Repression is surgery, and, as such, often necessary, but always painful and dangerous. The Conservative mind is quick to have recourse to it, the Liberal inclines to postpone it until perhaps it is too late. Either way, there are risks; but one thing cannot be disputed: when used, like surgery, it should be resolute and complete. There is no excuse for semi-amputation. Readers will ask for the application of these general observations to the politics of to-day. The writer is one of those who believe that the immediate danger of revolution in England was brought to an end on Black Friday, as the revolutionaries (rightly, from their own point of view) name the day when the railwaymen and the transport workers refused to follow the miners to the general strike. The vital feature in that decision was the existence of the Government's Defence Force, and its determination to use it. The precedent will not be forgotten for a long time, though both parties have wisely ceased to refer to it. This being so, the present is pre eminently the time for the milder remedies in our industrial troubles. Wages have fallen and must continue to fall, and violence, vflien sporadically attempted, must be repressed; but the main purpose should be to reconcile the defeated party by giving it Opportunities of healthy develop ment, in religion and education certainly, but in amusements and displays no less prudently.
