Book excerpt: The International Olympic Committee (IOC) and the Olympic movement (OM) members have unique roles to play in the newly formed global partnership with the United Nations (UN) in relation to the sport for development and peace (SDP) sector. Common ground relates to two main global trends: sport mega-event legacy programmes and the influence of the SDP movement. This paper reflects on the case study work of OM stakeholder arrangements in three African countries, namely Zambia, Lesotho and South Africa. It offers a re-interpretation of the findings of a larger study and interrogates existing partnerships delivery on diverse goals associated with development. It reflects on globalised neo-colonial underpinnings evident in the UN-OM partnership and questions the meaningfulness of current stakeholder configurations for the delivery on sustainable development through sport.

Book excerpt: The implementation of the 40 recommendations of Olympic Agenda 2020, the IOC's strategic roadmap for the future of the Olympic Movement, began in 2015, almost immediately after its unanimous approval at the 127th IOC Session in December 2014. This document, developed in keeping with Olympic Agenda 2020's call for increased transparency and accountability, is a status report on the implementation since its adoption. It details action taken and action planned before 2020 to fully implement all the recommendations. The trajectory of progress is well established. As of 1 September 2017, the IOC had taken action on all 40 recommendations and more than half are implemented or close to completion. These accomplishments have been possible thanks to the active participation of all constituents, stakeholders and partners of the Olympic Movement, including the United Nations and a number of NGOs that support the mission and values of the Movement.

Using the recent body of literature on diplomacy it explores the evolution of diplomatic discourse around a number of themes, in particular the increasing range of stakeholders engaged in the Olympic bid, disability advocacy and the mainstreaming of the Paralympic Games and the evolution of the Olympic boycott. The work addresses the increasing engagement of a number of non-state actors, in particular the IOC and the IPC, as indicative of the diffusion of contemporary diplomacy. At the same time it identifies the state as continuing in the role of primary actor, setting the terms of reference for diplomatic activity beyond the pursuit of its own policy interests. Its historical investigation, based around a UK case study, provides insights into the characteristics of diplomatic discourse relating to the Games, and creates the basis for mapping the future trajectory of diplomacy as it relates to the Olympic Movement.

It is also closely related to the issue of governance, the subject of previous Council of Europe studies. The Enlarged Partial Agreement on Sport (EPAS) decided to explore the concept of autonomy in greater depth by studying the conceptual, political, legal, economic and psycho-sociological aspects of the subject. This study was carried out at the request of the EPAS by the Swiss Graduate School of Public Administration (IDHEAP) on the basis of a questionnaire sent to public authorities in charge of sport and to national and international umbrella sports organisations. In addition to an analysis of the data obtained, documents produced by public authorities and sports organisations on this emerging issue are presented. This study contributes to a better understanding of the concept of autonomy and offers a clear picture of the issues involved.
