Book excerpt: The concept of 'uneven and combined development' was originally coined by Leon Trotsky to theorise Tsarist Russia's distinctive experience of modernity and revolution. But it has re-emerged over the last decade or so as a burgeoning research programme within International Relations (IR) and historical sociology. It has been critically and creatively deployed in two main areas: the provision of a sociological foundation to international theory overcoming the chronic schism between ‘sociological’ and ‘geopolitical’ modes of enquiry; and, relatedly, in superseding prevailing Eurocentric approaches in the social sciences. This volume is the first to provide a sustained reflection on the idea of uneven and combined development as the intellectual basis for a non-Eurocentric social theory of ‘the international’. It does so through a series of empirically rich and theoretically informed analyses of socio-historical change, political transformation, and intersocietal conflict over the longue durée. Book excerpt: A critical examination of the labour government and trades Union Congress in the immediate postwar period, this book argues that the Cold War was not just a traditional conflict between states but also an attempt to contain the growth of radical working-class movements at home and abroad. These radical movements, stimulated by the Second World War and its aftermath, seemed to policymakers within the Labour Party and the TUC to threaten British interests. The author contends that the Labour government never seriously considered following a socialist foreign policy, but instead sought to shape political developments throughout the world in ways most conductive to maintaining Britain's traditional economic and imperial interests. The government was able to follow established policies abroad and increasingly at home at least in part because British trade union leaders supported its attempts to prevent radicals and communists from coming to power in trade union movements inside Britain and throughout the world. In so doing, the trade union movement significantly extended its links with the state, in particular by cooperating with it in the sphere of foreign and colonial labour policy.

Book excerpt: Promoted as a means for rectifying the problems of a region in extreme need, the Anglo-American Caribbean Commission (AACC) only exposed and exacerbated the underlying antagonisms between Britain and the United States over the economic and political structure of the post-war world. This study places the AACC, formed in 1942, within the context of the Anglo-American wartime special relationship, and examines the political, economic, and security motives at the heart of this unique and little-known collaboration. It exposes the determination of the United States to use exigencies of war to impose its post-war plans upon Britain, and the tenacity of the British to defend even the smallest and least regarded of its possessions regardless of local and international opposition. The AACC was a battleground of conflicting British and American visions of a new West Indies, and it would thus serve as a rehearsal for key debates that would emerge at the end of the war. For the United States, the AACC was a vehicle for promoting America's broad postwar ambitions in the West Indies; for Britain, it was simply part of the price that had to be paid for American assistance in the war effort. Debates within the AACC over the future of West Indian sugar, the regulation of tariffs and trade, constitutional reform and the expansion of civil aviation mirrored wider British and American differences.
