To much of the American public, intelligence means an organization of James Bonds, sophisticated, super-individualists, John Waynes who live slightly beyond the law. To others, military intelligence is considered as a constant threat to American democracy, a danger that must be contained and minimized.

Available in PDF, EPUB and Kindle. Book excerpt: President Truman shuttered the Office of Strategic Services (OSS) as an unneeded, wartime-only special operations/quasi-intelligence agency. The State Department, the Navy, and the War Department quickly recognized that a secret information vacuum loomed and urged the creation of something to replace OSS. These previously declassified and released documents present the thoughtful albeit tortuous and contentious creation of CIA, culminating in the National Security Act of 1947. The declassified historic material dissects the twists and turns and displays the considerable political and legal finesse required to assess the many plans, suggestions, maneuvers and actions that ultimately led to the establishment of the Central Intelligence Agency and other national security entities, which included the incorporation of special safeguards to protect civil liberties. Copies of selected intelligence documents and a timeline of miliestones in the creation of the US Intelligence Community from 1941 through 1964 are included in this resource.

Book Synopsis Special Duty by : Richard J. Samuels
Download or read book Special Duty written by Richard J. Samuels and published by Cornell University Press. This book was released on 2019-10-15 with total page 461 pages. Available in PDF, EPUB and Kindle. Book excerpt: The prewar history of the Japanese intelligence community demonstrates how having power over much, but insight into little can have devastating consequences. Its postwar history—one of limited Japanese power despite growing insight—has also been problematic for national security. In Special Duty Richard J. Samuels dissects the fascinating history of the intelligence community in Japan. Looking at the impact of shifts in the strategic environment, technological change, and past failures, he probes the reasons why Japan has endured such a roller-coaster ride when it comes to intelligence gathering and analysis, and concludes that the ups and downs of the past century—combined with growing uncertainties in the regional security environment—have convinced Japanese leaders of the critical importance of striking balance between power and insight. Using examples of excessive hubris and debilitating bureaucratic competition before the Asia-Pacific War, the unavoidable dependence on US assets and popular sensitivity to security issues after World War II, and the tardy adoption of image-processing and cyber technologies, Samuels' bold book highlights the century-long history of Japan's struggles to develop a fully functioning and effective intelligence capability, and makes clear that Japanese leaders have begun to reinvent their nation's intelligence community.

Book Synopsis Directors of Central Intelligence as Leaders of the U.S. Intelligence Community, 1946-2005 by : Douglas F. Garthoff
Download or read book Directors of Central Intelligence as Leaders of the U.S. Intelligence Community, 1946-2005 written by Douglas F. Garthoff and published by Potomac Books, Inc.. This book was released on 2007 with total page 362 pages. Available in PDF, EPUB and Kindle. Book excerpt: President Harry Truman created the job of director of central intelligence (DCI) in 1946 so that he and other senior administration officials could turn to one person for foreign intelligence briefings. The DCI was the head of the Central Intelligence Group until 1947, when he became the director of the newly created Central Intelligence Agency. This book profiles each DCI and explains how they performed in their community role, that of enhancing cooperation among the many parts of the nation's intelligence community and reporting foreign intelligence to the president. The book also discusses the evolving expectations that U.S. presidents through George W. Bush placed on their foreign intelligence chiefs. Although head of the CIA, the DCI was never a true national intelligence chief with control over the government's many arms that collect and analyze foreign intelligence. This limitation conformed to President Truman's wishes because he was wary of creating a powerful and all-knowing intelligence chief in a democratic society. After the terrorist attacks of September 11, 2001, Congress and President Bush decided to alter the position of DCI by creating a new director of national intelligence position with more oversight and coordination of the government's myriad programs. Thus this book ends with Porter Goss in 2005, the last DCI. Douglas Garthoff's book is a unique and important study of the nation's top intelligence official over a roughly fifty-year period. His work provides the detailed historical framework that is essential for all future studies of how the U.S. intelligence community has been and will be managed.

Book Synopsis Why Secret Intelligence Fails by : Michael A. Turner
Download or read book Why Secret Intelligence Fails written by Michael A. Turner and published by Potomac Books, Inc.. This book was released on 2011-07 with total page 346 pages. Available in PDF, EPUB and Kindle. Book excerpt: Michael Turner argues that the root causes of failures in American intelligence can be found in the way it is organized and in the intelligence process itself. Intelligence that has gone awry affects national decision making and, ultimately, American national security. Intelligence officials are reluctant to talk about intelligence successes, claiming "the secret of our success is the secret of our success." But these officials also shy away from talking about failures, largely because doing so would expose the failings of American intelligence and have an impact on policy consumers who may become more reluctant to accept and act on the intelligence they receive. Rather than focusing on case studies, the book takes a holistic approach, beginning with structural issues and all dysfunctions that emanate from them. Turner explores each step of the intelligence cycle--priority setting, intelligence collection, analysis, production, and dissemination--to identify the "inflection points" within each stage that contribute to intelligence failures. Finally, he examines a variety of plans that, if implemented, would reduce the likelihood of intelligence failures. While examining the causes of intelligence failures, Turner also explores intelligence as a critical governmental activity, making the book an excellent primer on secret intelligence. Turner writes in jargon-free prose for the informed reader interested in foreign policy and national security policy matters and brings enough depth to his subject that even experts will find this a must-read.
