It finds that between 1960 and 1990, American health, safety, and environmental regulations were more stringent, risk averse, comprehensive, and innovative than those adopted in Europe. But since around 1990, the book shows, global regulatory leadership has shifted to Europe. What explains this striking reversal? David Vogel takes an in-depth, comparative look at European and American policies toward a range of consumer and environmental risks, including vehicle air pollution, ozone depletion, climate change, beef and milk hormones, genetically modified agriculture, antibiotics in animal feed, pesticides, cosmetic safety, and hazardous substances in electronic products. He traces how concerns over such risks--and pressure on political leaders to do something about them--have risen among the European public but declined among Americans. Vogel explores how policymakers in Europe have grown supportive of more stringent regulations while those in the United States have become sharply polarized along partisan lines. And as European policymakers have grown more willing to regulate risks on precautionary grounds, increasingly skeptical American policymakers have called for higher levels of scientific certainty before imposing additional regulatory controls on business.

Since the early 2000s, numerous non-governmental organizations (NGOs), UN agencies, and governments have warmed to the concept of safe migration, often within a context of anti-trafficking interventions. Yet, both the policy-enthusiasm for safety, as well as how safe migration comes into being through policies and programs remain unexplored. Based on seven years of ethnographic fieldwork in the Mekong region, this is the first book that traces the emergence of safe migration, why certain aid actors gravitate towards the concept, as well as how safe migration policies and programmes unfold through aid agencies and government bodies. The book argues that safe migration is best understood as brokered safety. Although safe migration policy interventions attempt to formalize pre-emptive and protective measures to enhance labour migrants’ well-being, the book shows through vivid ethnographic details how formal migration assistance in itself depends on – and produces – informal asnd mediated practices. The book offers unprecedented insights into what safe migration policies look like in practice. What is it about ethnicity that breaks countries apart and drives people to acts of savage violence against their lifelong neighbors? Stuart Kaufman rejects the notion of permanent "ancient hatreds" as the answer. Dissatisfied as well with a purely rationalist explanation, he finds the roots of ethnic violence in myths and symbols, the stories ethnic groups tell about who they are. Ethnic wars, Kaufman argues, result from the politics of these myths and symbols—appeals to flags and faded glories that aim to stir emotions rather than to address interests. Popular hostility based on these myths impels groups to follow extremist leaders invoking such emotion-laden ethnic symbols. If ethnic domination becomes their goal, ethnic war is the likely result. Kaufman examines contemporary ethnic wars in the Caucasus and southeastern Europe. Drawing on information from a variety of sources, including visits to the regions and dozens of personal interviews, he demonstrates that diplomacy and economic incentives are not enough to prevent or end ethnic wars. The key to real conflict resolution is peacebuilding—the often-overlooked effort by nongovernmental organizations to change hostile attitudes at both the elite and the grassroots levels.

Liberal mayors like Fiorello H. La Guardia have often been the deftest practitioners of this strategy. As the Depression and wartime conditions spurred youth crime, white New Yorkers' anxieties—about crime, the movement of Black people into white neighborhoods, and headlines featuring Black "hoodlums" emblazoned all over the white media—drove their support for the expansion of police patrols in the city, especially in Harlem and Bedford-Stuyvesant. Though Blacks also called for police protection and for La Guardia to provide equitable municipal resources, they primarily received more punishment. This set the stage for the Harlem uprising of 1943. Shannon King uncovers how Black activism for safety was a struggle against police brutality and crime, highlighting how the police withholding protection operated as a form of police violence and an abridgement of their civil rights. By decentering familiar narratives of riots, King places Black activism against harm at the center of the Black freedom struggle, revealing how Black neighborhoods became occupied territories in La Guardia's New York.
