Available in PDF, EPUB and Kindle. Book excerpt: The National Audit Office has played an important role in the checks and balances of the UK parliamentary and political system over the last 40 years. This new book, more than just a history of the UK’s supreme audit institution, examines the very definition of accountability through both an historic and an academic lens, critically exploring questions about the role of audit in a democracy and how well it is working. Holding Government to Account draws on several unique sources of evidence, including interviews with senior officials from the National Audit Office and the civil service, as well as senior parliamentarians with experience of the NAO’s relationships with government and legislature. These interviews are supplemented by an analysis of previously unpublished manuscript material in the National Archives, examination of NAO reports and parliamentary and other reports focused on accountability. The book begins with a history of the National Audit Office in the context of the UK’s wider history. It then offers an overview of the constitutional, political and human legacies of the Exchequer and Audit Department, followed by a close examination of the National Audit Office’s leadership and decision-making from inception in 1984 through to the present. The authors conclude with an exploration of the way in which the meaning of public sector audit has evolved over time, in accordance with its wider political, ideological and material context. In doing so, they demonstrate that any question about the National Audit Office’s future and organisation is really a question about what democracy and good government mean in a modern bureaucratic state. Holding Government to Account will be of keen interest to students enrolled in courses on accounting, public administration, law and politics as well as to politicians, civil servants and Supreme Audit Institutions internationally.

Available in PDF, EPUB and Kindle. Book excerpt: This book provides a critical and contemporary evaluation of the laws and enforcement policies pertaining to tax evasion in the United Kingdom (UK) and United States (US). Since the inception of taxes, revenue collection authorities around the world have attempted to address the seemingly perennial problem of individuals evading their tax liabilities. The financial crisis has shone a new light on the issue with an increased interest in using the criminal justice system as a means of addressing it in the UK. In sharp contrast to the UK, the US has a strong record of prosecuting crimes of tax evasion, whether committed by individuals or professional corporate facilitators. Providing an evaluation of the UK’s tax evasion laws and enforcement policy, through a comparative approach, this work highlights insights provided by the US experience. In so doing, the book explores the interconnections between tax evasion and money laundering, identifying best practices, omissions, and areas for reform. The work will be a valuable resource for researchers, academics, and policy-makers working in the areas of financial crime, financial law, accountancy and criminal justice.

Book excerpt: The most important and recent judgments of the CJEU Considering the ever-increasing importance of indirect taxation as a source of revenue for governments, the intensifying complexity of the legal framework, and the proliferating number of countries adopting indirect taxation, it is essential to scrutinize how the law is applied in practice. The primary driving force in this area is, undoubtedly, the Court of Justice of the European Union. This book analyses selected topics (e.g., fighting VAT fraud, obligations imposed on digital platforms, taxable person, taxable transactions, place of supply, taxable base and rates, exemptions, and deductions) by examining the most prominent and recent judgments of the Court of Justice of the European Union. Experts from all over the world, not just from academia but also government and judiciary representatives, as well as tax practitioners, have provided their input and helped us compile what is an informative and worthy read for anyone dealing with indirect taxation on a professional basis.

Book excerpt: A compelling account of how markets really govern themselves, and why they often baffle and outrage outsiders One of the reasons many people believe financial markets are lawless and irrational—and rigged—is that they follow two sets of rules. The official rules, set by law or by the heads of the exchanges, exist alongside the unofficial rules, or floor rules—which are the ones that actually govern. Break the official rules and you may be fined or jailed; break the floor rules and you’ll suffer worse: you will be ostracized. Regulations vary across markets, but the floor rules are remarkably consistent. This book, offering compelling stories of market disturbances in which insider rules played a key role, shows readers, without excessive moralizing, how markets really govern themselves. It is a study of the norms, customs, values, and operating modes of the insiders at the center of the financial markets that trade money, stocks, bonds, futures, and other financial derivatives. The core insiders who rule trading markets are a relatively small group who exert disproportionate influence on financial systems. Mark W. Geiger examines the historical roots of the culture of financial markets, describes the role insiders play in today’s high finance, and suggests where this peculiar, ingrown culture is heading in an era of constant technological change.

Available in PDF, EPUB and Kindle. Book excerpt: This book provides the first evaluation of the three Conservative administrations which have been affected, shaped and largely determined by the age of Brexit. It breaks new ground by collectively analysing the Cameron, May and Johnson administrations in an era of political and social shock and disruption, caused by the phenomenon of Brexit. As an edited collection, the project brings experts together who explain the complexities of ideas, leadership, votes, policy areas and territorial politics in an accessible and concise fashion. As a collection of essays, the project does not prosecute a single thesis, bar the fact that the phenomenon of Brexit has affected, shaped and largely determined the politics of these Conservative administrations and wider UK society. There is broad coverage of leadership, elections, public policy and territorial questions and contributors consider the continuities and discontinuities in Conservative Party ideas and political action in their respective policy areas.

Available in PDF, EPUB and Kindle. Book excerpt: The Johnson era will be remembered for a series of scandals that severely eroded trust in the British government. From questionable PPE tenders and public appointments to the ‘partygate’ fiasco, every aspect of public life seemed tainted. How did this downward spiral begin, and what can be done to reverse it? In this eye-opening book, veteran KC John Bowers presents a fearless examination of the decline in ethical standards before, during and after the Johnson government. He focuses on the institutions responsible for holding the government accountable, exposing how they have been bypassed by prime ministers determined to impose their agenda. Through interviews with political insiders, Bowers provides analysis of scandals such as partygate, Greensill and the revolving door with the private sector. He shines a light on a culture of favouritism, where standards are upheld based on little more than the assumption those in power can be trusted to behave. Rishi Sunak entered Number 10 on the promise of restoring integrity, but it is clear major problems remain. Confronting the failings of the current system, Downward spiral presents concrete proposals for creating an alternative that is more transparent and accountable.
