Available in PDF, EPUB and Kindle. Book excerpt: A newly updated edition of the best-selling primer on the social, political, and economic challenges facing Central and South America Ten years after its first publication, Michael Reid's best-selling survey of the state of contemporary Latin America has been wholly updated to reflect the new realities of the "Forgotten Continent." The former Americas editor for the Economist, Reid suggests that much of Central and South America, though less poor, less unequal, and better educated than before, faces harder economic times now that the commodities boom of the 2000s is over. His revised, in-depth account of the region reveals dynamic societies more concerned about corruption and climate change, the uncertainties of a Donald Trump-led United States, and a political cycle that, in many cases, is turning from left-wing populism to center-right governments. This essential new edition provides important insights into the sweeping changes that have occurred in Latin America in recent years and indicates priorities for the future.

Book excerpt: The bestselling primer on the social, political, and economic challenges facing Central and South America by The Economist editor and author of Brazil. Latin America has often been condemned to failure. Neither poor enough to evoke Africa’s moral crusade, nor as explosively booming as India and China, it has largely been overlooked by the West. Yet this vast continent, home to half a billion people, the world’s largest reserves of arable land, and 8.5 percent of global oil, is busily transforming its political and economic landscape. This book argues that rather than failing the test, Latin America’s efforts to build fairer and more prosperous societies make it one of the world’s most vigorous laboratories for capitalist democracy. In many countries—including Brazil, Chile and Mexico—democratic leaders are laying the foundations for faster economic growth and more inclusive politics, as well as tackling deep-rooted problems of poverty, inequality, and social injustice. They face a new challenge from Hugo Chávez’s oil-fueled populism, and much is at stake. Failure will increase the flow of drugs and illegal immigrants to the United States and Europe, jeopardize stability in a region rich in oil and other strategic commodities, and threaten some of the world’s most majestic natural environments. Drawing on Michael Reid’s many years of reporting from inside Latin America’s cities, presidential palaces, and shantytowns, the book provides a vivid, immediate, and informed account of a dynamic continent and its struggle to compete in a globalized world. “No one who seriously aspires to discuss Latin American politics, economics, and culture should go without reading Forgotten Continent.”—National Interest

Book excerpt: This book is the first stocktaking of what the decarbonization of the world economy means for fossil fuel†“dependent countries. These countries are the most exposed to the impacts of global climate policies and, at the same time, are often unprepared to manage them. They depend on the export of oil, gas, or coal; the use of carbon-intensive infrastructure (for example, refineries, petrochemicals, and coal power plants); or both. Fossil fuel†“dependent countries face financial, fiscal, and macro-structural risks from the transition of the global economy away from carbon-intensive fuels and the value chains based on them. This book focuses on managing these transition risks and harnessing related opportunities. Diversification and Cooperation in a Decarbonizing World identifies multiple strategies that fossil fuel†“dependent countries can pursue to navigate the turbulent waters of a low-carbon transition. The policy and investment choices to be made in the next decade will determine these countries’ degree of exposure and overall resilience. Abandoning their comfort zones and developing completely new skills and capabilities in a time frame consistent with the Paris Agreement on climate change is a daunting challenge and requires long-term revenue visibility and consistent policy leadership. This book proposes a constructive framework for climate strategies for fossil fuel†“dependent countries based on new approaches to diversification and international climate cooperation. Climate policy leaders share responsibility for creating room for all countries to contribute to the goals of the Paris Agreement, taking into account the specific vulnerabilities and opportunities each country faces.

Book excerpt: This report focuses on the contribution that international capital makes to economic development. While the report pays close attention to the events of the recent past, it also places the use of foreign capital in a broader and longer-term perspective. Using such a perspective, the report shows how countries at different stages of development have used external finance productively; how the institutional and policy environment affects the volume and composition of financial flows to developing countries; and how the international community has dealt with financial crises. This report concludes that the developing countries will have a continuing need for external finance. It demonstrates that many of the policies required to attract external finance and promote economic growth are either being implemented or planned already.

Book excerpt: World Development Report 1994 examines the link between infrastructure and development and explores ways in which developing countries can improve both the provision and the quality of infrastructure services. In recent decades, developing countries have made substantial investments in infrastructure, achieving dramatic gains for households and producers by expanding their access to services such as safe water, sanitation, electric power, telecommunications, and transport. Even more infrastructure investment and expansion are needed in order to extend the reach of services - especially to people living in rural areas and to the poor. But as this report shows, the quantity of investment cannot be the exclusive focus of policy. Improving the quality of infrastructure service also is vital. Both quantity and quality improvements are essential to modernize and diversify production, help countries compete internationally, and accommodate rapid urbanization. The report identifies the basic cause of poor past performance as inadequate institutional incentives for improving the provision of infrastructure. To promote more efficient and responsive service delivery, incentives need to be changed through commercial management, competition, and user involvement. Several trends are helping to improve the performance of infrastructure. First, innovation in technology and in the regulatory management of markets makes more diversity possible in the supply of services. Second, an evaluation of the role of government is leading to a shift from direct government provision of services to increasing private sector provision and recent experience in many countries with public-private partnerships is highlighting new ways to increase efficiency and expand services. Third, increased concern about social and environmental sustainability has heightened public interest in infrastructure design and performance.
