Available in PDF, EPUB and Kindle. Book excerpt: Against the backdrop of the global financial crisis and rising food, fuel, and commodity prices, addressing poverty and inequality in the Philippines remains a challenge. The proportion of households living below the official poverty line has declined slowly and unevenly in the past four decades, and poverty reduction has been much slower than in neighboring countries such as the People's Republic of China, Indonesia, Thailand, and Viet Nam. Economic growth has gone through boom and bust cycles, and recent episodes of moderate economic expansion have had limited impact on the poor. Great inequality across income brackets, regions, and sectors, as well as unmanaged population growth, are considered some of the key factors constraining poverty reduction efforts. This publication analyzes the causes of poverty and recommends ways to accelerate poverty reduction and achieve more inclusive growth. it also provides an overview of current government responses, strategies, and achievements in the fight against poverty and identifies and prioritizes future needs and interventions. The analysis is based on current literature and the latest available data, including the 2006 Family Income and Expenditure Survey.

Book Synopsis Developing Country Perspectives on Public Service Delivery by : Anjula Gurtoo
Download or read book Developing Country Perspectives on Public Service Delivery written by Anjula Gurtoo and published by . This book was released on 2015 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: The book examines the status of public service in developing countries, in the sectors of health, infrastructure, labour and marginalized populations, rural economy, and public administration. The last decade has witnessed significant government focus on service delivery in developing nations like South Africa, Philippines, India and Malaysia. At the forefront of this movement has been the public sector reforms significantly driven by two broad factors: public sector inefficiencies, and liberal economic ideology. This move towards efficient public service delivery in developing nations (versus developed nations) has required a significant shift in institutional thinking and institutional capacity for the governments. It is therefore no surprise that while economic liberalization has been relatively easy to implement, governance reforms towards public service delivery has been significantly more challenging. In this background, the chapters of the book, with sector themes, examine the three basic foundations of public policy--courses of action, regulatory measures and issues, and funding structures and priorities--in public service delivery. The book is a multi country, multi sector, perspective since it includes studies from Russian Federation, India, Ethiopia, Pakistan, Fiji, South Africa, Columbia, Philippines, Macedonia, and India. This perspective lends itself to the investigation for a comprehensive overall development model.

Book excerpt: To contribute to better understanding of the politics of reform, The Asia Foundation, Developmental Leadership Program and Australian Aid published Room for Maneuver: Social Sector Reform in the Philippines. Exploring four important social sector reforms -- anti-violence against women and children, reproductive health, freedom of information, and education governance -- the cases focus on the institutional contexts, what happened, who initiated and persevered in their prosecution, and draws out why some succeeded and others failed. Room for Maneuver may help development agencies and practitioners understand better that development of all kinds and in all spheres and sectors have technical and political dimensions and that using a technical lens without a corresponding political lens, and vice versa, will continue to be a serious limitation in improving the effectiveness of development assistance. This book is a follow on to case studies on economic policy reform.

Book excerpt: Globalization was associated with a decline in labour power and voice, and an increase in employer power focusing on enhanced world place flexibility in an era when the Philippines' competitive advantage was lower labour costs and an English~speaking workforce. This report will show that the financial crisis in Asia has served to further accelerate the crisis trend, and in several ways has created conditions for employers to easily convince workers and their representatives to push through radical workplace reforms without significant union opposition: the financial crisis has weakened labour's bargaining power and strengthened and accelerated employers' flexibility drives.
