Book excerpt: This publication evaluates the performance of the World Bank Group (WBG) during the 1990s in promoting private sector development in the electric power sector in 80 countries. Main findings include that where countries showed a commitment to advancing reforms in promoting private sector development and where programmes were properly implemented, the expected benefits were delivered. However, quality of outcomes depended on the objectives pursued and on types of assistance provided, with most countries remaining in the early stages of reform.

Book excerpt: Operations research (OR) emerged during World War II as an important means of assisting civilian and military leaders in making scienti?cally sound improvements in the design and performance of weapons and equipment. OR techniques were soon extended to address questions of tactics and strategy during the war and, after the war, to matters of high-level political and economic policy. Until now, the story of why and how the U.S. Army used OR has remained relatively obscure, surviving only in a few scattered o?cial documents, in the memories of those who participated, and in a number of notes and articles that have been published about selected topics on military operations research. However, none of those materials amounts to a comprehensive, coherent history. In this, the ? rst of three planned volumes, Dr. Charles R. Shrader has for the ?rst time drawn together the scattered threads and woven them into a well-focused historical narrative that describes the evolution of OR in the U.S. Army, from its origins in World War II to the early 1960s. He has done an admirable job of ferreting out the surviving evidence, shaping it into an understandable narrative, and placing it within the context of the overall development of American military institutions. Often working with only sparse and incomplete materials, he has managed to provide a comprehensive history of OR in the U.S. Army that o?ers important insights into the natural tension between military leaders and civilian scientists, the establishment and growth of Army OR organizations, the use (and abuse) of OR techniques, and, of course, the many important contributions that OR managers and analysts have made to the growth and improvement of the Army since 1942. In this volume, Dr. Shrader carries the story up to 1962, the beginning of the McNamara era and of America’s long involvement in Vietnam. The subsequent volumes will cover Army OR during the McNamara era; its application in support of military operations in Vietnam; and its significant contributions to the Army’s post–Vietnam recovery and reorganization, ultimately leading to a victory (after only 100 hours of combat) in the first Gulf War in 1991 and the emergence of the U.S. Army as second to none in modern weaponry, tactical prowess, and strategic vision.

The updated version covers the newest techniques for evaluating programs and includes state-of-the-art implementation advice, as well as an expanded set of examples and case studies that draw on recent development challenges. It also includes new material on research ethics and partnerships to conduct impact evaluation. The handbook is divided into four sections: Part One discusses what to evaluate and why; Part Two presents the main impact evaluation methods; Part Three addresses how to manage impact evaluations; Part Four reviews impact evaluation sampling and data collection. Case studies illustrate different applications of impact evaluations. Available in PDF, EPUB and Kindle. Book excerpt: The development paradigm has shifted toward private investment, and the private sector has become central in development strategies. There is much to be learned about how to effectively facilitate and mobilize private sector contributions to development. Effective monitoring and evaluation (M and E) systems are critical for learning to catalyze private sector development. In line with this advance, the International Finance Corporation and the Multilateral Investment Guarantee Agency are developing and refining their M and E efforts. In this Biennial Report on Operations Evaluation, the Independent Evaluation Group takes stock of the evolution of the M and E systems in the two organizations, assessing their adequacy, coverage, and quality, as well as their respective results measurement systems. IEG acknowledges progress by the two institutions. IFC has advanced its systems for gathering, analyzing, and applying project information and has strengthened its coverage of indicators that measure results. Information from M and E has become more prominent in its business decisions. However, the institution’s corporate goals are built on indicators of client reach that cannot be solely attributable to IFC, so there is no credible articulation of IFC’s impact. MIGA has introduced self-evaluation of its projects and started gathering some standard development indicators. As a result, individual learning is taking place in the institution. The report shows the importance of IFC and MIGA managements continuing their efforts to deepen M and E and improve their systems. To gain the full benefit of learning from evidence that M and E brings to light, key areas need improvement. IEG offers recommendations for IFC regarding quality, verification of data, and tracing effects. For MIGA, IEG notes that it needs to adapt and streamline its evaluation approach to fit its business practices.

Book excerpt: The '2005 Annual Report on Operation Evaluation' examines the use of information by World Bank managers to improve development results and enhance the effectiveness of the Bank at the country level. It suggests that greater attention is needed to measure and manage development results at the country level. This will require strengthening countries' performance measurement capacity. The Bank is making progress in strengthening the results focus of its monitoring and evaluation, but more attention is needed to improve performance measurement and tracking progress.
