Available in PDF, EPUB and Kindle. Book excerpt: This comparative study examines the dialectical tensions between global and regional interdependence and the fragmentation of humankind into territorial entities. Political authority may remain territory-bound, but borders increasingly are penetrated by pollutants, individuals, noncentral governments in search of foreign trade and investment, and transnational corporations, as well as the traditional exchanges of trade, media, and culture. The result of these transborder flows, accelerated by new technologies, is a new variety of international relations among “perforated sovereignties.†Dr. Duchacek analyzes the territorial organization of political authority in both democratic and authoritarian frameworks as well as in unitary and federal systems. Case studies focus on new forms of transborder interactions between neighboring countries, especially in North America and in Western Europe. The book is of major interest to scholars in the fields of political science and political economy. Quotations from a variety of political theorists and practitioners, illustrative diagrams, and maps make the book suitable for students of comparative politics, international relations, comparative federalism, and public policy.

Book excerpt: Addressing the economic aspects of ties between the United States and Mexico, this book looks at the structural characteristics of the border region and the flow of goods, services, capital, and people between the two countries. The contributors describe the cultural, economic, and demographic dimensions of the borderlands and focus on specific issues critical to the region, among them environmental pollution, migration, territorial issues, and the implications of borderzone industrial growth. Finally, the authors consider how these issues affect the national economies and relations between the two countries.

Book excerpt: This book provides a comprehensive review of the relevant literature on managing conflicts stemming from the quantity and quality problems of water around the world. So far, few comprehensive and interdisciplinary analyses of such international surface water conflicts have been produced. The literature surveyed indicates that while in many areas there has been extensive research and analysis, there continues to be a need for more studies on the specific situations that lead to conflicts over water and other environment resources. Lateral learning, an attempt to understand the similarities between all conflicts over natural resources, will lend itself to future applications in predicting and preventing these conflicts. A survey of internati9nal watersheds provides some bibliographical and general data collected from over 200 transboundary watersheds. A subset of case studies of the exhaustive list of international watersheds is examined in greater detain. A related effort is a compilation and analysis of relevant water treaties, and the rationale for their implementations.

Available in PDF, EPUB and Kindle. Book excerpt: Rational exploitation and utilization of natural and environmental resources is more difficult in cross-border areas than in areas under the jurisdiction of a single authority. Moreover, cross-border resource management is constrained by the number of independent stakeholders involved. The primary reasons for this come from the uneven spatial distribution of production factors as well as the non-cooperative cross-border mechanism resulting from two or more political regimes. Faced with cross-border pollution, policymakers tend to be shortsighted, emphasizing the direct costs and benefits of their own regional development at the expenses of their neighbors. In addition, research institutions and international donor agencies have not paid full attention to the problems common in cross-border areas. Consequently, cross-border area studies remain a marginalized, easily forgotten topic. The main objectives of this book are to clarify how natural and human systems interact in cross-border areas under conditions of uncertain, imperfect information and, in some circumstances, irreversibility; to identify and, where possible, quantify the various impacts of the 'border' on the environmental activities in cross-border areas; to evaluate the costs and benefits of cross-border cooperation in the exploitation and utilization of natural and environmental resources; and to recommend measures in improving national and international legal and regulatory mechanisms for resource exploitation and environmental protection in cross-border areas.

Book excerpt: This research work is to commemorate all Guos' ancestor, who guarded the border for his Majesty dutifully, and who is the foremost supporter in my academic career. For the past decades, economists and geographers from both developed and developing countries have studied the economic issues either within individual countries (regions), or between countries (regions). Only a relatively small part of these efforts has been focused on the economic affairs of those countries' (regions') peripheral areas and even less attention has been given to the structural analysis of economic mechanisms of the border-regions with different political levels and compositions. My interest in border-regions more or less directly relates to some personal reasons of mine. The Chinese family name, Guo, means a guard for an outer city-wall (herein it used to be a political and military border in ancient China, e. g. , the Chinese Great Wall). It is more interesting that Guo is written with a different Chinese character from that used for the like sounding "Guo" (country). The Chinese writing of the latter is a square frame inside which lies a Chinese character, Wang (king), in the centre and a point in the comer. It might be simply supposed that the "point" was used by the inventor to necessarily represent the "border guard" probably because of its vital importance to the country.

Book excerpt: The purpose of this book is to examine the feasibility, evolution, and future of international linkages, such as environmental pacts and agreements, military alliances, the World Health Organization, the Strategic Arms Limitation treaties, and energy power pools. International interactions involving weather modification, outer-space exploitation, and the oceans are also investigated. The analyses of the book conceptualize and examine international linkages rather than present a utopian view of world governments.
