Book excerpt: This clear and accessible text explores Vietnam's successful transition from neo-Stalinist central planning to a market economy—\"Vietnamese style.\" After describing the north Vietnamese system prior to 1975 and its colonial and precolonial antecedents, the authors uncover the mechanisms of that changeover. They contend that the Vietnamese transition was largely bottom-up in character and that it evolved over a long enough period for the country's political economy to adjust. This explains in part the rapid shift to a high-growth, externally oriented development path in the early 1990s, despite the loss of Soviet aid and the lack of significant Western substitutes until 1992-1993. Based upon extensive incountry experience, a wealth of primary materials, and wide comparative knowledge of development issues, the book challenges many preconceived notions, both about Vietnam and about the general nature of transition processes.

Book excerpt: "The authors show how development of non-plan trading relations was based on supplies of scarce, aid-subsidised goods which provided the means for local authorities, enterprises and individuals to convert their positions of political and social power into capital. They further highlight the ways in which new, market-oriented trade relations emerged in symbiosis with the planning system and continue to influence the economic structure and institutions today. Economic Transition in Vietnam outlines the many problems currently facing Vietnam, not least how new global forms of integration are affecting future development."--BOOK JACKET.

Book excerpt: These previously unpublished papers by leading American and Vietnamese economists analyze the dramatic transformation of Vietnam's economy during the 1990s and its prospects for the future. The three main sections of the book discuss Vietnam's turbulent history, recent economic reforms, and the country's emerging role in the world economy and geopolitics. The contributors examine a myriad of issues, including specific reforms in agriculture, banking, and tax policy, as well as the attempts to create a business-oriented legal infrastructure, the development of foreign trade and a viable balance of payments, and U.S. policy reactions to Vietnam's rapid development in the last decade.

Book excerpt: This essay considers the basic issues facing transitional socialist economies, including price reforms, enterprise and financial sector reforms, and institutional changes relating to the role of government. Using Viet Nam as the case in point, it identifies the key constraints facing governments seeking to move rapidly to the market system. Although Viet Nam is only on its third year of reform, it has achieved a number of successes, prominant among which are almost complete price decontrol and a flexible exchange rate. The essay addresses a number of specific concerns facing Viet Nam. Among these are links between enterprise and banking form, issues of decentralization, industrial policy, changes in ownership and private sector development, and issues of social justice. The objectives of this paper are to: (i) inform a broad readership about the bold economic reform program being undertaken without international assistance in Viet Nam; (ii) to identify for the authorities key bottlenecks and future issues to be addressed; (iii) to constrast where possible this experiment vis-a-vis reform programs in other countries; and (iv) to begin the process of generalizing lessons from these cases so as to better understand the transformation process itself.

Book excerpt: This book is intended for policy-makers, academics and students of development studies, area studies, political economy, geography and political science. Three of the best global performers in terms of economic growth are authoritarian states led by communist parties. The ‘socialist market economy’ model employed in China, Vietnam and Laos performs better than the economic systems in countries at a similar level of income per capita on a wide range of development indicators, yet market reforms and governance failures have led to highly unequal societies and significant environmental problems. This book presents the first comparative study of development in these three countries. Written by country experts and scholars of development studies, it explores the ongoing quest for market versus state within their model, and the coherence of their development. Available in PDF, EPUB and Kindle. Book excerpt: This paper investigates the rationales for the successful economic transition in Vietnam by applying organizational ecology theory. We claim that Vietnam could achieve a smooth transition because the country preserved the strong institutional capacity of the state in parallel with an instant market liberalization approach. Instead of transforming state-owned firms directly into private-owned firms, the economy produced a population of collectively owned and mixed-ownership enterprises that coexisted with state-owned firms to pave the way for the large-scale emergence of privately owned firms afterward. The mechanism underpinning this transition path lies in the evolution and interaction among three organizational forms during the various stages of the transition. Initially, the new private sector emerges and survives because of receiving "legitimacy spillovers" from the well-legitimized collective and mixed sector that shares some "identity overlap". Overtime, as the private sector accumulates its constitutive legitimacy it competes with and challenges the existence of the old state and collective sector. Finally, the Schumpeterian "creative destruction" process replaces the old sector with the new dominant sector. Empirically, we test this mechanism using the census data of firms operating in Vietnam during 2000-2010, a period following the "doimoi" policy in 1986 that officially recognized private firms in the constitution and included them in the government’s annual statistical coverage. We apply Blundell and Bond's generalized method of moments (GMM) estimation technique and Cox's proportional hazard model to study the interaction effects of economic sectors in terms of profitability and survival respectively.
