In The Political Economy of Transitions to Peace, Galia Press-Barnathan focuses on the importance of economics in initiating and sustaining peaceful relations after conflict.Press-Barnathan provides in-depth case studies of several key relationships in the post-World War II era: Israel and Egypt; Israel and Jordan; Japan, the Philippines, and Indonesia; Japan and South Korea; Germany and France; and Germany and Poland. She creates an analytical framework through which to view each of these cases based on three factors: the domestic balance between winners and losers from transition to peace; the economic disparity between former enemies; and the impact of third parties on stimulating new cooperative economic initiatives. Her approach provides both a regional and cross-regional comparative analysis of the degree of success in maintaining and advancing peace, of the challenges faced by many nations in negotiating peace after conflict, and of the unique role of economic factors in this highly political process. Press-Barnathan employs both liberal and realist theory to examine the motivations of these states and the societies they represent. Historian Joyce Mao shows how, as the Cold War crystallized, political survival demanded that the Right s emphasis on small government be tempered by a proactive foreign policy that could contend with the communist threat. As an alternative to containment, their new platform combined hostility toward the United Nations, assertion of American sovereignty in diplomatic affairs, selective military intervention, strident anticommunism, and the promotion of a technological defense state. These conservative tenets, which are now so familiar to observers of American politics, were articulated in part in debates over US-China relations after WWII. Conservatives invoked the loss of China to critically assess liberal policies and lament what they saw as the corrosion of traditional values. Their insistence that the US take greater interest and action in the Far Pacific was known as the policy of Asia First, and China was its signature issue. The combination of anticommunism and Orientalist paternalism struck a chord with the public. Conservative politicians allied with the growing number of pro-Chiang activists in the private sector and at the grassroots level, revitalizing the party in the process. Mao argues that, although the policy of Asia First had only a minor impact on East Asian affairs, it played a major role in the evolution of American conservatism, and its effects are still being felt today."

Book excerpt: Governments increasingly offer or demand apologies for past human rights abuses, and it is widely believed that such expressions of contrition are necessary to promote reconciliation between former adversaries. The post-World War II experiences of Japan and Germany suggest that international apologies have powerful healing effects when they are offered, and poisonous effects when withheld. West Germany made extensive efforts to atone for wartime crimes-formal apologies, monuments to victims of the Nazis, and candid history textbooks; Bonn successfully reconciled with its wartime enemies. By contrast, Tokyo has made few and unsatisfying apologies and approves school textbooks that whitewash wartime atrocities. Japanese leaders worship at the Yasukuni Shrine, which honors war criminals among Japan's war dead. Relations between Japan and its neighbors remain tense. Examining the cases of South Korean relations with Japan and of French relations with Germany, Jennifer Lind demonstrates that denials of past atrocities fuel distrust and inhibit international reconciliation. In Sorry States, she argues that a country's acknowledgment of past misdeeds is essential for promoting trust and reconciliation after war. However, Lind challenges the conventional wisdom by showing that many countries have been able to reconcile without much in the way of apologies or reparations. Contrition can be highly controversial and is likely to cause a domestic backlash that alarms—rather than assuages—outside observers. Apologies and other such polarizing gestures are thus unlikely to soothe relations after conflict, Lind finds, and remembrance that is less accusatory-conducted bilaterally or in multilateral settings-holds the most promise for international reconciliation.

Japan’s surrender did not mean that the Japanese and former imperial subjects would immediately disavow imperial ideology. The end of the Japanese empire unleashed unprecedented destruction and violence on the periphery. Lives were destroyed; names of cities altered; collaborationist regimes—which for over a decade dominated vast populations—melted into the air as policeman, bureaucrats, soldiers, and technocrats offered their services as nationalists, revolutionaries or communists. Power did not simply change hands swiftly and smoothly.
