positive public relations, nor has it exerted much of a relationship role in assisting county and city systems in dealing with the news media, and establishing policies.IV.Conversely, the news media has not always sent its best reporters to cover the education scene. In many cases, the education best—if there is one—is covered by new, inexperienced reporters an entry-level position. As soon as reporters master the complexities of education reporting, they “move up” to other news beats. The broadcast media, as a rule, does not assign reporters to education on a regular basis. As a result, they report events as best they can.V.As a general rule, those individuals entrusted with the task of communicating with the media have tended to shy away from it rather than what they have come to feel is a hostile press.VI.While a full-time, professional public practitioner assigned to each school system, as well as the state, might be desirable, it is not economically practical, However, at those systems where establishing such a position is not feasible, one individual in the central office should be designated as the responsible individual to deal with media and public inquiries. This person should also have direct access to the superintendent in order to provide factual and prompt information.VII.An effort should be made to provide constituent school systems with guidance in meeting the public relations challenge, in the form of both a practical public relations manual, plus personal advice and assistance from the State Department of Education.

Book excerpt: How the United States can provide equal educational opportunity to every child The United States Supreme Court closed the courthouse door to federal litigation to narrow educational funding and opportunity gaps in schools when it ruled in San Antonio Independent School District v. Rodriguez in 1973 that the Constitution does not guarantee a right to education. Rodriguez pushed reformers back to the state courts where they have had some success in securing reforms to school funding systems through education and equal protection clauses in state constitutions, but far less success in changing the basic structure of school funding in ways that would ensure access to equitable and adequate funding for schools. Given the limitations of state school funding litigation, education reformers continue to seek new avenues to remedy inequitable disparities in educational opportunity and achievement, including recently returning to federal court.
