For several years before the war I had undertaken, in conjunction with a number of friends, to study the mutual relations of the United Kingdom and the self-governing Dominions. Some results of these studies were published in 1916 in two volumes, one entitled The Problem of the Commonwealth, the other The Commonwealth of Nations. At the outset I had thought that the problem involved in the mutual relations of the self-governing peoples could be separated from the problem involved in. their relations to India.
