It has been tried in foreign, domestic, and Indian wars, and while military men. From painful experience, are united as to its defects and dangers. Our final success in each conflict has so blinded the popular mind, as to induce the belief that as a nation we are invincible. Book excerpt: Excerpt from The Revolutionary War: And the Military Policy of the United States The purpose of the book of which this is the first volume is to present, within the limited space of three small volumes, the essential facts in our military history, and to make such analyses of these facts and such comments upon them as may be useful for the future and interesting for the present. The army has always been a factor of prime importance in our national life. It was due to the skill of Washington at Trenton and Yorktown, and the fortitude of his officers and men at Valley Forge and elsewhere during eight long years, that the labors of Samuel and John Adams, Patrick Henry and Thomas Jefferson did not prove fruitless, and that the Declaration of Independence became an immortal document instead of passing into the waste-basket of forgotten revolutionary pronunciamentos. The success of Scott on the Niagara frontier in aid of the wonderful victories of the navy in the second war with Great Britain compelled the British to relinquish their control over our commerce through the right of search and acknowledge our rightful lines of frontier. The territorial expansion on the Gulf and the Pacific would have been impossible if the armies of Scott and Taylor had failed. The Union would have been disrupted and slavery perpetuated, in spite of the eloquence of Webster and Phillips and Sumner and the consummate genius of Lincoln, if Grant and Sherman had not understood the art of war. Book excerpt: Excerpt from The Military and Colonial Policy of the United States: Addresses and Reports The collected addresses and state papers of Elihu Root, of which this is one of several volumes, cover the period of his service as Secretary of War, as Secretary of State, and as Senator of the United States, during which time, to use his own expression, his only client was his country. The many formal and occasional addresses and speeches, which will be found to be of a remarkably wide range, are followed by his state papers, such as the instructions to the American delegates to the Second Hague Peace Conference and other diplomatic notes and documents, prepared by him as Secretary of State in the performance of his duties as an executive officer of the United States. Although the official documents have been kept separate from the other papers, this plan has been slightly modified in the volume devoted to the military and colonial policy of the United States, which includes those portions of his official reports as Secretary of War throwing light upon his public addresses and his general military policy. The addresses and speeches selected for publication are not arranged chronologically, but are classified in such a way that each volume contains addresses and speeches relating to a general subject and a common purpose. The addresses as president of the American Society of International Law show his treatment of international questions from the theoretical standpoint, and in the light of his experience as Secretary of War and as Secretary of State, unrestrained and uncontrolled by the limitations of official position, whereas his addresses on foreign affairs, delivered while Secretary of State or as United States Senator, discuss these questions under the reserve of official responsibility. Book excerpt: Excerpt from The Proper Relationship Between the Army and the Press in War: Prepared by the War College Division, General Staff Corps, as a Supplement to the Statement of a Proper Military Policy for the United States When other means have failed and the country has decided on war the Army and Navy are the only agencies of the Government by which it can obtain its desired ends. They become paramount, and every utility and influence within the country should be brought to their aid. The press, powerful in peace, may become more so in war. By its editorials and presentation of news it may sway the people for or against the war and thus stimulate recruiting and hearten and encourage the fighting forces in their work or, by adverse criticism, may tend to destroy the efficiency of these agencies. Again by publishing news of the movements and numbers of our own troops valuable information can be conveyed to the enemy. Book excerpt: Excerpt from The American Army The manuscript of this volume was begun before the outbreak of the present war in Europe, with a view to setting forth the conditions and methods of administration of the American army, and the urgent need of nationalizing and organizing our military resources while there is no war-cloud on our horizon. During all the earlier years of the Republic, the limitless faith in the ocean barriers guarding our coasts prevented a hearing of those who urged a definite military policy for the nation. Leviathan passenger ships, each capable of trans porting a brigade such as fought the battles of the Civil War, have changed all that. We are now at peace with the world and the prayers of every American household are for a continuation of that desirable status for all time, but our interests are too great for us to occupy forever the safe side of every question. Available in PDF, EPUB and Kindle. Book excerpt: 2006 Scholar's Bookshelf reprint edition. First published in 1917 by the U.S. Government Printing Office, this was a surprisingly critical Official War Department Document presenting a historical and statistical account of U.S. military policy "and to show the enormous and unnecessary sacrifice of life and treasure, which has attended all our armed struggles." The work presents detailed histories of the campaigns of the American Revolution, the War of 1812, the Indian and Mexican wars, and on through the Civil War, containing the author's critical accounts of military actions, and military policy that employed militia and undisciplined troops, was historically disinclined to maintain a large, professional army, relied on voluntary enlistments, and had many other defects because, as Upton concluded, "we have rejected the practice of European nations and, with little variation, have thus far pursued the policy of China" with the result that "all of our wars have been prolonged for want of judicious and economical preparation, and often when the people have impatiently awaited the tidings of victory, those of humiliating defeat have plunged the nation into mourning."

Excerpt: ...of the War of the Rebellion, vol. 1, pp. xxxvii-xl. CHAPTER XVIII. MILITARY POLICY OF THE UNITED STATES DURING THE REBELLION (CONTINUED). MILITARY LEGISLATION IN 1861. The military system under which, in two campaigns of seven weeks each, Prussia humiliated Austria, in 1866, and subverted the French Empire in 1870, was the joint product of soldiers and statesmen, who began their laborers (in 1806) immediately after the disastrous battle of Jena. The military system under which we subdued the Rebellion was established by Congress in less than four weeks. The energy and haste with which the new Congress set to work to repair the neglect of its predecessors, may be inferred from the number and character of the bills and the joint resolution introduced in the Senate on the 6th of July, two days after the opening of the session, which bills were as follows: A bill to authorize the employment of volunteers to aid in enforcing the laws and protecting public property; a bill to increase the present military establishment of the United States; a bill providing for the better organization of the military establishment; a bill for the organization of a volunteer militia force, to be called the National Guardof the United States; also a joint resolution to ratify and confirm certain acts of the President for the suppression of insurrection and rebellion." In providing for the national defense, no false notions of economy--a political virtue paraded only in time of peace--were permitted to delay Congressional action. The first bill, in conformity with the recommendation of the President, proposed to authorize a force of 400,000 volunteers, and to appropriate $400,000,000, a sum greater than the total cost of the wars of the Revolution and 1812....

Book excerpt: Excerpt from Organization, Training, and Mobilization of Volunteers Under the Act of April 25, 1914: Prepared by the War College Division, General Staff Corps as a Supplement to the Statement of a Proper Military Policy for the United States According to the recommendations of the War College Division of the General Staff, the first line should now consist of half a million fully trained troops, composed of the Regular Army and the reserve, which has been trained by service in the Regular Army, supported by an additional force Of fully half a million citizen sol diers, prepared to take the field immediately on the outbreak of war, who should have had sufficient previous military training to enable them to meet a trained enemy within three months. At the present time the Regular Army at home could perhaps be expanded to about men by the addition of a large proportion Of recruits, and there would still be required for our first line about citizen soldiers. This combined force would be insufficiently trained. The existing Organized Militia, if expanded to war strength.
