Book excerpt: In 2003–05, Germany undertook extensive labor market reforms which were followed by a large and persistent decline in unemployment. Key elements of the reforms were a drastic cut in benefits for the long-term unemployed and tighter job search and acceptance obligations. Using a large confidential data set from the German social security administration, we find that the reforms were associated with a fall in the earnings of workers returning to work from short-term unemployment relative to workers in long-term employment of about 10 percent. We interpret this as evidence that the reforms strengthened incentives to return to work but, in doing so, they adversely affected post re-entry earnings.

Welfens The editor is pleased to present a second edition of Economic Aspects of German Unification which includes new chapters and several postscripts. Almost five years after unification output in the ex-GDR is back to its 1989 level. Due to a massive intra-German resource transfer consumption per capita in eastern Germany has not fallen as much as output and employment which reduced by one-fifth within three years. Given high West German transfers which represented about 5% of West German GDP and more than 50% of East German GDP the fall of industrial output could have been much stronger than had politically been feasible. Hence structural change necessary for productivity growth was dramatic in the ex-GDR where the goods producing sector (manufacturing, mining, energy and construction) strongly changed its proportions; within four years construction almost doubled, and the share of investment goods production reduced by 10 percentage points between 1990 and 1994 and is· now down to 21. 1 %. Mining lost two-thirds of its share in the producing sector which itself was reduced relative to GDP. The share of the services industry increased by 5 percentage points between 1991 and 1994, but with a share of 27. 7% in East Germany's GDP it was still about 9 percentage points lower than in western Germany. By contrast, government accounted for 20. 9% of GDP in eastern Germany, but for only 13. 2% in western Germany.

During forty years, the democratic West Germany and the socialist East Germany had developed in opposite directions. The different legal, ideological, and economic systems were reflected in policies pursued by the governments. While individual lives in the East were substantially predetermined by the state, people in the West had greater personal autonomy in shaping their lives.This was highly visible in respect to the relationship between two essential life spheres: family and work. Despite the generally higher level of modernization, in the FRG the traditional family form of male breadwinner and female homemaker was prevailing and endorsed by the government. In the GDR, in contrast, policies focused on gender equality and the compatibility of employment and family for women. The process of unification, thus, meant a long and – initially underestimated – process of adaptation and accommodation. Speculations that women would turn out to be the losers of these developments soon proved right. They had to struggle in various domains: since the breakdown of Eastern industry, unemployment was a permanent threat; previously universal childcare centers and crèches closed in huge numbers; traditional gender roles and a completely different value system predominated in the new society. For East German women, therefore, new opportunities such as freedom of speech and to travel were accompanied by unknown feelings of uncertainty, insecurity, and fear of their own and their children’s future. This paper seeks to provide insight in the effects of German unification on women, in particular in the former GDR. The first section focuses on the circumstances, especially in terms of employment and family, under which women lived in the two German states. The major part of the paper discusses women’s lives after unification. A closer look is taken at changes in the spheres of work, fertility, marriage, housework, and at last women’s attitudes toward aspects of their ‘new lives’.

Rachel Alsop critically examines the processes behind women's changing relationship to the labor market in eastern Germany following the collapse of state socialism and the transition to a market economy. By the 1980s women made up virtually half of the East German work force. The collapse of the GDR transformed the field of work, drastically diminishing the general demand for labor. Yet while economic and political restructuring reduced the volume of both male and female employment, it was women who bore the brunt of unemployment. In the immediate transitional period a re-masculinization of the workforce was evident, with women constituting the large part of the unemployed. Using an extensive range of both quantitative and qualitative data, the author explores the gender dynamics of the social, economic, and political restructuring of eastern Germany, thereby producing an important new context in which to examine contemporary debates on gender and work.

It is the objective of this thesis to study in further detail continuity and change in women's relationship to the labour market during the two periods of economic and political restructuring in east German history - the transition to state socialism after the Second World War and the transition to a liberal democratic, market-economic system after the Wende ( ' Turning Point') in 1989. This study of female employment in eastern Germany makes a theoretical contribution not only to the analysis of gender and the labour market, but also to wider debates within contemporary feminist thought as well as to the study of post-communist societies. This thesis looks in particular at the conditions under which east German women entered and left the labour market during the two periods of restructuring, questioning especially the applicability of the reserve army of labour thesis to female employment. This study also challenges the current shift in feminist thought from the analysis of 'between- gender' to the study of 'in-gender' differences, and from structural to cultural analyses of gender. In addition, this thesis, by focusing on the particular experiences of female labour in eastern Germany, begins to break down our perception of post-communist states as an undifferentiated mass and starts to explore the plurality and heterogeneity of post-communism.
