Book excerpt: In this new Brookings Marshall Paper, Michael O'Hanlon argues that now is the time for Western nations to negotiate a new security architecture for neutral countries in eastern Europe to stabilize the region and reduce the risks of war with Russia. He believes NATO expansion has gone far enough. The core concept of this new security architecture would be one of permanent neutrality. The countries in question collectively make a broken-up arc, from Europe's far north to its south: Finland and Sweden; Ukraine, Moldova, and Belarus; Georgia, Armenia, and Azerbaijan; and finally Cyprus plus Serbia, as well as possibly several other Balkan states. Discussion on the new framework should begin within NATO, followed by deliberation with the neutral countries themselves, and then formal negotiations with Russia. The new security architecture would require that Russia, like NATO, commit to help uphold the security of Ukraine, Georgia, Moldova, and other states in the region. Russia would have to withdraw its troops from those countries in a verifiable manner; after that, corresponding sanctions on Russia would be lifted. The neutral countries would retain their rights to participate in multilateral security operations on a scale comparable to what has been the case in the past, including even those operations that might be led by NATO. They could think of and describe themselves as Western states (or anything else, for that matter). If the European Union and they so wished in the future, they could join the EU. They would have complete sovereignty and self-determination in every sense of the word. But NATO would decide not to invite them into the alliance as members. Ideally, these nations would endorse and promote this concept themselves as a more practical way to ensure their security than the current situation or any other plausible alternative.

Book excerpt: NATO’s 2010 Strategic Concept officially broadened the alliance’s mission beyond collective defense, reflecting a peaceful Europe and changes in alliance activities. NATO had become an international security facilitator, a crisis-manager even outside Europe, and a liberal democratic club as much as a mutual-defense organization. However, Russia’s re-entry into great power politics has changed NATO’s strategic calculus. Russia’s aggressive annexation of Crimea in 2014 and its ongoing military support for Ukrainian separatists dramatically altered the strategic environment and called into question the liberal European security order. States bordering Russia, many of which are now NATO members, are worried, and the alliance is divided over assessments of Russia’s behavior. Against the backdrop of Russia’s new assertiveness, an international group of scholars examines a broad range of issues in the interest of not only explaining recent alliance developments but also making recommendations about critical choices confronting the NATO allies. While a renewed emphasis on collective defense is clearly a priority, this volume’s contributors caution against an overcorrection, which would leave the alliance too inwardly focused, play into Russia’s hand, and exacerbate regional fault lines always just below the surface at NATO. This volume places rapid-fire events in theoretical perspective and will be useful to foreign policy students, scholars, and practitioners alike.

The overemphasis of committing a minimum of 2% of member state Gross Domestic Product (GDP) to defense spending, as a proxy indicator of alliance commitment does not properly reflect how commitments reduce risks should Article V be invoked through attack (i.e., 2% is a political & symbolic target adopted by Defense Ministers in 2006 at Riga). Considering defense burdens multi-dimensionally explains why some members overcontribute, as well as, why burden sharing negotiations cause friction among 30 diverse members with differing threats and risks. In creating a comprehensive institutional burden management model and focusing on risks to members, the book explores the weaknesses of major theories on the study and division of collective burdens and institutional assets. It argues that member risks and threats are essential to understanding how burdens are distributed across a set of overlapping institutions within NATO’s structure providing its central goods. The importance of the USA, as a defense underwriter for some, affects negotiations despite its absence from research empirically; new data permit testing the argument (Kavanaugh 2014). This book contributes conceptual innovation and theoretical analysis to advance student, researcher, and policymaker understanding of burden management, strategic bargaining, and defense cooperation. The contribution is a generalizable risk management model of IO burden sharing using NATO as the case for scientific study due to its prominence.

While Edward Snowden began the process in 2013 with his leaks of top secret documents, the Obama administration’s own reforms have also helped bring the National Security Agency and its programs of signals intelligence collection out of the shadows. The real question is: What should we do about mass surveillance? Timothy Edgar, a long-time civil liberties activist who worked inside the intelligence community for six years during the Bush and Obama administrations, believes that the NSA’s programs are profound threat to the privacy of everyone in the world. At the same time, he argues that mass surveillance programs can be made consistent with democratic values, if we make the hard choices needed to bring transparency, accountability, privacy, and human rights protections into complex programs of intelligence collection. Although the NSA and other agencies already comply with rules intended to prevent them from spying on Americans, Edgar argues that the rules—most of which date from the 1970s—are inadequate for this century. Reforms adopted during the Obama administration are a good first step but, in his view, do not go nearly far enough. Book excerpt: For over 60 years, Israel’s foreign policy establishment has looked at its regional policy through the lens of a geopolitical concept named "the periphery doctrine." The idea posited that due to the fundamental hostility of neighboring Arab countries, Israel ought to counterbalance this threat by engaging with the "periphery" of the Arab world through clandestine diplomacy. Based on original research in the Israeli diplomatic archives and interviews with key past and present decision-makers, this book shows that this concept of a periphery was, and remains, a core driver of Israel’s foreign policy. The periphery was borne out of the debates among Zionist circles concerning the geopolitics of the nascent Israeli State. The evidence from Israel’s contemporary policies shows that these principles survived the historical relationships with some countries (Iran, Turkey, Ethiopia) and were emulated in other cases: Azerbaijan, Greece, South Sudan, and even to a certain extent in the attempted exchanges by Israel with Gulf Arab kingdoms. The book enables readers to understand Israel’s pessimistic – or realist, in the traditional sense – philosophy when it comes to the conduct of foreign policy. The history of the periphery doctrine sheds light on fundamental issues, such as Israel’s role in the regional security system, its overreliance on military and intelligence cooperation as tools of diplomacy, and finally its enduring perception of inextricable isolation. Through a detailed appraisal of Israel’s periphery doctrine from its birth in the fifties until its contemporary renaissance, this book offers a new perspective on Israel’s foreign policy, and will appeal to students and scholars of Middle East Politics and History, and International Relations.
