Between 1914 and 1918 the men of the Patrol sought to shut down German access to the Atlantic via the narrows of the English Channel, with the goal of preventing German bound trade going in and U-boats, commerce raiders and warships going out. Their story has rarely been told, but it was the longest, and probably the most arduous, continuous naval campaign of the war, demanding much sacrifice of ships and men. Using firsthand accounts of the participants, the book examines the wide-ranging exploits of the Dover Patrol from shore bombardment, barrage building and maintenance, antisubmarine work and escort duties to the protection of troops and supplies to the Western Front and ship-to-ship engagements with German forces. It also charts the infighting at the Admiralty which led to two changes of command and examines the personalities of the men involved. The author paints a vivid picture of a vital and little known part of the war at sea, bringing its exploits and challenges to life and culminating with the infamous Zeebrugge and Ostend raids. Set in a fictitious Mediterranean port city, The Opposing Shore is the first-person account of a young aristocrat sent to observe the activities of a naval base. The fort lies at the country's border; at its feet is the bay of Syrtes. Across the bay is territory of the enemy who has, for three hundred years, been at war with the narrator's countrymen; the battle has become a complex, tacit game in which no actions are taken and no peace declared. As the narrator comes to understand, everything depends upon a boundary, unseen but certain, separating the two sides. Besides the narrator there are two other main characters, the dark and laconic captain of the base and a woman whose compex relations to both sides of the war brings the narator deeper into the story's web. For many French readers The Opposing Shore (published as Le rivage des Syrtes ), with its theme of transgressions and boundaries, spoke to the issue of defeat and the desire to fail: a paticularly sensitive motif in postwar French literature. But there is nothing about the novel tying it either to France or to the 1950s; in fact, Gracq's novel, with its elaborate, richly detailed prose, will be of greater interest now than at any point in the last twenty years.

Book excerpt: The issue of historic rights and historic waters has long been a problematic area in the law of the sea where even basic definitions have been vague and interchangeably used in the past. The first edition of this book was entitled Historic Waters in the Law of the Sea: A Modern Re-Appraisal, and concentrated, as the title implies, on the doctrine of historic waters. The title of this expanded new edition has been broadened to take account of the important clarifications as to the doctrine of historic maritime claims generally—particularly 'historic rights' in the narrow sense which fall short of sovereignty claims. These latter rights—such as they now are—are discussed in depth in the new text. This development has come about, of course, because of the Award of the Arbitral Tribunal in Philippines v. China in 2016. This decision has, for the first time in a judicial setting, rationalised the terminology in this area of the law of the sea; and, most importantly, has clarified the close interaction of historic rights with the Law of the Sea Convention. This new edition discusses the latter issue passim, showing that much of the former customary law doctrine has now been overridden by the Convention.
