Book excerpt: The UK spends approximately £20bn annually on military goods and services, around two-thirds of the total Defence Budge The challenges are constantly evolving, and there has been a succession of reforms to the acquisition process, each building on the last, and between them delivering significant improvement: more recent equipment projects show less tendency towards cost growth and time slippage; there is a more holistic, 'throughlife' approach to providing capability (Chapter 5); and a stronger and more mutually beneficial relationship with industry (Chapter 6). Around 98 per cent of major projects deliver the operational performance needed at the front line. But they also tend to increase in cost - by an average of 2.8 per cent each year - and to suffer delay averaging 5.9 months. More projects must be delivered to cost and time. An independent report into defence acquisition by Bernard Gray (available at: http://www.mod.uk/NR/rdonlyres/78821960-14A0-429E-A90A-FA2A8C292C84/0/ReviewAcquisitionGrayreport.pdf) concluded that overall plans for new equipment were too ambitious, and needed to be scaled down to match the funding likely to be available; and management of equipment portfolios must be improved. This strategy is built around those conclusions. The framework is designed so that the Ministry of Defence will make better decisions about what equipment (and wider services) to buy, how to ensure they are delivered on time, to cost and provide the desired performance; and in doing so, recognise and properly manage all the other strands (training, personnel, information, doctrine, organisation, infrastructure and logistics) needed to deliver and sustain effect on the ground.

Part I provides a general framework for analysing smaller country defence procurement, focusing on the formation of national defence capabilities. In the shrinking arms market of the post-Cold War era, countries with advanced arms industries face difficult choices concerning force size, arms production, arms export, and defense industrial capacity. This book explores the links among these issues through a detailed study of the combat aircraft industries in the United States, Russia, Britain, France, Germany, Italy, and Sweden--the seven countries that develop, produce, and export all of the world's technologically advanced weapon systems. The studies show how military strategy, planned forces, and the age of systems in the current inventory affect the domestic demand for new production; how the recent drop in domestic demand affects arms industries; and the extent to which governments and firms in the arms-producing nations are turning to exports to sustain the industries. Stunning changes in Russia's combat aircraft forces, industry, and strategy are detailed here for the first time, as are expected future Russian combat aircraft exports to China. Newly compiled data also show that in the United States and Russia and globally, arms production for export will exceed production for domestic use for the first time in history, starting in 1995. Arms production is thus increasingly dominated by commercial rather than security interests. Ultimately at issue is whether governments will exploit the opportunity offered by the dramatic post-Cold War contraction of the world arms market to reduce their armed forces and constrain international arms trade while shrinking the arms industry--or keep pushing arms exports that generate new threats and justify larger armed forces, more arms production, and bigger arms industries.

To achieve and maintain the requisite defence-industrial base, in the context of limited domestic orders, Paris sought to promote the export of its arms. During the Cold War, this underpinned but was also an expression of France’s determination to resist bipolar domination. France offered customers around the world an alternative to reliance on one superpower or the other; and in doing so it generated the revenue to support an extensive domestic arms industry. The end of the Cold War ushered in fundamental changes, however: Western defence spending shrank and the global market was turned upside down. While France’s arms-export policy was less affected by human-rights concerns than other democracies, it was not immune to pressures stemming from the consolidation of Europe’s defence-industrial base and the increased interest of the EU in regulating the arms trade. This Adelphi book considers how France has responded to changing political and market circumstances in the way that it promotes and controls the export of weapons. It examines the rationale for considering a liberal arms-export policy as essential to French independence, and the institutional arrangements that underpinned this. It tracks the dramatic changes in the global arms market since 1990, in terms of demand and market competition, and charts the response of the French government to these changes. The book underlines how the French machinery of government, as a directing force behind the defence industry, has been resistant to the notion of export restraint – even in the case of sales to authoritarian regimes. However, it argues that France now faces a dilemma over whether to continue with a long-successful course, or to moderate its independence through greater collaboration to bolster European integration and better compete globally.
