Approximately one-third of these losses were borne by Jews, who comprised only 1.6% of the total population. In todays terms, the German occupiers stripped the Jewish population of assets worth $7 billion.Nazi Looting offers a comprehensive history of the Dutch experience and demonstrates how reputable indigenous institutions acted as willing collaborators. Beginning with a survey of international law and various definitions of 'looting', the author shows how the Germans systematically robbed Dutch Jewry through a variety of means that gave the outward appearance of honest trading. Forced to sell under duress and at unreasonably low prices, few dared refuse the German on the doorstep when threatened with prison or incarceration in a camp.The plundering was total and systematic. In May 1940, a team of highly trained art historians, linguists, musicologists and literary experts arrived immediately behind the victorious German troops to catalogue the vast collections for Hitler. From 1941, Jews were compelled to deposit all their money into a bank called Lippmann, Rosenthal Co. The name of the bank itself was a cynical ploy since it was taken from a respected, Jewish-owned Amsterdam bank and presented as a new branch. This bank, however, simply channelled money into the Third Reich with the help of the Amsterdam Stock Exchange, insurance brokers and other well-established Dutch banks. Once the Jews were deported, their houses were emptied and the contents used to re-furnish bombed out areas of the Reich. In common with many other formerly Nazi-occupied countries in Europe, the Netherlands has been unable to retrieve many of its pre-war assets. Long before Auschwitz and Treblinka, tens of thousands of Jews died of hunger and disease in Warsaw after the Nazis seized their property and banned them from making a living. In Warsaw and throughout Nazi-occupied Europe, Holocaust plunder was not only a product of murder, Levin argues, but also a tool of murder. On the eve of the Holocaust, Warsaw was the home of the biggest Jewish community in Europe, some 350,000 Jews. They were a third of the city's total population and owned up to 40% of its land. The Nazis systematically seized their property even before the Ghetto was established and rendered the Jews penniless and unable to work. Thus tens of thousands starved to death or died of infectious diseases. As Levin makes clear, the plunder of Jewish property became not only a product of murder, but also a tool of murder. Because Hitler decided only in the Spring of 1941 on the mass murder of the Jews, the Warsaw case demonstrates—at least in retrospect—how the seizure of property killed even before the first gas chambers were built. After the Holocaust, the Communist regime in Poland took advantage of the fact that 90% of the country's Jews had been murdered to nationalize their private and communal property without paying any compensation. The vast majority of this property has never been returned to their lawful owners despite increasing international efforts to bring this about.

Within three days anti-Jewish violence erupted throughout Germany, initially incited by local Nazi officials, and ultimately sanctioned by the decisions of Hitler and Goebbels at the pinnacle of the Third Reich. As synagogues burned and Jews were beaten in the streets, police stood aside. Men, women, and children—many neighbors of the victims—participated enthusiastically in acts of violence, rituals of humiliation, and looting. By the night of November 10, a nationwide antisemitic pogrom had inflicted massive destruction on synagogues, Jewish schools, and Jewish-owned businesses. During and after this spasm of violence and plunder, 30,000 Jewish men were rounded up and sent to concentration camps, where hundreds would perish in the following months. Kristallnacht revealed to the world the intent and extent of Nazi Judeophobia. However, it was seen essentially as the work of the Nazi leadership. Now, Alan Steinweis counters that view in his vision of Kristallnacht as a veritable pogrom—a popular cathartic convulsion of antisemitic violence that was manipulated from above but executed from below by large numbers of ordinary Germans rioting in the streets, heckling and taunting Jews, cheering Stormtroopers' hostility, and looting Jewish property on a massive scale. Based on original research in the trials of the pogrom's perpetrators and the testimonies of its Jewish survivors, Steinweis brings to light the evidence of mob action by all sectors of the civilian population.
