These themes are considered through examining the relatively militant response of British postal workers to increased commercialisation of their industry. By comparing this response to that of postal workers in nine other major industrial countries, the study provides an explanation of why UK postal workers have been relatively successful in resisting new management techniques and privatisation through militancy and oppositionalism. One aspect given particular attention is the uneasy relationship within the postal workers' union between shop floor militancy and the social partnership approach followed by the union's leadership.

Book excerpt: This book is a unique account of trade union and political struggles in the Morris Motors (later British Leyland) car assembly plant in Cowley, where Alan Thornett began work in 1959. He became a shop steward for the lorry drivers, deputy TGWU convener for the plant, and chair of the Joint Shop Stewards Committee and of the TGWU branch. The plant was rarely out of the headlines in the 1960s and 1970s, which was the high point of trade union militancy in Britain in the 20th century. After a successful struggle for unionisation, the Morris plant was by the end of the 1960s amongst the most militant in the industry, averaging over 300 strikes a year. Working conditions were transformed and a vibrant shop floor movement built. The plant was involved in the strikes against In Place of Strife, Harold Wilson's attempt at anti-union laws, and against Heath's Industrial Relations Act, which led to the jailing of the Pentonville Five. This rise of militant trade unionism, however, was bitterly opposed by TGWU officials who worked tirelessly with management to destroy it. The battles this involved, both within the union and in the plant, are vividly described. The book traces how these actions of the trade union establishments reflected institutionalised class compromise, which directly threatened the gains of the 60s and 70s, and which opened the door to the Tory onslaught of the 1980s. It led directly to the betrayal of the NGA by the TUC at Warrington in 1983 and its collapse under Tebbit's anti-union laws. It also led to the isolation and defeat of the miners in 1985, which has been so destructive to the trade union movement, and from which the unions have not even started to recover.

Book excerpt: This book explores how capital-labour relations and antagonisms structure forms of militancy in Vietnam and shows that Vietnamese labour militancy is in line with global trends of worker activism. Vietnamese labour politics is undergoing significant changes, with a new Labour code that became law in 2021 allowing workers to join ‘worker representative organisations’ not subordinate to the state-led union or the ruling Communist Party. This book reflects on the nature of Vietnamese labour politics on the cusp of reform. It focuses on nominally formal labour within the garment and footwear industry in the southern part of the country, the author argues that while employment in the formal economy is expanding in terms of the absolute numbers of people working in formally registered firms, capital employs various ways to make conditions inside these companies increasingly insecure. In response, workers organise in forms of decentralised resistance. The book analyses two of these in detail; wildcat strikes and ‘microstrikes’—short collective work stoppages that occur inside workplaces. Arguing that labour resistance is structured in relation to capital’s behaviour, and not only because of weak labour relations institutions and mechanisms, this book makes a valuable contribution to the field of labour and social movement studies, development studies, sociology, and political economy and Southeast Asian Studies.

Marcelo Hoffman analyzes newspapers, pamphlets, reports, and other source materials, which reveal the diverse histories, underappreciated difficulties, and theoretical import of investigations in radical political struggles. This new work looks specifically at the operation of workers and unions in the decades since labor-repressive authoritarian rule ended, bringing Taiwan, in particular, into the literature on comparative labor politics. South Korean labor unions are commonly described as militant and confrontational, for they often take to the streets in raucous protest. Taiwanese unions are seen as moderate and practical, primarily working through formal political processes to lobby their agendas. In exploring how and why these post-democratization states have come to breed such different types of labor politics, Yoonkyung Lee traces the roots of their differences to how unions and political parties operated under authoritarianism, and points to ways in which those legacies continue to be perpetuated. By pairing two cases with many similarities, Lee persuasively uncovers factors that explain the significant variation at play.

Contests that pitted the principles of democratic access and distribution against efficiency and productivity included the hard-fought politics of housing and redevelopment, controversies over petty gambling, questions about the role of organized labor in urban life, and battles over municipal fiscal policy and autonomy.
