Book excerpt: This book makes an original contribution to the discussion about agro-food exporting countries’ governmental policy. It presents a historicized and internationally contextualized exploration of the political economy of agrarian change in three Latin American countries: Argentina, Praguay, and Uruguay. By comparatively examining how these states have acted in a context of global driven market forces and historically formed institutions, the monograph illuminates the differing capacities of state autonomy under the present era of globalized agriculture.

Book excerpt: The historic and increasing interdependence of the Latin American and U.S. economies makes an understanding of the political economies of Latin American nations particularly timely and important. After World War II, many nations initially implemented import substituting industrialization policies. Their outcomes, and the shift in policies, are related to the domestic policies and world economic conditions that led to government deficits, inflation, foreign borrowing, debt renegotiation, and renewed emphasis on common markets and other devices to stimulate trade and investment. In The Political Economy of Latin America in the Postwar Period, important policy measures are evaluated, such as indexation of prices and contracts; special provisions for financing the government through the Central Bank; stabilization; and deregulation of the economy. The introduction presents trends in Latin American growth and the factors that influence them. This is followed by parallel studies of the economic development of Argentina, Brazil, Chile, Cuba, Ecuador, Mexico, and Peru from 1945 to the mid-1990s. Noted experts bring their considerable experience to analyzing the content and impact of the economic theories that guided policymaking and their effects on output, income, and quality of life.

This book was released on 1990 with total page 380 pages. Available in PDF, EPUB and Kindle. Book excerpt: The objectives of this study were twofold. The first objective was to measure for the 1960 -84 period the level of price intervention on agricultural products and the effects it had on output, consumption, foreign exchange, the government budget, income transfers between agriculture and the rest of the economy, and income distribution. The second and ultimate objective was to analyze the political economy of price intervention ( to understand the interaction between political and economic forces ). Central to the objectives was the knowledge of what political constraints influenced decisions on agricultural pricing policy, as well as to what extent economic constraints on the government and market forces led to pressures on policymakers to alter farm price policies. An underlying thesis of this study is that agricultural incentives are strongly affected by developments in other sectors of the economy, especially by trade and macroeconomic policies. The report is divided into 3 parts : Part I presents an overview of the economy and the agricultural sector, then gives a descriptive history of agricultural price policies; Part II presents the effects of these policies; and Part III presents the political economy interpretation of these policies. The appendices detail the estimation procedures as well as the basic data used.

Available in PDF, EPUB and Kindle. Book excerpt: From the twentieth century until World War II, Argentina was a leading exporter of agricultural goods. In the early 1980s, agriculture accounted for roughly 57 percent of the country's total exports. During the period covered by this study (1961 to 1985), Argentina's trade policy, which was carried out through export taxes on the main agricultural and agroindustrial products and through industrial protection, was designed to discriminate against most exports vis-a-vis imports. This study examines the impact of trade and exchange rate policies on wheat, corn, sorghum, soybeans, sunflower seeds and beef production. One of its prinicipal findings is that direct price intervention substantially reduced producer prices and that industrial protection policies and overvaluation of the real exchange rate taxed agriculture even more than direct interventions. The study also explores the political factors underlying the establishment of policies that had these negative effects. The main conclusion is that external events, such as the Great Depression and World War II led to a fall in export prices and to higher import prices. Policies were established in the post war period to maintain the protection to import-substitutes and the taxation of agriculture. Export taxes were seen as a way of keeping domestic food prices low and of improving fiscal equilibrium by producing larger tax revenues.

Book excerpt: Despite numerous policy reforms since the 1980s, farm product prices remain heavily distorted in both high-income and developing countries. This book seeks to improve our understanding of why societies adopted these policies, and why some but not other countries have undertaken reforms. Drawing on recent developments in political economy theories and in the generation of empirical measures of the extent of price distortions, the present volume provides both analytical narratives of the historical origins of agricultural protectionism in various parts of the world and a set of political econometric analyses aimed at explaining the patterns of distortions that have emerged over the past five decades. These new studies shed much light on the forces affecting incentives and those facing farmers in the course of national and global economic and political development. They also show how those distortions might change in the future.

These inclusions will make explicit the theoretical underpinnings of each article, and will highlight their respective contributions to the ongoing debates in Latin America.Latin American economies are undergoing profound transformations. And, in the wake of a decade-long debt crisis, the statist models of the past are giving way to a reliance on the market even as authoritarian rule seems to have ebbed in favor of new or reborn democratic institutions. As a result, the policy framework guiding economic and political development is likely to be fundamentally different. The analysis of Latin America needs a strong dose of modern political economy--one that can bring the area studies field up to date with the recent developments on the theoretical end of the economics and political science professions. This book helps fill that need. }
