Book excerpt: This book presents a new theory explaining underdevelopment in the global South and tests whether financial inputs, the government-business-media (GBM) complex and spatiotemporal influences drive human development. Despite the entrance of emerging powers and new forms of aid, trade and investment, international political-economic practices still support well-established systems of capital accumulation, to the detriment of the global South. Global asymmetrical accumulation is maintained by ‘affective’ (consent-forming hegemonic practices) and ‘infrastructural’ (uneven economic exchanges) labours and by power networks. The message for developing countries is that ‘robust’ GBMs can facilitate human development and development is constrained by spatiotemporal limitations. This work theorizes that aid and foreign direct investment should be viewed with caution and that in the global South these investments should not automatically be assumed to be drivers of development.

Uneven development after colonization, imperialism, and externally influenced conflict have caused many countries in the formally colonized or semi-occupied countries in the world to lag behind in wealth accumulation, investments in manufacturing, and technology. The fact that these countries were dragged into world market dynamics on an equal footing with already developed countries exacerbated these inequalities and saw the rapid burgeoning of informal economies. COVID-19 and the lockdown of western countries unravelled global production chains, resulting in hordes of workers in the Global South losing their livelihoods. Even people engaged in traditionally locally-bound economic activities, such as domestic work and sex work, found their livelihoods disappear. This volume brings together case studies from India, Brazil, Bangladesh, and Sri Lanka to analyze global economic disruptions as they affected informal sector workers who were already largely invisible within state development policies. The chapters question whether existing models of neoliberal development are still conducive within the post-pandemic Global South as it grapples with rebuilding economies, livelihoods, institutions, and systems of governance.

But political economy is not merely an academic issue - it is a class issue, and this book forcefully argues that political economy should return to a central position in the study of the social sciences. Offering nothing less than a reconciliation of Marxian, Keynesian and neoclassical economics, the work opens with a discussion of the key, interconnected economic concepts which help us to understand capitalism: price, income, profit, value, growth and crisis. Prices reflect income distribution and therefore class relations, and the chapters show that the very emergence of capitalism resulted from mass empowerment of the so-called "lower orders". Profit is always available if entrepreneurs spend on net investment and create incomes for additional labour; this, in turn, requires expanding demand, and so therefore profit depends on rising mass incomes. Conversely, underdevelopment is the result of the destitution and disempowerment of the masses. In the Global South today, it is clear that enormous riches go hand in hand with widespread misery and poverty because the market does not transform wealth into the kind of investment that might benefit all. This book argues that the new wealth triggered by productivity increases has enabled the rich to liberate themselves from the capitalist constraints of competition and waste their new wealth in the form of rents. The main threat today is, in fact, the globalisation of rent. The text makes a point for a progressive counter strategy: capitalist structures that empower labour need to be transferred to the Global South. This requires political and economic efforts towards empowering labour in the Global South. This book demonstrates the analytical power of political economy for all social scientists and will be invaluable reading for economists, political scientists and sociologists in particular.

The offshoring and outsourcing of call center employment, part of the larger information technology and information-technology-enabled services sectors, continues to be a growing practice amongst governments and corporations in their attempts at controlling costs and providing new services. While incredible advances in technology have permitted the use of distant and "offshore" labor forces, the grander reshaping of an international political economy of communications has allowed for the acceleration of these processes. New and established labor unions have responded to these changes in the global regimes of work by seeking to organize call center workers. These efforts have been assisted by a range of forces, not least of which is the condition of work itself, but also attempts by global union federations to build a bridge between international unionism and local organizing campaigns in the Global South and Global North. Through an examination of trade union interventions in the call center industries located in Canada and India, this book contributes to research on post-industrial employment by using political economy as a juncture between development studies, the sociology of work, and labor studies.
