Book excerpt: Using simple economic methods while accounting for political and institutional factors, this book puts forward a political economy viewpoint of NATO's current status and its future prospects. A host of NATO policy concerns are addressed including the optimal membership for the alliance, its role in peacekeeping missions worldwide, the appropriate methods for deterring terrorism, and proper procurement practices for the next generation of weapons. Additional topics concern defense burden sharing, arms trade, NATO's institutional structure, and NATO's role vis-a-vis other international organizations. Although the analysis is rigorous, the book is intended for a wide audience drawn from political science and economics.

Book excerpt: Diploma Thesis from the year 2003 in the subject Politics - International Politics - Topic: International Organisations, grade: 1,7, http: //www.uni-jena.de/, 285 entries in the bibliography, language: English, abstract: The Atlantic Alliance, as a scientific subject, could be and is the primary matter of concern for representatives within the fields of political science and history. Conversely, this paper shall describe, explain and evaluate the Alliance from the perspective of the political economy. Jaime Shea once posed the question: "Where is the debate about the future of NATO?" This paper could thus be conceived of as a contribution to this discussion. Since it originates from a thesis in economics, the analyses and examinations ought respectively apply and focus on a theoretical framework, which independently combines economic as well as methods from political science. In 1999, Todd Sandler and Keith Hartley published a book which drew significant attention throughout the scientific community in the areas of security and economic problems. Their work, 'The Political Economy of NATO', dealt with several issues concerning political and economic considerations of security in general and in particular the Alliance. This publication actually initiated the motivation for personal research in the field, which finally led to this paper. To establish a firm theoretical framework, the author does not hesitate to combine a set of equally important ideas and approaches from both political science and economics. Assumptions of the Realist school of thought of political science will be merged with economic approaches of public choice and other theoretical concepts. Yet, none of the respective viewpoints shall be given priority over the others. Instead, the aim of this paper is to provide a comprehensive view of the political and economical dimensions in the Alliance arena.

Book excerpt: NATO is facing a unique crisis questioning its existence and future. This book provides a detailed in-depth economic and critical analysis of the issues. It considers whether NATO has a future and what it might look like 70 years ahead. NATO is undergoing a process of dramatic change, reorganising its functions, funding and strategic responsibilities to address growing regional and global threats. This book not only explores the contentiousness of economic and financial burden-sharing and the associated political and diplomatic stresses involved in the pursuit of common strategic objectives, but contributes to a further debate concerning the expanded scope and roles of the Alliance in the 21st century. This book combines NATO’s political controversies, complexities and conflicts with a treatment of the underlying theoretical economic frameworks. This book is essential reading for students in military staff colleges, university International Relations and Strategic Affairs Departments, but also to those working in government defence establishments, independent think tanks and political and economic institutions, generally.

Book excerpt: This book, first published in 1983, examines weapons standardisation as one aspect of NATO’s efficiency. It analyses the economic arguments for weapons standardisation, the limitations of the analysis and the available evidence. A political economy or public choice approach is used, with its emphasis on policy developments in the political market place of voters, political parties, bureaucracies and interest groups. These agents are central to understanding the function of weapons procurement policy within the Alliance.

Available in PDF, EPUB and Kindle. Book excerpt: Despite the consensus that economic diplomacy played a crucial role in ending the Cold War, very little research has been done on the economic diplomacy during the crucial decades of the 1970s and 1980s. This book fills the gap by exploring the complex interweaving of East–West political and economic diplomacies in the pursuit of détente. The focus on German chancellor Willy Brandt’s Ostpolitik reveals how its success was rooted in the usage of energy trade and high tech exchanges with the Soviet Union. His policies and visions are contrasted with those of U.S. President Richard Nixon and the Realpolitik of Henry Kissinger. The ultimate failure to coordinate these rivaling détente policies, and the resulting divide on how to deal with the Soviet Union, left NATO with an energy dilemma between American and European partners—one that has resurfaced in the 21st century with Russia’s politicization of energy trade. This book is essential for anyone interested in exploring the interface of international diplomacy, economic interest, and alliance cohesion.

Available in PDF, EPUB and Kindle. Book excerpt: The survival of NATO as a viable alliance is currently challenged by a shift in the strategic balance of power, as well as by global events and contingencies that extend far beyond NATO's boundaries. In the face of these challenges, existing institutional mechanisms are proving inadequate to respond effectively. The distinguished contributors to this volume draw on their vast political and diplomatic experience to identify and analyze the problems confronting NATO for the remainder of the twentieth century. They make clear the need for a trans-Atlantic communication network among policymakers, scholars, and others-a network that will allow an ongoing process of analysis and assessment of NATO's strategic, economic, and political problems, along with the identification of appropriate reactions.

Available in PDF, EPUB and Kindle. Book excerpt: This timely and wide-ranging study covers both the economic and the political aspects of defense spending—first by providing a theoretical framework and then by explaining, in a political economy context, the results of decisions to allocate scarce resources to defense. In doing so, the authors provide a comprehensive picture of the interaction between defense spending and the economic and political structure of the United States, complementing their exploration of topical concerns such as SDI with analysis of long-term trends and issues of timeless importance in the defense debate. Because of the politicizing of defense planning and procurement, there have been few significant applications of optimization techniques to high-level defense issues over the past decade. As a result, there has been a rapid decline in the importance of those techniques—historically the focus of books on defense economics. Like its predecessors, this book presents optimization techniques applicable to a wide variety of defense problems, but it also illustrates what happens in actual practice and why defense decisions are often not economically efficient. The authors discuss alternatives for cases when political constraints make efficient solutions unlikely and explore changes in the defense establishment and political structures that would make economically efficient resource allocations a reality.

Available in PDF, EPUB and Kindle. Book excerpt: Bulgaria, Romania, Slovakia and Slovenia have received only scant attention in scholarly literature over the past decade. This book offers an in-depth analysis of the readiness of the four East European states for membership in NATO. Zoltan Barany examines their political, economic, and military conditions and concludes that they do not satisfy NATO's own criteria for membership. He argues, that while NATO should reiterate readiness to accept qualified candidates, it should not dilute its military capabilities by admitting new members who will be consumers of, rather than contributors to, security.
