Book excerpt: The Republic of Korea's industrial policy has directed that nation's economy through nearly three decades of spectacular growth. But the authors of this paper maintain that this policy is showing signs of being outmoded. The time has come, the authors argue, for the Korean government to stop managing the economy's structural development and to redefine the responsibilities of business and government. Under this proposed compact, the allocation of resources would shift from the government to the private industrial and financial sectors. The transformation of the government bureaucracy from an ad hoc policy role to one of a transparent and predictable regulator is a key to the success of this undertaking. These new directions would present the government with enormous challenges. Greater competitive discipline and regulatory oversight would be required. While dealing with the complexities of the transition, the government would have to maintain macroeconomic stability and the momentum of savings and investment. For comparison, the study examines the industrial economies of France, Germany, Japan, and the United States, which underwent similar shifts.

Available in PDF, EPUB and Kindle. Book excerpt: Charles Maynes reviews the major transitions that marked 45 years of Soviet-American strategic confrontation. Predictably, the U.S. global role and defense resources are declining as old threats decrease and domestic problems move higher up on the policy agenda. Less predictably, the relative defense spending of small powers is likely to increase, adding to the potential for regional instability. These trends and the proliferation of weapons technology, including weapons of mass destruction, will drive the major powers toward their third attempt in this century to deal with global instability through collective security. Power will become more evenly distributed as America's military dominance recedes and others' economic power increases. Such trends, Mr. Maynes believes, should not be disturbing so long as prudent retrenchment does not become a foolish retreat from an American global role. William Hyland believes that no president since Calvin Coolidge has inherited an easier foreign policy agenda. Presidents from Truman through Bush did the cold war "heavy lifting," and the Clinton transitional era should mark the ascendancy of domestic over foreign policy issues. Economic power is essential to America's future and the country faces the difficult task of economic recovery while avoiding the political expedience of protectionism or other forms of belligerence toward our trading partners. This would accelerate international fragmentation, undermining the political trends toward a collective security regime that is vital to the new world order and is the best alternative to the extremes of U.S. isolationism or global policeman. Mr. Hyland advises against grand strategic visions. Instead, selectivity based on national interests should be a guiding principle while we put our economic house in order.

Book excerpt: The editors of the nation's two leading journals on foreign policy were asked to examine the nature of the post-cold war world and America's transitional role. These essays represent the views of Charles William Maynes, editor of Foreign Policy, and William G. Hyland, former editor of Foreign Affairs. Charles Maynes reviews the major transitions that marked 45 years of Soviet-American strategic confrontation. Predictably, the U.S. global role and defense resources are declining as old threats decrease and domestic problems move higher up on the policy agenda. Available in PDF, EPUB and Kindle. Book excerpt: When Strategies of Containment was first published, the Soviet Union was still a superpower, Ronald Reagan was president of the United States, and the Berlin Wall was still standing. This updated edition of Gaddis' classic carries the history of containment through the end of the Cold War. Beginning with Franklin D. Roosevelt's postwar plans, Gaddis provides a thorough critical analysis of George F. Kennan's original strategy of containment, NSC-68, The Eisenhower-Dulles "New Look," the Kennedy-Johnson "flexible response" strategy, the Nixon-Kissinger strategy of detente, and now a comprehensive assessment of how Reagan - and Gorbechev - completed the process of containment, thereby bringing the Cold War to an end. He concludes, provocatively, that Reagan more effectively than any other Cold War president drew upon the strengths of both approaches while avoiding their weaknesses. A must-read for anyone interested in Cold War history, grand strategy, and the origins of the post-Cold War world.

Book excerpt: In this text, the author develops the general thesis that as most of the old Second (Communist) World has disappeared, what is left is a world composed of two different kinds of states or "tiers": the First Tier, the development market democracies; and the Second Tier, the old Third World. A major question facing the international order is whether the former Communist states will end up in the First or Second Tier. The text also discusses the collapse of the Soviet Union and the tragedies in Africa and the former Yugoslavia.

Book excerpt: This book presents a novel analysis of how US grand strategy has evolved from the end of the Cold War to the present, offering an integrated analysis of both continuity and change. The post-Cold War American grand strategy has continued to be oriented to securing an ‘open door’ to US capital around the globe. This book will show that the three different administrations that have been in office in the post-Cold War era have pursued this goal with varying means: from Clinton’s promotion of neoliberal globalization to Bush’s ‘war on terror’ and Obama’s search to maintain US primacy in the face of a declining economy and a rising Asia. In seeking to make sense of both these strong continuities and these significant variations the book takes as its point of departure the social sources of grand strategy (making), with the aim to relate state (public) power to social (private) power. While developing its own theoretical framework to make sense of the evolution of US grand strategy, it offers a rich and rigorous empirical analysis based on extensive primary data that have been collected over the past years. It draws on a unique data-set that consists of extensive biographical data of 30 cabinet members and other senior foreign policy officials of each of the past three administrations of Clinton, G.W. Bush and Obama. This book is of great use to specialists in International Relations – within International Political Economy, International Security and Foreign Policy Analysis, as well as students of US Politics.

Available in PDF, EPUB and Kindle. Book excerpt: This book re-examines the character of the USA and re-evaluates its relationship to the post-Cold War international order. The USA has often been seen as a model of democratic liberty, a vehement opponent of colonialism and the 'lone superpower' of the post-Cold War world. This book challenges all these views. Unlike previous studies of the post-Cold War role of the USA it connects US domestic affairs to systemic changes often characterized entirely in terms of the 'fall of Communism'.
