Should the proposed measure conflict with the interests of any community, the member from that district will doubtless be notified by a majority of the halls, through the press, as usual - for he does nothing officially without this instruction - to oppose the measure in a speech, and if several members are thus directed to do so, let them select, by lot or other wise, among themselves, which shall do it.
