Book excerpt: The memorandum summarizes findings of long-term research on the Peruvian Military. The author conceived the study after Peruvian military behavior during and after the 1962 coup did not appear to conform to predominant expectations among U.S. observers. Substantial field research was undertaken in 1964-65; detailed findings of the study have not yet been published, but the decision to make this summary available was based on its timeliness as background in considering the events precipitated by the 1968 coup in Peru. The text of the Memorandum is a slightly expanded version of the author's opening statement of April 14, 1969 before the Subcommittee on Western Hemisphere Affairs of the Committee on Foreign Relations of the United States Senate.

Download or read book Peru written by John Crabtree and published by Bloomsbury Publishing. This book was released on 2017-05-15 with total page 256 pages. Available in PDF, EPUB and Kindle. Book excerpt: While leftist governments have been elected across Latin America, this 'Pink Tide' has so far failed to reach Peru. Instead, the corporate elite remains firmly entrenched, and the left continues to be marginalised. Peru therefore represents a particularly stark example of 'state capture', in which an extreme concentration of wealth in the hands of a few corporations and pro-market technocrats has resulted in a monopoly on political power. Post the 2016 elections, John Crabtree and Francisco Durand look at the ways in which these elites have been able to consolidate their position at the expense of genuine democracy, with a particular focus on the role of mining and other extractive industries, where extensive privatization and deregulation has contributed to extreme disparities in wealth and power. In the process, Crabtree and Durand provide a unique case study of state development, by revealing the mechanisms used by elites to dominate political discussion and marginalize their opponents, as well as the role played by external actors such as international financial institutions and foreign investors. The significance of Crabtree's findings therefore extends far beyond Peru, and illuminates the wider issue of why mineral-rich countries so often struggle to attain meaningful democracy.

Available in PDF, EPUB and Kindle. Book excerpt: The early 1990s marked a critical turning point in the relationship between the United States and Peru. Prior to the election of Albert Fujimori in 1990, the relationship between governments had been contentious. Fujimori, however, sought to work together with the United States regarding issues such as security threats, free-market reform and narcotics control. Yet even with this new spirit of cooperation, the two governments still clashed over international standards of democracy and human rights at a time when most Latin American countries were much more democratic. This work traces the relationship between the two countries from 1990-2000, examining political and military issues, including drug trafficking, guerrillas, human rights violations and the US role in the 1995 war between Peru and Ecuador.

Book Synopsis Militarization And The International Arms Race In Latin America by : Augusto Varas
Download or read book Militarization And The International Arms Race In Latin America written by Augusto Varas and published by Routledge. This book was released on 2021-10-28 with total page 160 pages. Available in PDF, EPUB and Kindle. Book excerpt: Military conflicts and dictatorships in Latin America are the main consequences of the increasingly autonomous role of the armed forces in the region, asserts noted scholar Augusto Varas, and international factors related to the expansion of weapon industries in the North and the increasing flow of financial resources to Latin America are accelerating the arms race. Varas discusses the historical function of the armed forces in local politics, the new ideology of the "national security doctrine," and the process of conflict perception by the Latin American military. He also analyzes the inevitable relations between the arms race and the political role of the region's armed institutions. Using Chile as an example, he places these factors in context and illustrates how political crisis can escalate into a regional arms race. He then concludes with a discussion of the links between prospects for democracy in the region and demilitarization and disarmament.
