More than half of all countries that experienced civil war since World War II have suffered a relapse into violent conflict, in some cases more than once. Meanwhile the international community expends billions of dollars and deploys tens of thousands of personnel each year in support of efforts to build peace in countries emerging from violent conflict. This book argues that efforts to build peace are hampered by the lack of effective means of assessing progress towards the achievement of a consolidated peace. Rarely, if ever, do peacebuilding organizations and governments seek to ascertain the quality of the peace that they are helping to build and the contribution that their engagement is making (or not) to the consolidation of peace. More rigorous assessments of the robustness of peace are needed. These assessments require clarity about the characteristics of, and the requirements for, a stable peace. This in turn requires knowledge of the local culture, local history, and the specific conflict dynamics at work in a given conflict situation. Better assessment can inform peacebuilding actors in the reconfiguration and reprioritization of their operations in cases where conditions on the ground have deteriorated or improved. To build a stable peace, it is argued here, it is important to take the measure of peace.

The United Nations sought not only to democratize disorderly states but also to take responsibility for protecting people around the world from a range of dangers, including poverty, disease, natural disasters, and gross violations of human rights. National sovereignty came to be considered less an entitlement enforced by international law than a privilege based on states’ satisfactory performance of their perceived obligations. In Governing Disorder, Laura Zanotti combines her firsthand experience of UN peacebuilding operations with the insights of Michel Foucault to examine the genealogy of post–Cold War discourses promoting international security. Zanotti also maps the changes in legitimizing principles for intervention, explores the specific techniques of governance deployed in UN operations, and identifies the forms of resistance these operations encounter from local populations and the (often unintended) political consequences they produce. Case studies of UN interventions in Haiti and Croatia allow her to highlight the dynamics at play in the interactions between local societies and international peacekeepers.

Owen IV attributes this peculiar restraint to a synergy between liberal ideology and the institutions that exist within these states. Liberal elites identify their interests with those of their counterparts in foreign states, Owen contends. Free discussion and regular competitive elections allow the agitations of the elites in liberal democracies to shape foreign policy, especially during crises, by influencing governmental decision makers. Several previous analysts have offered theories to explain liberal peace, but they have not examined the state. This book explores the chain of events linking peace with democracies. Owen emphasizes that peace is constructed by democratic ideas, and should be understood as a strong tendency built upon historically contingent perceptions and institutions. He tests his theory against ten cases drawn from over a century of U.S. diplomatic history, beginning with the Jay Treaty in 1794 and ending with the Spanish-American War in 1898. A world full of liberal democracies would not necessarily be peaceful. Were illiberal states to disappear, Owen asserts, liberal states would have difficulty identifying one another, and would have less reason to remain at peace.

Yet despite being one of history’s clearest cases of organized idealism, the Peace Corps has, in practice, ended up cultivating very different outcomes among its volunteers. By the time they return from the Peace Corps, volunteers exhibit surprising shifts in their political and professional consciousness. Rather than developing a systemic perspective on development and poverty, they tend instead to focus on individual behavior; they see professions as the only legitimate source of political and social power. They have lost their idealism, and their convictions and beliefs have been reshaped along the way. The Death of Idealism uses the case of the Peace Corps to explain why and how participation in a bureaucratic organization changes people’s ideals and politics. Meghan Elizabeth Kallman offers an innovative institutional analysis of the role of idealism in development organizations. Its Charter was drawn up by representatives of fifty countries and ratified by the original and permanent members. According to Article 1 of the Charter, the UN’s primary purpose is “to maintain international peace and security, and to that end: to take effective collective measures for the prevention and removal of threats to the peace”1. Today, 191 states are members of the global organization and subscribe themselves to the UN Charter to share the responsibility for international peace and security. The Charter established six principle organs, of which the Security Council is the most important with the primary responsibility to settle different kinds of conflicts to maintain the global peace and security. While other organs make recommendations to governments, the Council alone has the power to take decisions and initiate actions including the use of force, which Member States are obligated under the Charter to carry out. The Security Councils consists of 15 Member States: the five permanent ones, which can veto any draft resolution on substantive matters reflecting the assumption that the major powers would act together to provide collective global security, and ten non-permanent members elected for two-year periods. When a complaint concerning a threat to peace is brought before it, the Council usually recommends the parties several peace-making methods like negotiation, investigation or mediation to reach agreement by peaceful means. When a dispute gets worse or leads to fighting it is empowered to call for cease-fires, order economic sanctions, and even authorize military action against an aggressor on behalf of the UN. One tool for maintaining international peace and security not embodied in the Charter is the use of peacekeeping forces to prevent existing dispute from reigniting “using force only in self-defence, and operating in a neutral and impartial way with the consent of the parties to disputes”2. Unfortunately, administrative and budgetary constraints limit the UN’s capacity to respond to every serious threat to peace.
