Book excerpt: Founded in 1900, the National Civic Federation (NCF), a broad-based, nongovernmental social and policy reform organization, emerged throughout the Progressive Era as one of the nation's most powerful policy research and lobbying groups. Amidst the strong demand by rank-and-file Americans for economic and social reform, the NCF proposed that the government begin to assume a more prominent role in managing the nation's economy and providing for the needs of the country's weakest and most vulnerable citizens. The organization constructed broad-based coalitions of business leaders, labor leaders, social scientists, and politicians with diverse backgrounds to fashion model legislation and promote public policy aimed at meeting the demands created by modern capitalism. Cyphers' work challenges the longstanding assumption that organizations like the NCF existed simply to build a relationship between big business and the government for the sole benefit of big business. He argues that the NCF sought the preservation of the fundamental tenets of American liberalism and the redefinition of this liberalism for a modern polity whose life was shaped by industrial and commercial capitalism. It saw the individual states, rather than the federal government, as the ideal mechanism to promote uniform economic and social reform. Cyphers also charts the origins of civic cooperation and the creation of voluntary associations as alternatives to the statist remedies to modern economic and social problems that were championed by America's early 20th-century socialist movement.

Book excerpt: Excerpt from National Civic Federation, Vol. 1: Monthly Review; April, 1903 For the purpose of carrying out its projected work and broadening it to cover every dispute between labor and capital in Chicago - which in every instance except ing the messenger boys' strike has affected the teamsters directly or indirectly - the Chicago Board of Arbitration was made a permanent body. It is doing its good work well, as the following summary of cases it has disposed of shows: The formation of the board was completed in detail about June 23, 1902. The first case to come before it was that of the Parmelee Transfer Company, on July 7, and the Teamsters' Union. The company requested arbitration when threatened by a strike, the result being an amicable adjustment and an agreement for one year. The great freight handlers' strike came next. On July 7 the Freight Handlers' Union called a general strike on all the railroads in Chicago. Suspension of work continued for several days, the teamsters of the city becoming more and more involved. On July 10, when the commerce of Chicago was practically at a standstill, arbitration was sought, by the freight handlers at the hands of the Board of Arbitration. The matter was taken up and brought to the attention of the railroads, and though not finally disposed of by the board, yet through the efforts of Albert Young, President of the Teamsters' National Union, who insisted and demanded that the teamsters keep inviolate the agreement they had made just previous with the team owners, in connection with the efforts of the Secretary of the Associated Teaming Interests and of the individual members of the Board of Arbitration, a vast quantity; of freight was moved on July 16, and the strike ended. Book excerpt: In The Struggle for America’s Promise, Claire Goldstene seeks to untangle one of the enduring ideals in American history, that of economic opportunity. She explores the varied discourses about its meaning during the upheavals and corporate consolidations of the Gilded Age. Some proponents of equal opportunity seek to promote upward financial mobility by permitting more people to participate in the economic sphere thereby rewarding merit over inherited wealth. Others use opportunity as a mechanism to maintain economic inequality. This tension, embedded with the idea of equal opportunity itself and continually reaffirmed by immigrant populations, animated social dissent among urban workers while simultaneously serving efforts by business elites to counter such dissent. Goldstene uses a biographical approach to focus on key figures along a spectrum of political belief as they struggled to reconcile the inherent contradictions of equal opportunity. She considers the efforts of Booker T. Washington in a post–Civil War South to ground opportunity in landownership as an attempt to confront the intersection of race and class. She also explores the determination of the Knights of Labor to define opportunity in terms of controlling one’s own labor. She looks at the attempts by Samuel Gompers through the American Federation of Labor as well as by business elites through the National Association of Manufacturers and the National Civic Federation to shift the focus of opportunity to leisure and consumption. The Struggle for America’s Promise also includes such radical figures as Edward Bellamy and Emma Goldman, who were more willing to step beyond the boundaries of the discourse about opportunity and question economic competition itself.
