Book excerpt: Naval modernization is an extremely expensive, time-consuming, and a relatively rare phenomenon. Scholars have proposed various arguments to explain this process ranging from bureaucratic politics, to nationalism, and to the security dilemma. The Nexus of Naval Modernization in India and China demonstrates that from 1990 until 2020, the primary driver of naval modernization resulted from a strategic rivalry. Key to strategic rivalries is perceived threat perceptions that cause decision makers to prepare for worst-case scenarios when trying to decipher their enemy's behaviour. When a state believes it is threatened by a rival's naval power it is likely to pursue its own form of naval modernization for self-protection. Importantly, rivalries do not exist in a vacuum and are frequently linked. This project will reveal how the interconnected nature of rivalries can also cause naval modernization. Through a close examination of scholarly works, government documents, and in-depth focused interviews with experts based in India, China, Australia, and the U.S. Colley argues that while strategic rivalry is not the only driver of naval modernization, it is the most compelling explanation. Other arguments are frequently embedded within the strategic rivalry model and thus are best seen as only partial drivers. This study contributes to the rivalry research program as well as the policy and security studies literatures.

As key emerging powers in the international system, India and especially China have received much attention. However, most analysts who have studied Sino-Indian relations have done so through a neorealist lens which emphasizes the conflictual and competitive elements within the overall relationship. This has had the effect of obscuring how the China-India relationship is currently in the process of transformation. Drawing on a detailed and systematic analysis of the interlinked and increasingly important issues of maritime security in the Indian Ocean region, energy demands and concerns, and economic growth and interchange, Amardeep Athwal shows that not only is there an absence of mutual threat perception, but Sino-Indian bilateral trade is increasingly being framed institutionally and China and India are also beginning to coordinate policy in important areas such as energy policy. He concludes that neorealist accounts of Sino-Indian relations have difficulty in explaining these recent developments. However, rather than rejecting neorealist explanations in their entirety, he points towards a theoretical pluralism with an appeal to ‘soft’ realism and theories of neoliberalism and peaceful change. China-India Relations will be of interest to scholars of international relations and politics, international business and Asian studies.

Book excerpt: China since the early to mid-1990s has been steadily building a modern and powerful navy. China's navy in recent years has emerged as a formidable military force within China's near-seas region, and it is conducting a growing number of operations in more-distant waters, including the broader waters of the Western Pacific, the Indian Ocean, and waters around Europe. Observers of Chinese and U.S. military forces view China's improving naval capabilities as posing a challenge in the Western Pacific to the U.S. Navy's ability to achieve and maintain control of blue-water ocean areas in wartime-the first such challenge the U.S. Navy has faced since the end of the Cold War. More broadly, these observers view China's naval capabilities as a key element of a broader Chinese military challenge to the long-standing status of the United States as the leading military power in the Western Pacific. The question of how the United States should respond to China's military modernization effort, including its naval modernization effort, is a key issue in U.S. defense planning. China's naval modernization effort encompasses a wide array of platform and weapon acquisition programs, including anti-ship ballistic missiles (ASBMs), anti-ship cruise missiles (ASCMs), submarines, surface ships, aircraft, and supporting C4ISR (command and control, communications, computers, intelligence, surveillance, and reconnaissance) systems. China's naval modernization effort also includes improvements in maintenance and logistics, doctrine, personnel quality, education and training, and exercises. Observers believe China's naval modernization effort is oriented toward developing capabilities for doing the following: addressing the situation with Taiwan militarily, if need be; asserting or defending China's territorial claims in the South China Sea and East China Sea, and more generally, achieving a greater degree of control or domination over the SCS; enforcing China's view that it has the right to regulate foreign military activities in its 200-mile maritime exclusive economic zone (EEZ); defending China's commercial sea lines of communication (SLOCs), particularly those linking China to the Persian Gulf; displacing U.S. influence in the Western Pacific; and asserting China's status as a leading regional power and major world power. Consistent with these goals, observers believe China wants its military to be capable of acting as an anti-access/area-denial (A2/AD) force-a force that can deter U.S. intervention in a conflict in China's near-seas region over Taiwan or some other issue, or failing that, delay the arrival or reduce the effectiveness of intervening U.S. forces. Additional missions for China's navy include conducting maritime security (including anti-piracy) operations, evacuating Chinese nationals from foreign countries when necessary, and conducting humanitarian assistance/disaster response (HA/DR) operations. Potential oversight issues for Congress include the following: whether the U.S. Navy in coming years will be large enough and capable enough to adequately counter improved Chinese maritime A2/AD forces while also adequately performing other missions around the world; whether the Navy's plans for developing and procuring long-range carrier-based aircraft and long-range ship- and aircraft-launched weapons are appropriate and adequate; whether the Navy can effectively counter Chinese ASBMs and submarines; and whether the Navy, in response to China's maritime A2/AD capabilities, should shift over time to a more distributed fleet architecture.

The question of how the United States should respond to China's military modernization effort is of particular importance to the U.S. Navy, because many U.S. military programs for countering improved Chinese military forces would fall within the Navy's budget. Decisions that Congress and the executive branch make regarding U.S. Navy programs for countering improved Chinese maritime military capabilities could affect the likelihood or possible outcome of a potential U.S.-Chinese military conflict in the Pacific over Taiwan or some other issue. Some observers consider such a conflict to be very unlikely, in part because of significant U.S.-Chinese economic linkages and the tremendous damage that such a conflict could cause on both sides. In the absence of such a conflict, however, the U.S.-Chinese military balance in the Pacific could nevertheless influence day-to-day choices made by other Pacific countries, including choices on whether to align their policies more closely with China or the United States.

The College has actively hired prominent scholars and hosted a number of conferences, workshops, and guest speakers focusing on the problems and possibilities facing the Pacific Rim. South and Northeast Asia, after all, are home to some of the world's fastest-growing economies and close American allies, as well as several potential political and diplomatic flashpoints. Even more to the point, China is an ascending economic and military power both in the region and on the world stage. The U.S. Navy plays a leading role in maintaining stability in the region with its strong presence and ability to guard the freedom of navigation in vital sea lines of communication. The efforts of the Asia-Pacific Rim specialists at the Naval War College in some ways represent a case of “back to the future.” One of the proudest episodes in the College's history came in the 1930s when Newport played a central role in developing the military plans necessary to cope with the ascendance of another Asian economic and military power—Japan. Although we expect that wise diplomacy and national self-interest will prevent a reoccurrence of similar difficulties in the coming decades, there is no substitute for military preparedness and well-thought-out international and regional strategies for dealing with the important region. The Naval War College Press has done its part in providing its readers with many excellent articles on regional security in Asia in the Naval War College Review; an important book—Jonathan Pollack, editor, Strategic Surprise? U.S.-China Relations in the Early Twenty-first Century (released March 2004); and now Newport Paper 22. Professor Lyle Goldstein of the Strategic Research Department of the College's Center for Naval Warfare Studies has been at the forefront of recent research into China's future. In this project he has guided a handful of naval officers through the puzzle of China's ongoing nuclear modernization programs. With the able assistance of Andrew Erickson, these sailor-scholars have examined various aspects of nuclear modernization from ballistic missile defense to nuclear command and control. In general the chapter tells a cautionary tale; the progress of China's nuclear modernization documented here should give pause to those inclined to dismiss China's military modernization. Steadily and with relatively little attention the People's Republic continues to improve its technologies and weapons systems. As the authors emphasize, no “Rubicon” has been crossed, but potentials are already apparent that, if realized, the U.S. Navy as now constituted would find challenging indeed.

The restructuring reflects the desire to strengthen PLA joint operation capabilities- on land, sea, in the air, and in the space and cyber domains. The reforms could result in a more adept joint warfighting force, though the PLA will continue to face a number of key hurdles to effective joint operations, Several potential actions would indicate that the PLA is overcoming obstacles to a stronger joint operations capability. The reforms are also intended to increase Chairman Xi Jinping's control over the PLA and to reinvigorate Chinese Communist Party (CCP) organs within the military. Xi Jinping's ability to push through reforms indicates that he has more authority over the PLA than his recent predecessors. The restructuring could create new opportunities for U.S.-China military contacts.

It is highly structured by antagonisms between a relatively small set of states that regard each other as rivals. Examining the 173 strategic rivalries in operation throughout the nineteenth and twentieth centuries, this book identifies the differences rivalries make in the probability of conflict escalation and analyzes how they interact with serial crises, arms races, alliances and capability advantages. The authors distinguish between rivalries concerning territorial disagreement (space) and rivalries concerning status and influence (position) and show how each leads to markedly different patterns of conflict escalation. They argue that rivals are more likely to engage in international conflict with their antagonists than non-rival pairs of states and conclude with an assessment of whether we can expect democratic peace, economic development and economic interdependence to constrain rivalry-induced conflict.
