Book Synopsis Draft Heritage Protection Bill by : Great Britain: Parliament: House of Commons: Culture, Media and Sport Committee
Download or read book Draft Heritage Protection Bill written by Great Britain: Parliament: House of Commons: Culture, Media and Sport Committee and published by The Stationery Office. This book was released on 2008 with total page 192 pages. Available in PDF, EPUB and Kindle. Book excerpt: In April 2008, the Department for Culture, Media and Sport (DCMS) published a Draft Heritage Bill and the Government has indicated that the Bill will be in next year's legislative programme. The Bill is designed to unify heritage protection regimes, allow greater public involvement in decisions, and place heritage at the heart of the planning system. The Committee has undertaken pre-legislative scrutiny of the bill but this was undermined by the incomplete nature of the legislation. The Committee also felt that the Government must prioritise the revision of Planning policy guidelines (PPGs) 15 & 16 to ensure that the new guidance on planning policy can be implemented at the same time as the Bill. Further serious issues of concern included the accuracy of current cost estimates & impact assessment and sufficient staffing with the necessary skills, in particular conservation officers. The Committee was also not convinced that Heritage Partnership Agreements (HPAs), a new system of management agreements for owners of large estates, were a robust business option. Nor could any evidence be found that either DCMS or English Heritage had considered any amendments to the legislation which would improve the operation or effectiveness of the enforcement powers for local authorities.

Download or read book Draft Marine Bill written by Great Britain: Department for Environment, Food and Rural Affairs and published by The Stationery Office. This book was released on 2008 with total page 692 pages. Available in PDF, EPUB and Kindle. Book excerpt: This Draft Marine Bill (Cm. 7351, ISBN 9780101735124) contains the following: a policy paper; the draft Marine Bill and explanatory notes; an impact assessment. The Bill sets out the Government's approach to a number of marine related issues, including environmental protection of the coastal marine environment and the seas surrounding the coast as well as access to the coastal environment for recreation. The legislation set out in this Bill was originally proposed in "Sea Change", a Marine White Paper, published in March 2007 (Cm. 7047, ISBN 9780101704724). The White Paper itself had proposed a strategic system of marine planning to balance conservation, energy and resource needs, using the principle of sustainable development. The Draft proposals in this Bill puts the earlier proposals of the White Paper into a legislative framework, which includes: the creation of the Marine Management Organisation; deliverance of new marine planning systems, including establishing new powers to enable the Government to put in place a network of marine conservation zones to protect marine life; better licensing decisions for licensing activities in the seas; reforms to a range of marine, migratory and freshwater fisheries management arrangements; allow greater access to the English coast. Comments on the Draft Bill should be submitted in writing by 26 June 2008.

Book Synopsis Draft Climate Change Bill by : Great Britain: Parliament: House of Commons: Environment, Food and Rural Affairs Committee
Download or read book Draft Climate Change Bill written by Great Britain: Parliament: House of Commons: Environment, Food and Rural Affairs Committee and published by The Stationery Office. This book was released on 2007-07-05 with total page 212 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report examines the draft Climate Change Bill, which published in March 2007 as Command paper Cm 7040 (ISBN 9780101704021). Target setting alone cannot deliver policy objectives, but enshrining one in law will strengthen the Government's resolve to achieve it, ensure greater public accountability, and give confidence to the business community whose investment decisions are central to meeting the target. The Committee recommends a number of changes to the bill. Inconsistency in language, with "UK carbon account" and "UK carbon dioxide emissions" seemingly used interchangeably, should be addressed. There should not be an upper limit on the 2020 target (26-32 per cent reduction in carbon dioxide emission), and the Bill should make provision for both the 2020 and 2050 targets to be revised, though only in an upwards direction. The provision to amend a budget more than a year after the end of a budgetary period is seen as making a nonsense of the concept of budgetary periods, and should be removed completely. The proposed Committee on Climate Change, rightly composed of experts, should not appear to give more representation to economic interests over environmental ones. The resources proposed for the Committee may prove inadequate. The Committee recommends that the impact of climate change on biodiversity should be added to the Bill.

Book Synopsis The natural choice by : Great Britain: Department for Environment, Food and Rural Affairs
Download or read book The natural choice written by Great Britain: Department for Environment, Food and Rural Affairs and published by The Stationery Office. This book was released on 2011-06-07 with total page 84 pages. Available in PDF, EPUB and Kindle. Book excerpt: This white paper sets out proposals for a detailed programme of action to repair damage done to the environment in the past, and urges everyone to get involved in helping nature to flourish at all levels - from neighbourhoods to national parks. The plans are directly linked to the groundbreaking research in the National Ecosystem Assessment that showed the strong economic arguments for safeguarding and enhancing the natural environment. They also act on the recommendations of 'Making Space for Nature', a report into the state of England's wildlife sites, led by Professor John Lawton and published in September 2010, which showed that England's wildlife sites are fragmented and not able to respond to the pressures of climate change and other pressures we put on our land. Key measures proposed include: i) Reconnecting nature with New Nature Improvement Areas (NIAs) with a £7.5 million fund for 12 initial NIAs, biodiversity offsetting, New Local Nature Partnerships with £1 million available this year, phasing out peat, ii) Connecting people and nature for better quality of life with Green Areas Designation, better urban green spaces; more children experiencing nature by learning outdoors, strengthening local public health activities, the new environmental volunteering initiative "Muck in 4 Life" to improve places in towns and countryside for people and nature to enjoy and iii) Capturing and improving the value of nature with a Natural Capital Committee; an annual statement of green accounts for UK Plc, a business-led Task Force to expand the UK business opportunities from new products and services which are good for the economy and nature alike.

Book Synopsis Wildlife Crime by : Great Britain: Parliament: House of Commons: Environmental Audit Committee
Download or read book Wildlife Crime written by Great Britain: Parliament: House of Commons: Environmental Audit Committee and published by The Stationery Office. This book was released on 2012-10-18 with total page 226 pages. Available in PDF, EPUB and Kindle. Book excerpt: Wildlife legislation has become so complex that prosecutions fail and even specialist enforcement professionals struggle to implement it effectively. Hundreds of birds of prey have been deliberately poisoned with substances such as carbofuran that have no legal use and the Government could easily make possession an offence. The lack of sentencing guidelines on wildlife offences means that some offenders are being neither punished nor deterred in the courts. The CPS is also failing to train its prosecutors to handle complex wildlife cases. Furthermore, the inflexible implementation in UK law of international agreements covering the trafficking of endangered species squanders limited resources. The Government has maintained funding for specialist wildlife crime investigation and enforcement, but this is provided on an ad hoc basis, reducing operational effectiveness. Funding provided to monitor wildlife crime on the internet was too short-term to attract a suitably qualified individual to fill the post. In 2004, the Committee called for a new database to record all wildlife crime but this has still not been introduced. Internationally, this report also examines how the rhino, tiger and elephant are being driven to extinction by growing demand for illegal wildlife products in south-east Asia and China. The Government needs to exert robust diplomatic pressure in favour of the development and enforcement of wildlife law at the next CITES meeting in March 2013. In particular, the Government should focus attention on the damaging effect of 'one-off' sales of impounded ivory, which has been found to actually fuel demand for ivory products, and seek an unequivocal international ban on all forms of ivory trade.
Book Synopsis The Economics of Ecosystems and Biodiversity: Ecological and Economic Foundations by : Pushpam Kumar
Download or read book The Economics of Ecosystems and Biodiversity: Ecological and Economic Foundations written by Pushpam Kumar and published by Routledge. This book was released on 2012-12-20 with total page 455 pages. Available in PDF, EPUB and Kindle. Book excerpt: Human well-being relies critically on ecosystem services provided by nature. Examples include water and air quality regulation, nutrient cycling and decomposition, plant pollination and flood control, all of which are dependent on biodiversity. They are predominantly public goods with limited or no markets and do not command any price in the conventional economic system, so their loss is often not detected and continues unaddressed and unabated. This in turn not only impacts human well-being, but also seriously undermines the sustainability of the economic system. It is against this background that TEEB: The Economics of Ecosystems and Biodiversity project was set up in 2007 and led by the United Nations Environment Programme to provide a comprehensive global assessment of economic aspects of these issues. This book, written by a team of international experts, represents the scientific state of the art, providing a comprehensive assessment of the fundamental ecological and economic principles of measuring and valuing ecosystem services and biodiversity, and showing how these can be mainstreamed into public policies. This volume and subsequent TEEB outputs will provide the authoritative knowledge and guidance to drive forward the biodiversity conservation agenda for the next decade.
