Available in PDF, EPUB and Kindle. Book excerpt: Although upwards of 50,000 environmental assessments (EAs) are prepared annually—compared to some 500 environmental impact statements (EISs)—the focus of U.S. National Environmental Policy Act (NEPA) regulations is on defining requirements for preparing EISs. Written by Charles Eccleston and J. Peyton Doub, who have established themselves among the top environmental experts in the world, Preparing NEPA Environmental Assessments: A User’s Guide to Best Professional Practices fills the need for an authoritative and comprehensive guide on how to prepare EAs. Bridging the regulatory gap, this book identifies relevant EIS regulatory requirements that can be logically interpreted to also apply to EAs. It compiles and synthesizes information scattered throughout NEPA’s regulations, executive orders, and guidance documents, and incorporates case law to provide additional clarification. The authors also draw on the professional experiences and best professional practices (BPP) of NEPA practitioners. From the fundamentals to more advanced topics, the book presents a consistent methodology to help beginners, students, and professionals manage, analyze, and write legally sufficient EAs. It addresses dilemmas that have traditionally plagued preparation of EAs, provides BPPs, tools, and approaches for resolving problems, and introduces methods for streamlining the EA process. Building on Eccleston’s previous guide to EAs, Effective Environmental Assessments: How to Manage and Prepare NEPA Assessments (2001), this book reflects the rapid changes in government policy over the past ten years. An indispensable source of practical information, it provides readers with step-by-step direction and best practices for preparing defensible EAs.

Book excerpt: This desk reference is designed to provide a brief background on the National Environmental Policy Act (NEPA) and direction on how the NEPA process is implemented at the Federal Emergency Management Agency (FEMA). Although all aspects of the documentation process are discussed, the primary focus is on the Categorical Exclusion (CATEX) and the Environmental Assessment (EA) since those are the most common forms of documentation required for FEMA projects subject to the NEPA process. Other than the officially signed policy, guidance, and regulations contained within this reference, this Desk Reference is only informal guidance. Chapter One discusses the background and intent of the National Environmental Policy Act as passed by Congress. Chapter Two focuses on the NEPA environmental review process and general implementation of that process. This Chapter provides an introduction to the essential elements of the implementation of NEPA and their interrelation. Chapter Three covers the environmental review process and levels discussed, as implemented at FEMA. This chapter focuses on FEMA's regulations and procedures and involvement with Grantees and Subgrantees. A detailed, step-by -step discussion on conducting Environmental Assessments is contained in Chapter Four. The Appendices contain resource documents on NEPA guidance, FEMA policy, overviews of other environmental laws, executive orders, and sample documents.

This book was released on 2014-06-30 with total page 52 pages. Available in PDF, EPUB and Kindle. Book excerpt: This guide has been developed to help citizens and organizations who are concerned about the environmental effects of federal decision making to effectively participate in Federal agencies' environmental reviews under the National Environmental Policy Act (NEPA). With some limited exceptions, all Federal agencies in the executive branch have to comply with NEPA before they make final decisions about federal actions that could have environmental effects. Thus, NEPA applies to a very wide range of federal actions that include, but are not limited to, federal construction projects, plans to manage and develop federally owned lands, and federal approvals of non-federal activities such as grants, licenses, and permits. The Federal Government takes hundreds of actions every day that are, in some way, covered by NEPA. The environmental review process under NEPA provides an opportunity for you to be involved in the Federal agency decision making process. It will help you understand what the Federal agency is proposing, to offer your thoughts on alternative ways for the agency to accomplish what it is proposing, and to offer your comments on the agency's analysis of the environmental effects of the proposed action and possible mitigation of potential harmful effects of such actions. NEPA requires Federal agencies to consider environmental effects that include, among others, impacts on social, cultural, and economic resources, as well as natural resources. Citizens often have valuable information about places and resources that they value and the potential environmental, social, and economic effects that proposed federal actions may have on those places and resources. NEPA's requirements provide you the means to work with the agencies so they can take your information into account.
