Available in PDF, EPUB and Kindle. Book excerpt: Originally published in 1984, this book grew out of the papers (and discussions) presented at the Seminar conducted at London Business School during March-June 1983, with a focus on the problems of public enterprise in the context of the developing world. Essentially, three facts of thought emerged: first, on the working of public enterprises in developing countries; second, on joint ventures and consultancies involving public enterprises in the two groups of countries; and third, on the value and relevance of experience of public enterprises in developed countries, particularly in the UK, for the developing countries. Broadly, the Chapter 1 belongs to the first category, Chapters 6 and 7 to the second and Chapters 8 to 13 to the third. The concluding review seeks to highlight some of the major issues that deserve notice in the light of the views expressed in the papers and the discussions that took place on them.

Available in PDF, EPUB and Kindle. Book excerpt: Both the exponents and critics of neoliberalism assert the dominance of market forces in western nations. The Political Economy of State Intervention calls this into question. Through a re-examination of state intervention in the USA and Britain over the course of the "long depression" (1970-to date), this book argues that the state has performed an increasingly significant role in conserving capital, propping up an economic and social order that has lost its productive dynamism. The specific forms of capital’s dependency on the state may vary, however the underlying weaknesses of mature western economies have prompted new forms of state intervention narrowly aimed at conserving capital, especially in the wake of the financial crisis. The chapters consider factors which are usually posited as explanations for the long depression such as oil price shocks, domestic conditions and technological innovation. The work argues that the consensus view of neoliberalism has served to underplay the significance of the state’s role in failing to lift this long depression in several ways: it has lent a greater ideological coherence to the policies pursued by successive governments than they deserve; the state has been less subordinate to the market than is usually claimed and more often its maker; and there has been a significant growth in jobs located in the private sector that are funded by public money. The cumulative effect of this is a narrowing of the state’s purpose to conserving capital, a role which has contributed to its loss of authority as an institution that claims to represent society as a whole. It is theorised that this, in turn, has led to the insecurities of the existing political order and the rise of populism. This book will be of great interest to students and scholars of political economy, public policy, political theory, economics and sociology.

Capital Structures of Public Enterprises brings out the economic issues that are implicit in the arrangements of capitalisation in vogue in the public enterprise sector. Public Enterprise and the Public Exchequer is an in-depth analytical study of certain aspects of the budget link of public enterprises and shows how this has not yet been adequately realised. And Privatisation in the African Context deals with the concept of privatisation, now coming into prominence, and presents a nondoctrinaire review of the problems it raises.

Available in PDF, EPUB and Kindle. Book excerpt: Written by the leading expert in UK petroleum economics, this study provides a new, unique, in-depth analysis of the development of British policies towards the North Sea oil and gas industry from the early 1960s to the early 1980s. Drawing on full access to the UK Government’s relevant archives, Alex Kemp examines the thinking behind the initial legislation in 1964, the early licensing arrangements and the events leading up to the boundary delimitation agreements with Norway and other adjacent North Sea countries. He explains the debate in the later 1960s about the appropriate role of the state in the exploitation of the gas and oil resources, the prolonged negotiations resulting in the early long-term gas contracts, and the continuing debate on the role of the state following the large oil discoveries in the first half of the 1970s resulting in the formation of BNOC (British National Oil Corporation). The debate leading up to the introduction of, and subsequent increase in, the Petroleum Revenue Tax is fully explained as is the introduction of Supplementary Petroleum Duty. The author also outlines the debates around interventionist depletion policies and on how the oil revenues should best be utilised. The Official History of North Sea Oil and Gas will be of much interest to students of North Sea oil and gas, energy economics, business history, and British politics, as well as to petroleum professionals and policymakers.

Available in PDF, EPUB and Kindle. Book excerpt: The post-World War II occupations of Germany and Japan set standards for postconflict nation-building that have not since been matched. Only in recent years has the United States has felt the need to participate in similar transformations, but it is now facing one of the most challenging prospects since the 1940s: Iraq. The authors review seven case studies--Germany, Japan, Somalia, Haiti, Bosnia, Kosovo, and Afghanistan--and seek lessons about what worked well and what did not. Then, they examine the Iraq situation in light of these lessons. Success in Iraq will require an extensive commitment of financial, military, and political resources for a long time. The United States cannot afford to contemplate early exit strategies and cannot afford to leave the job half completed.

Book excerpt: This volume brings together leading European scholars and policy-makers to address the determinants of foreign direct investment (FDI) and its effects on globalisation, growth and European integration since 1945. The main focus of the study is foreign direct investment by German multinational companies. A range of methods, including econometric studies, survey-based analysis, and detailed discussions of published statistics are used to assess the implications for the German economy and the results in host countries of foreign investment. Consideration is also given to FDI by Swedish multinational corporations, as well as to the role national and supranational institutions can play in stimulating FDI. Although FDI often raises fears for employment and growth, it is an effective way of transferring techniques, processes and products into new markets. Firm-specific assets transferred in this way can raise productivity in the host country without sacrificing jobs in the home country.
