Book excerpt: This study looks at Nationalist China's war on smuggling from 1927 to 1949 to explore the transformation of state authority and the larger socioeconomic impact of state-building. The recovery of tariff autonomy in the late 1920s empowered the Nationalist government to raise duties on foreign goods for the first time in nine decades. Higher tariffs and stricter controls on trade provided the new state critical revenues to meet an array of urgent domestic needs and foreign threats, but they also created a full-blown smuggling epidemic by making smuggling a very profitable enterprise. To meet this challenge to its authority, the state fought back with an extensive campaign to stamp out smuggling, created new definitions of legal trade, and asserted its prerogative to police borders. This study argues that the suppression of smuggling was more than a law enforcement issue: it was integral to broader state efforts to extract fiscal resources, broadcast central authority, and delineate new boundaries of legality. Merchants and other smugglers, meanwhile, did not passively accept growing state strictures but adopted a range of responses, from compliance to evasion, that helped shape the contours of an emerging legal regime. How the state asserted its prerogative to tax, regulate, and police trade--and how mercantile circles responded to this expansion of state power--are questions at the core this study. Using diverse sources such as customs records, legal cases, government correspondences, and popular press reports from ports along coastal China, this study chronicles both the campaign to fight smuggling from the top, as well as the range of reactions to official efforts from the bottom. In addition to issues in Chinese studies, I also engage with wider research in legal and economic history in examining the creation and enforcement of new legal categories as well as strategies merchants employed in response to changing business environments.

Book excerpt: Abstract: The extensive human smuggling networks that have emerged around North Africa and the Sahel have inaugurated a significant shift in the economic landscape of a region that has traditionally been characterized by the gray economy and precarious political arrangements. Ample and detailed research has been produced that highlights how militia groups and non-state actors have been tapping into these flows (via taxation of routes and racketeering against non-armed smuggling enterprises) in order to fund their various projects. The way in which this new economic landscape is affecting local political arrangements is a heretofore little considered, yet highly consequential, development of the recent ‘migrant crisis’. This paper argues that emergence of migrant smuggling as a central economic pillar of Northern Mali has produced a more diversified and decentralized economic landscape, which in turn has led to a more diffused political environment that goes some way towards accounting for the protracted and fractionalized nature of the conflict. By exploring the effect of migration flows on conflict, as opposed to the other way around, this paper hopes provide an updated account of the political economic landscapes of conflict zones where migrant smuggling serves as a central pillar, as well as anticipate how the emerging 'age of migration' will impact some of the world's most vulnerable and unstable regions.

Drawing on extensive fieldwork in the borderlands of Tunisia and Morocco, Max Gallien explains why states have long tolerated illegal trade across their borders and develops new ways to understand the political economy of smuggling. This book examines the rules and agreements that govern smuggling in North Africa, tracing the involvement of states in these practices and their consequences for borderland communities. Gallien demonstrates that, contrary to common assumptions about the effects of informal economies, smuggling can promote both state and social stability. Book excerpt: The United States bans imports of certain agricultural and wildlife goods that can carry pathogens or diseases or whose harvest can threaten wildlife stocks or endanger species. Despite these bans, contraband is regularly uncovered in inspections of cargo containers and in domestic markets. This study characterizes the economic factors affecting agricultural and wildlife smuggling by drawing on inspection and interdiction data from USDA and the U.S. Fish and Wildlife Service and existing economic literature. Findings reveal that agricultural and wildlife smuggling primarily include luxury goods, ethnic foods, and specialty goods, such as traditional medicines. Incidents of detected smuggling are disproportionately higher for agricultural goods originating in China and for wildlife goods originating in Mexico. Fragmentary data show that approximately 1 percent of all commercial wildlife shipments to the United States and 0.40 percent of all U.S. wildlife imports by value are refused entry and suspected of being smuggled.

According to an online estimate, the global illicit market value stands at US $1.78 trillion. The intricacies of its transnational web are far more complicated then its legal counterpart. From Britain's nineteenth-century Opium Wars in China to the activities of Colombia's drug cartels and their suppression by U.S.-backed military forces today, conflicts over narcotics have justified imperial expansion, global capitalism, and state violence, even as they have also fueled the movement of goods and labor around the world. In Drug Wars, cultural critic Curtis Marez examines two hundred years of writings, graphic works, films, and music that both demonize and celebrate the commerce in cocaine, marijuana, and opium, providing a bold interdisciplinary exploration of drugs in the popular imagination. Ranging from the writings of Sigmund Freud to pro-drug lord Mexican popular music, gangsta rap, and Brian De Palma's 1983 epic Scarface, Drug Wars moves from the representations and realities of the Opium Wars to the long history of drug and immigration enforcement on the U.S.-Mexican border, and to cocaine use and interdiction in South America, Middle Europe, and among American Indians. Throughout Marez juxtaposes official drug policy and propaganda with subversive images that challenge and sometimes even taunt government and legal efforts.
