Book excerpt: This monograph, based on newly declassified sources from Western and Russian archives as well as on communist texts about international law and neutrality, is the first English-language account of Soviet policy towards neutral yet capitalist Austria during the Cold War. In order to make neutrality a model for the West, the Kremlin presented the unique Soviet-Austrian relationship as a good example of peaceful coexistence and a showcase for the benefits a Western state might reap by declaring neutrality. This honor, however, had strings attached: The communist doctrine of neutrality contained obligations that were expected to make it possible to exploit neutral states as instruments of Soviet policy and bring them nearer the socialist bloc. While Austrian leaders were careful to avoid these pitfalls, Soviet interventions in Hungary and Czechoslovakia in 1956 and 1968 and interference into Austria's interpretation of neutral policy could not but deeply affect Austrian policy and the Soviet-Austrian honeymoon.

Since the attack on the World Trade Center in 2001, the world has had to face up to an Islamic manifestation of martyrdom. Martyrdom has a long history; as long as individuals have been dying for their faith or cause, others have been telling and more importantly, interpreting their stories. These martyrologies are essentially conflict stories. Whether a Christian confessing her faith before a bemused Roman governor, or a suicide bomber blowing himself up in a crowed cafe in Jerusalem, the way these stories are recounted - positively or negatively - reflect a wider conflict in which the narrator and his community find themselves. Martyr narratives, whether textual, oral, or even a CNN news report, do more than simply report a death; they also contain the interpretative framework by which that death is understood - again positively or negatively. When the death of a martyr is reported, the way in which that story is told places that death within a larger narrative of conflict, which may be regional, global, or even cosmic. The martyr becomes a symbol of the community's desires and hopes, or for that matter, their terrors and fears, but in either case, the martyr is representative of a larger struggle, and often martyrology contains the vision of how the community envisages final victory over their enemy. This book aims to illuminate the way these conflict stories have been told and function (principally, though not exclusively) within Christian, Jewish, and Islamic communities. Although the summit ended with no tangible results, its ramifications were extensive, and it provided the world with a brief repose from escalating East-West tension. In Cold War Respite twelve scholars writing from several national perspectives investigate in riveting detail how that event—examined only in passing until now—came about, why its “spirit” was so short-lived, and what its subsequent impact was on the development of the cold war. Making use of newly -declassified archives in the United States, France, Britain, and Russia, the authors provide some of the latest research and insights into early cold-war history as they track the crucial period from Stalin’s death in 1953 until the summit. They consider John Foster Dulles’s policy at Geneva and the meeting of the four foreign ministers that followed the summit. As the essayists attest, the psychological effects of the summit were of immense significance to the history of international relations and reveal the complexity and dynamism of foreign affairs during the decades following World War II. This volume addresses the tension between loud and often spectacular histories and those forgotten pasts we strain to hear. Employing social and cultural analysis, the essays within examine mnemonic technologies both new and old, and cover subjects as diverse as U.S. internment camps for Japanese Americans in WWII, the Canadian Indian Residential School system, Israeli memorial videos, and the desaparecidos in Argentina. Through these cases, the contributors argue for a re-interpretation of Guy Debord’s notion of the spectacle as a conceptual apparatus through which to examine the contemporary landscape of social memory, arguing that the concept of spectacle might be developed in an age seen as dissatisfied with the present, nervous about the future, and obsessed with the past. Perhaps now “spectacle” can be thought of not as a tool of distraction employed solely by hegemonic powers, but instead as a device used to answer Walter Benjamin’s plea to “explode the continuum of history” and bring our attention to now-time.
