This text aims to fill a gap in the field of Middle Eastern political studies by combining international relations theory with concrete case studies. It begins with an overview of the rules and features of the Middle East regional system—the arena in which the local states, including Egypt, Turkey, Iran, Israel and the Arab states of Syria, Jordan and Iraq, operate. The book goes on to analyse foreign-policy-making in key states, illustrating how systemic determinants constrain this policy-making, and how these constraints are dealt with in distinctive ways depending on the particular domestic features of the individual states. Finally, it goes on to look at the outcomes of state policies by examining several major conflicts including the Arab-Israeli conflict and the Gulf War, and the system of regional alignment. The study assesses the impact of international penetration in the region, including the historic reasons behind the formation of the regional state system. It also analyses the continued role of external great powers, such as the United States and the former Soviet Union, and explains the process by which the region has become incorporated into the global capitalist market.

To Western intellectuals, foreign policy experts, and politicians, “empire” and “imperialism” are categories that apply exclusively to Europe and more recently to the United States of America. As they see it, Middle Eastern history is the product of its unhappy interaction with these powers. Forming the basis of President Obama's much ballyhooed “new beginning between the United States and Muslims around the world,” this outlook is continuing to shape crucial foreign policy among Western governments, but in these pages, Efraim Karsh propounds a radically different interpretation of Middle Eastern experience. He argues that the Western view of Muslims and Arabs as hapless victims is absurd. On the contrary, modern Middle Eastern history has been the culmination of long-existing indigenous trends. Great power influences, however potent, have played a secondary role constituting neither the primary force behind the region's political development nor the main cause of its notorious volatility. Book excerpt: The culture of politics within any system of governance is influenced by how state and society interact, and how these relationships are mediated by existing political institutions, whether formal or informal. The chapters in this volume highlight two broad types of informal political engagement in the Middle East: civil action that works in tandem with the state apparatus, and civil action that poses a challenge to the state. In both cases, these activities can and do achieve tangible results for particular groups of people, as well as for the state. For many, informal politics and civil mobilization are not a choice, but a necessity to secure--collectively--some kind of social security, through communal reciprocity and everyday activism. Ironically, Middle Eastern authorities often turn a blind eye to informal organizing, because 'self-help' schemes allow certain social groups to survive--reducing their instinct to make demands of, or seek support from, the state. People are discouraged from political action and dissent; yet they are simultaneously encouraged to seek their own betterment, often leading to politicized groups and associations. By analyzing these formations, the contributors shed light on informal politics in the region.

Her study shows how Bahrain's troubles are a phenomenon based on local perceptions of injustice rather than on the foreign policy of Shiite Iran. More generally, the book shows that, though Iran's Islamic Revolution had an electrifying effect on Shiite movements in Lebanon, Iraq, the Gulf and Saudi Arabia, local political imperatives have in the end been the crucial factor in the direction they have taken. In addition, the overwhelming influence of the Shiite clerical institution has been diminished by the rise to prominence of lay activists within the Shiite movements across the Middle East and the emergence of Shiite anti-clericalism. This book contributes to dispelling the myth of the determining power of Iran in the politics of Iraq, Bahrain and other Arab states with significant Shiite populations.

A key text for foreign policy scholars, From Resilience to Revolution shows how outside interference can corrupt the most basic choices of governance: who to reward, who to punish, who to compensate, and who to manipulate. As colonial rule dissolved in the 1930s and 1950s, Middle Eastern autocrats constructed new political states to solidify their reigns, with varying results. Why did equally ambitious authoritarians meet such unequal fates? Yom ties the durability of Middle Eastern regimes to their geopolitical origins. At the dawn of the postcolonial era, many autocratic states had little support from their people and struggled to overcome widespread opposition. When foreign powers intervened to bolster these regimes, they unwittingly sabotaged the prospects for long-term stability by discouraging leaders from reaching out to their people and bargaining for mass support—early coalitional decisions that created repressive institutions and planted the seeds for future unrest. Only when they were secluded from larger geopolitical machinations did Middle Eastern regimes come to grips with their weaknesses and build broader coalitions.

By focusing on the 'great powers'--the US, the EU, Russia and China--studies in the field often fail to capture the specific politics of cybersecurity in the Middle East, especially in Egypt and the GCC states. For these countries, cybersecurity policies and practices are entangled with those of long-standing allies in the US and Europe, and are built on reciprocal flows of data, capital, technology and expertise. At the same time, these states have authoritarian systems of governance more reminiscent of Russia or China, including approaches to digital technologies centred on sovereignty and surveillance. This book is a pioneering examination of the politics of cybersecurity in the Middle East. Drawing on new interviews and original fieldwork, James Shires shows how the label of cybersecurity is repurposed by states, companies and other organisations to encompass a variety of concepts, including state conflict, targeted spyware, domestic information controls, and foreign interference through leaks and disinformation. These shifting meanings shape key technological systems as well as the social relations underpinning digital development. But however the term is interpreted, it is clear that cybersecurity is an integral aspect of the region's contemporary politics.
