Book excerpt: Development in Iraq¿s oil and natural gas sector is proceeding, in spite of continuing delays in agreeing to hydrocarbon sector and revenue sharing legislation to define new terms for the mgmt. of the country¿s significant oil and natural gas resources. Both the Bush Admin. and the 110th Congress considered the passage of oil and gas sector framework and revenue sharing legislation as important benchmarks that would indicate the Iraqi government¿s commitment to promoting political reconciliation and providing a solid foundation for long term economic development in Iraq. This report reviews policy proposals and interim contracts, analyzes the positions of various Iraqi political actors, and discusses potential implications for U.S. foreign policy goals in Iraq. Available in PDF, EPUB and Kindle. Book excerpt: Oil, an integral part of the contemporary global economy, is considered a driving force behind the 2003 invasion of Iraq. Hydrocarbon reserves in Iraq have a significant role to play in global supply, with oil revenue accounting for more than 90% of Iraqi government income. This book provides a comprehensive insight into the key foundations of Iraq's oil industry and assists in the development of a core area of domestic law to promote economic recovery following years of instability. It addresses the development of oil legislation and the formation of contracts since the US and allied occupation of Iraq in 2003. Legislation is assessed against the framework of the constitution along with the different types of oil agreements and their terms. The book looks at three main aspects of oil legislation, beginning with the validity and interpretation of the constitution as any subsequent legislation governing oil policy will be based upon this. The work then discusses whether the draft oil and gas law of 2007 and any subsequent oil legislation, including the law implemented by the Kurdish Regional Government in 2007, is valid. Finally, the book analyses the legitimacy of oil agreements entered into by the central and regional governments and whether these contain terms beneficial to the state and contracting party. Providing an in-depth analysis of the origins and development of the legal framework of the oil industry in Iraq, the book acts as both a reference source and a springboard for future research across a range of legal, economic and policy perspectives. It will appeal to practitioners and academics working in energy law and international investment law, as well as policy-makers, legal advisors and those working in governments and energy companies.

Available in PDF, EPUB and Kindle. Book excerpt: The Oil & Gas Year and the Qatar Chamber of Commerce and Industry partnered to produce the TOGY Qatar 2019 edition, highlighting Qatar’s attractive business environment, the country’s resilience and QP’s ambitious local and international expansion plans, and covering major projects and services in the industry. This edition includes insights from Qatar’s most influential players and provides in-depth articles that offer market intelligence on the country’s entire value chain, from exploration and production to midstream, downstream and oilfield services, as well as the engineering and construction, marine and logistics, and others sectors. The edition also provides detailed and exclusive coverage of dynamic developments such as the North Field Expansion project as well as the Hamad Port. This edition of The Oil & Gas Year’s Qatar series aims to raise the global profile of Qatar’s hydrocarbons and related industries, showcase its industries accomplishments, and promote its future development plans. 9781783021901 TOGY is proud to present the The Oil & Gas Year Ghana 2019, published in collaboration with Ghana Oil Club. This third edition covers the lessons learned from the global oil price downturn and the opportunities that are becoming available as commodity prices recover. The book also provides readers with a complete perspective of the country’s main energy projects and steps the government is taking to draw in more foreign investment. Due to a prospective upswing in oil and gas activity, Ghana’s offshore industry continues to expand, with capacities being renovated at the main ports of Tema and Takoradi. Meanwhile, companies continue bringing in new technologies to advance Ghana’s E&P and renewables potential as the country modernises. Moreover, Ghana’s downstream sector is hugely competitive. As Ghana works to promote investment in its oil and gas industry, surrounding sectors are being hit with massive changes. Ensuring the competence of next generations, major firms and universities have launched courses or research chairs in petroleum studies. Extensive in-depth analysis is supported by comprehensive maps, illustrations and graphs to create a market guide essential for players seeking to either expand their operations or enter the Ghanaian oil and gas market. 9781783021963 The Oil & Gas Year (TOGY), in partnership with Abu Dhabi National Oil Company (ADNOC) and the Ministry of Energy and Industry, proudly presents The Oil & Gas Year Abu Dhabi 2019. This eighth edition covers the emirate’s new comprehensive strategy – termed Oil and Gas 4.0 – and key investments as projects and partnerships begin to pick up pace. ADNOC made history in 2018 by opening its first bid round. The NOC is moving in the direction of becoming an IOC and in doing so has opened up Abu Dhabi to more collaboration with multinationals, including equity partnerships with BHGE, Eni and OMV. The strategy shows that the NOC knows that in order to meet its ambitious target of 5 million bopd by 2030, it will need to harness the power of collaboration over competition. Looking beyond the upstream, the edition touches upon major themes such as the regional competition to secure market share in petrochemicals, to which Abu Dhabi is responding by building what is slated to be the area’s largest integrated downstream facility at Ruwais. The edition also discusses digitisation drives being spearheaded in the UAE in the private and public sectors, as well as the introduction of new technologies such as inspection drones and digital twins. Extensive in-depth analysis is supported by comprehensive maps, illustrations and graphs to create a market guide essential for players seeking to either expand their operations in Abu Dhabi or enter this dynamic market.

Available in PDF, EPUB and Kindle. Book excerpt: "Much of Iraq's considerable oil and gas reserves are thought to lie in the areas of northern Iraq claimed by the Kurds. Some of this area is under the control of Kurdish Regional Government (KRG) but much of the oil and gas is in disputed territories. The question of authority over these oil and gas reserves is important not only to the international energy companies with negotiated agreements with the KRG for the exploitation of these resources, but also because the issue is a major factor in the relations between the central government in Baghdad and the KRG regional authorities undermining the prospect for a unified Iraq. This book examines the historical and contextual background to the oil and gas in the Kurdish territories placing particular emphasis on the reserves situated in the provinces disputed with the central government. The book examines the legal basis of the current dispute looking at the relevant legislation including the Iraqi federal constitution, the KRG's own constitution and extant contracts with international oil companies. It also considers the developing international law on traditional peoples and their claims to natural resources. The book connects the legal questions which form the basis of this dispute and considers the larger issues of access to natural resources, as well as the place of regional minorities in federal systems. The book offers a critical assessment of the existing law as well as current efforts to address the Kurdish oil and gas controversy, especially from the perspective of federal systems"--Provided by publisher.

Book excerpt: Inhaltsangabe:Introduction: This book covers policy proposals and interim contracts, assesses the positions of various Iraqi political actors and examines the potential significance for international foreign policy goals in Iraq. Despite a lack of progress in reaching agreements on the hydro-carbon sector and revenue sharing legislation to set new conditions for the management of the country s significant oil and gas resources, development in Iraq s oil and gas sector is moving forward. The passage of the oil and gas sector framework and revenue sharing legislation will be seen as significant milestones by International governments and International Oil Companies (IOC ́s). This would provide evidence of the Iraqi government s dedication to promoting political reconciliation and providing a solid foundation for long term economic development in Iraq. Interim revenue sharing mechanisms have been introduced due to the lack of new legislation. Additionally, both the Federal Government (the Federal Oil Ministry-MoO) and the Kurdistan Regional Government (KRG) (the Regional Ministry of Natural Resources and Energy) have made oil and gas development deals with foreign firms. The MoO is working with existing regulation from the previous political and administrational regime, while the Regional Ministry of Resource and Energy Kurdistan-Iraq has designed its own laws and regulations, which the Federal Government has not yet recognized. There is wide recognition among Iraqis of the importance of oil and gas revenue for the Iraqi economy. Most groups see the need for new legal and policy guidelines for the development of the country s oil and natural gas resources. However, Iraq s Council of Rrepresentatives (parliament) has not yet considered the proposed legislation due to ongoing political discord and general political instability. There are strong differences on key issues between Iraqi critics and supporters of various proposed solutions. These include the appropriate role and powers of federal and regional authorities in regulating oil and gas development; the conditions and degree of potential foreign participation in the oil and gas sectors; and proposed formulas and mechanisms for equitably sharing oil and gas revenue. Simultaneously, there are strong disagreements on related discussions about the administrative status of the city of Kirkuk and proposed amendments to articles of Iraq s constitution that outline federal and regional oil and gas [...]

Book excerpt: This book presents a ‘critical reappraisal’ of the resource curse thesis and extends the analysis to consider political and social dimensions, and thus, the importance of structure in the petroleum sector’s governance model. It examines major challenges surrounding the governance of petroleum resources, and the implications for the economic growth and development of hydrocarbon-abundant countries as a result of ineffective economic, political, and social mechanisms. The book subsequently investigates a range of causal factors that may promote or hinder the effective management of oil and gas resources in the Kurdistan Region, which also has implications for the security of the wider region and for global energy security. The book also seeks to arrive at lessons learned and policy guidelines to help inform other new petroleum-exporting countries and regions about how to best manage their newfound wealth.

Available in PDF, EPUB and Kindle. Book excerpt: This book contains my articles from 2010. I have tried to examine some of the technical problems in the current oil and gas industry in Iraq. In the geology/geophysics and reservoir engineering section, I used the available information and in some cases, I estimate to fill the gap in the existing data. International contracts usually differ from case to case or from field to field; in Iraq, TSC and PSC still have unclear contract conditions and public information is not enough for the detailed calculation needed for exact NPV and IRR. Additional concerns are the cost estimation down structure and geopolitical strategies of Iraq. The management of the existing oil and gas institutions in Iraq is one of the most urgent problems the country is facing. The restructuring of companies and the Ministry of Oil is generally addressed in my articles. I have also illustrated many possibilities for the restructuring and reorganization of the development of managerial and marketing systems. In the rebuilding of the country, and specially, the oil and gas industry in Iraq, there needs to be more investigation into how to optimize the exploitation of natural resources for better economic benefits for all parties (the owner of the resources as well as International oil companies). The close cooperation between the Ministry of Oil in Iraq and the IOC ́s and state oil should be open for reorganization and restructuring in order to benefit the entire country and to develop the process of integration in international markets.

Book excerpt: This paper will have a closer look at the overwhelming importance of non-renewable resources for the Iraqi economy and how the profits made by oil exports should be invested to ensure the best possible outcome, in order to finally overcome ‘the resource curse’. Channeling oil and gas revenues to lead the charge in generating non-oil based growth is of paramount importance to make the Iraqi economy sustainable in a long run and finally overcoming the resource curse. This implies investments that support economic diversification as a key driver of economic activity through the creation of an enabling environment and investments that remove the binding constraints to growth. While international oil prices remain high, action must be taken.
