Book excerpt: Local history in Britain can trace its origins back to the sixteenth century and before, but it was given inspiration and a new sense of direction in the 1950s and 60s by the work of W.G. Hoskins. This book marks the fiftieth anniversary of the publication of his Local history in England which was designed to help people researching the history of their own villages and towns. It is the result of a collaboration between academic historians in the Centre for English Local History at the University of Leicester, which Hoskins founded, and the British Association for Local History, an organisation that brings together the thousands of people who are not professional academics but who practise local history. Taking the work of Hoskins as a starting point, the contributors show how local history is being researched and written today. Fifteen historians write about a variety of local history subjects which are significant in their own right but which also point to current trends in the subject. They show how local historians use their sources systematically, from the non-verbal evidence of buildings to various types of electronic resources. All periods between the middle ages and the early twenty-first century are explored, as are many different parts of the country from Skye to the Kent coast. There are examples of local historians working on ethnic minorities, gender and the working class. Those who study localities use a variety of approaches, including those of social, economic, religious, legal, intellectual and cultural history, all of which are employed here. They are aware of the roots of their subject and examine the history of local history itself. Book excerpt: After two decades of marketizing, an array of national and international actors have become concerned with growing global inequality, the failure to reduce the numbers of very poor people in the world, and a perceived global backlash against international economic institutions. This new concern with poverty reduction and the political participation of excluded groups has set the stage for a new politics of inclusion within nations and in the international arena. The essays in this volume explore what forms the new politics of inclusion can take in low- and middle-income countries. The contributors favor a polity-centered approach that focuses on the political capacities of social and state actors to negotiate large-scale collective solutions and that highlights various possible strategies to lift large numbers of people out of poverty and political subordination. The contributors suggest there is little basis for the radical polycentrism that colors so much contemporary development thought. They focus on how the political capabilities of different societal and state actors develop over time and how their development is influenced by state action and a variety of institutional and other factors. The final chapter draws insightful conclusions about the political limitations and opportunities presented by current international discourse on poverty. Peter P. Houtzager is a Fellow at the Institute of Development Studies, University of Sussex. He has been a visiting scholar at the Center for Latin American Studies, University of California, Berkeley, visiting lecturer at Stanford University, and lecturer at St. Mary's College. A political scientist with broad training in comparative politics and historical-institutional analysis, he has written extensively on the institutional roots of collective action. Mick Moore is a Fellow at the Institute of Development Studies, University of Sussex, as well as Director of the Centre for the Future State. He has been a visiting professor at the Massachusetts Institute of Technology. His professional interests include political and institutional aspects of poverty reduction and of economic policy and performance, the politics and administration of development, and good government.

The American constitutional system is predicated on an inherent ideational and institutional tension dating back to the foundation of the nation in the eighteenth century, which constrains innovative policy development. Namely, the framers designed a system that simultaneously seeks to protect the rights of the minority out of power and provide for majority rule. These opposing goals are based on the idea that limiting governmental power will guarantee individual liberty. The Path of American Public Policy: Comparative Perspectives asks how this foundational tension might limit the range of options available to American policy makers. What does the resistance to change in Washington teach us about the American system of checks and balances? Why is it so difficult (though not impossible) to make sweeping policy changes in the United States? How could things be different? What would be the implications for policy formation if the United States adopted a British-style parliamentary system? To examine these questions, this book gives an example of when comprehensive change failed (the 1994 Contract with America) and when it succeeded (the 2010 Affordable Care Act). A comparison of the two cases sheds light on how and why Obama’s health care was shepherded to law under Nancy Pelosi, while Newt Gingrich was less successful with the Contract with America. The contrast between the two cases highlights the balance between majority rule and minority rights, and how the foundational tension constrains public-policy formation. While 2010 illustrates an exception to the rule about comprehensive policy change in the United States, the 1994 is an apt example of how our system of checks and balances usually works to stymie expansive, far-reaching legislative initiatives.

It is also the threat of being financially underwater, owning assets worth less than the money borrowed to obtain them. Many areas around the country may become economically uninhabitable before they become physically unlivable. In Underwater, Rebecca Elliott explores how families, communities, and governments confront problems of loss as the climate changes. She offers the first in-depth account of the politics and social effects of the U.S. National Flood Insurance Program (NFIP), which provides flood insurance protection for virtually all homes and small businesses that require it. In doing so, the NFIP turns the risk of flooding into an immediate economic reality, shaping who lives on the waterfront, on what terms, and at what cost.
