The author is becoming increasingly aware of the ebb and flow of general interest in the refugee issue and the strong possibility of subsuming that chapter in the larger Palestinian story. As the PLO itself moved further and further away from the refugee constituency, it became necessary to examine and define the impact of the refugee issue on the larger Palestinian political picture, for indeed, as it turned out, they were always a tremendous influence on the course of Palestinian and Arab history. Although they lost their leadership positions within the PLO, as the latter became increasingly elitist and bureaucratic, the powerless refugees apparently never lost the means to influence the course of Palestinian history. This book relies heavily on early State Department dispatches, Israeli Foreign Office correspondence, early accounts of the stirrings of a refugee movement in Jordan and declarations, statements and studies of the Badil Research Centre and some right of return groups. Also investigated is much of the known literature to emerge from the secretive Oslo negotiations and the reverberations produced by their deliberations throughout the Palestinian diaspora. The resilience of the refugee question should never be questioned or declared until one of two things happened: either the obliteration or dispersal of concentrated refugee communities became a reality or the Palestinian refugees accepted a resolution of some kind or another.

Book excerpt: The socio-economic conditions of Palestinians in Jordan, Syria and Lebanon depend on various political and economic premises as well as on the 'imaginary ethnic environment' in each country. In Lebanon Palestinian refugees seem to be the worst affected. Being constantly denied any rights they are forced to struggle for life. International assistance is insufficient, and although effort is put into securing refugees' basic needs it does not change in a significant way their standard of living. In Syria, Palestinians enjoy almost the same rights, or rather their lack, as Syrian nationals. However, the conditions of the refugee camps do not seem to vary from those in Lebanon or Jordan. In the Hashemite Kingdom most of the Palestinians are granted Jordanian citizenship, but the economic crisis and widespread poverty do not allow the full enjoyment of all the rights. Palestinians seem to be sharing the effects of poverty along with Syrians and Jordanians, and are relegated to the 'third category' citizens in Lebanon. Only few of them, mainly representing middle and upper class, managed to assimilate themselves into the host countries' societies and can afford life on a decent standard comparable to the one they had before being forced to migrate. The misery of Palestinians in the region can be seen as an effect of discriminating legal norms, economic crises, political unrest and a low level of development in the host countries.

Book excerpt: Refugees and migrants' choice to move from host country to third ones depend largely on the margin of rights they enjoy in host country, the freedom of movement to their country of origin and to third countries. This paper argues that Palestinian refugeehood is a major destabilizing factor in the Arab region. Host countries, as much as third countries, may end up by treating Palestinian refugees, not their refugeehood, as a danger, thus as a security issue. States' policies and legislation reflect this approach to refugees' problem. The fact that it is the ministry of interior which is often responsible of the issue of Palestinians in host country, and the fact that there is a lack of clear legislative acts regulating their legal status and rights may support the above argument. They are even excluded, in the name of their uniqueness, from international protection measures. The above political and legal environment in which Palestinian refugees in host countries are subjected and the lack of enforcement measures with regards to the right of return are aggravated by the statelessness of most Palestinians. Finally, this may lead to precarious legal status and rights. Palestinian refugees, more than the others, suffer from political, social but also economic crisis having impact on host countries. Scholars have tackled largely the impact of political crisis on Palestinian refugees. They did the same with regards to the social problems of host countries. The impact of the economic crisis on Palestinian refugees is not still on the agenda. This research intends to be a contribution in that direction. What are the consequences of economic crisis on Palestinian refugees in host Arab states? How would their legal status contribute to their precarious economic situation? How would the economic crisis and the precarious economic situation form a push factor to leave the host country towards third countries, and what are possibly their choices? This research is, by its nature, multi-disciplinary. The methodologies and tools of research reflect this reality. A comparison between states' policies, as reflected in formal declarations and documents issued by public authorities in host countries as much as between legislative texts is needed to measure the change in policies of host states. The connection between the legal status and the economic prosperity will provide also an insight on how the lack of rights and freedoms contribute to economic deprivation.

Landscape of Hope and Despair examines this refugee experience in Lebanon through the medium of spatial practices and identity, set against the backdrop of prolonged violence. Julie Peteet explores how Palestinians have dealt with their experience as refugees by focusing attention on how a distinctive Palestinian identity has emerged from and been informed by fifty years of refugee history. Concentrating ethnographic scrutiny on a site-specific experience allows the author to shed light on the mutually constitutive character of place and cultural identification. Palestinian refugee camps are contradictory places: sites of grim despair but also of hope and creativity. Within these cramped spaces, refugees have crafted new worlds of meaning and visions of the possible in politics. In the process, their historical predicament was a point of departure for social action and thus became radically transformed. Beginning with the calamity of 1948, Landscape of Hope and Despair traces the dialectic of place and cultural identification through the initial despair of the 1950s and early 1960s to the tumultuous days of the resistance and the violence of the Lebanese civil war and its aftermath. Most significantly, this study invokes space, place, and identity to construct an alternative to the received national narratives of Palestinian society and history. The moving stories told here form a larger picture of these refugees as a people struggling to recreate their sense of place and identity and add meaning to their surroundings through the use of culture and memory.

Book excerpt: This thesis moves beyond the narrative of an essentialized, homogeneous Palestinian identity and instead historicizes and teases out the complexities of Palestinian identities. This work explores how refugee camps in Lebanon function as homes and as sites of memory and identity, but also as sites of marginalization and places of control. By engaging with Palestinians living outside the camps, I argue that all of Lebanon serves simultaneously as a home and as a carceral space. This project also explores how civil society and socio-economic status affect perceptions of identities. These factors are discussed within the parameters of the Lebanese socio-political context and against the constraints of power enforced by the Lebanese state. Through using oral histories, I explore how the past affects the present and how individuals assert their identities and make sense of their present and future lives as they process grand narratives that have been passed through generations.
