The Project has a long-term interest in this subject, and earlier studies which it has published include Giok-Lan Tan's The Chinese of Sukabumi and Donald E. Willmott's The National Status of the Chinese in Indonesia 1900-1958. In the present Interim Report Mary F. Somers undertakes to view the overseas Chinese question as part of the politics of Indonesia, concentrating on the persons of Chinese descent who are Indonesian citizens. She devotes particular attention to the peranakan Chinese organization, Baperkip and the role it has played, both in Indonesia's Chinese community and generally on the Indonesian political scene. She is also concerned with the reaction of the peranakan Chinese to the possibility of cultural assimilation into Indonesian society and the willingness of the Indonesians to accept them. After gaining her B.A. in History and Chinese Language at Trinity College in Washington, D.C., Miss Somers entered Cornell University in 1958 as a Ph.D. candidate in the Department of Government and Southeast Asia Program. Following an initial period of research at Cornell and an intensive study of the Chinese (Mandarin) and Indonesian languages, she carried out research in Indonesia from December 1961 to May 1963 under a Foreign Area Training Fellowship. While there she interviewed prominent Chinese widely - both in Java and in Sumatra (Palembang, Medan, Padang), in Sulawesi (Makassar) and in Kalimantan (Bandjarmasin, Pontianak, Singkawang). Miss Somers wishes to emphasize that the conclusions she has reached in the report are tentative; and she hopes to develop them further in a forthcoming publication. Book excerpt: China's alliance with Indonesia in the mid-sixties appeared to be a spectacular achievement of diplomatic strategy, yet it became a major foreign policy disaster for China. To explore this turn-about, Professor Mozingo offers a persuasive analysis of the competing forces that shaped Beijing's policy towards Jakarta and the factors that ultimately led to its downfall. He explains how and why Chinese policy in Indonesia shifted dramatically from hostility to peaceful coexistence and back again to hostility. "Although considerations of global strategy predominantly influenced the design and execution of that policy," he writes, "the decisive factor affecting the outcome of the Sino-Indonesian relationship consistently proved to be the domestic political processes in Indonesia, over which Beijing had little or no control." In the end, China was unable to resolve the contradiction between considerations of realpolitik and of its own revolutionary ethos. He argues that this same contradiction is responsible for the highly ambivalent attitude that Beijing has displayed in its relations with other non-communist Arfo-Asian countries since 1949. Through this informed analysis of the Sino-Indonesian relationship, now brought back to life as a member of Equinox Publishing's Classic Indonesia series, Professor Mozingo has clarified the larger pattern of China's evolving diplomatic strategy in the Third World before the Cultural Revolution. Taomo Zhou asks probing questions of this important period in the histories of the People's Republic of China and Indonesia. What was it like to be a youth in search of an ancestral homeland that one had never set foot in, or an economic refugee whose expertise in private business became undesirable in one's new home in the socialist state? What ideological beliefs or practical calculations motivated individuals to commit to one particular nationality while forsaking another? As Zhou demonstrates, the answers to such questions about "ordinary" migrants are crucial to a deeper understanding of diplomatic relations between the two countries. Book excerpt: Selfish, obscenely rich, insular, and opportunistic: these remain how Chinese minorities in Indonesia are perceived by the indigenous population. However, far from being passive victims of discrimination and marginalisation, Chong presents a forceful case in which Chinese Indonesians possess the agency to shape their future in the country, particularly in the changing political, business, and socio-cultural environment after the fall of Suharto. While a lack of good governance that promotes the rule of law and accountability allows or even encourages some Chinese to maintain the status quo by perpetuating corrupt business practices inherited from Suharto’s New Order regime, there are other Chinese Indonesians who make full use of the democratic space opened up under the new administrations, acting as agents of reform by participating in electoral politics and establishing inter-ethnic socio-cultural organisations. Building on Anthony Giddens’s structure-agency theory and Pierre Bourdieu’s notions of habitus and field, Chong shows that the Chinese minorities have played an active role in the democratic process, even though they continue to occupy an ambivalent position in Indonesia.
