Available in PDF, EPUB and Kindle. Book excerpt: This book explores recent experiences in the effort to bring about a Green Revolution in Sub-Saharan Africa (SSA). The chapters focus on rice and maize, which are promising and strategic smallholder crops. Significantly, we find that an African Rice Revolution has already begun in many irrigated areas, using Asian-type modern varieties, chemical fertilizer, and improved management practices. Further, we find that the same technological package significantly increases the productivity and profitability of rice farming in rainfed areas as well. We also find evidence that that management training, when done well, can boost productivity on smallholder farms. This suggests that African governments can accelerate the pace of Africa’s Rice Revolution by strengthening extension capacity. The story for maize is wholly different, where most farmers use local varieties, apply little chemical fertilizer, and obtain very low yields. However, in the highly populated highlands of Kenya, a number of farmers have adopted high-yielding hybrid maize varieties and chemical fertilizer, as was the case in the Asian Green Revolution, apply manure produced by stall-fed cows, as was the case during the British Agricultural Revolution, and keep improved cows or cross-breeds from European cows and local stock, as was the case of the Indian White Revolution. We conclude that while rice in Africa has benefited from an Asian Green Revolution strategy that emphasizes modern seeds, inputs, and focused knowledge transfers, the success of Africa’s Maize Revolution will require a different system approach based on hybrid maize, chemical and organic fertilizers, and stall-fed cross-bred cows.

Book excerpt: There have been numerous episodes of widespread adoption of improved seed and long-term achievements in the development of the maize seed industry in Sub-Saharan Africa. This summary takes a circumspect view of technical change in maize production. Adoption of improved seed has continued to rise gradually, now representing an estimated 44 percent of maize area in Eastern and Southern Africa (outside South Africa), and 60 percent of maize area in West and Central Africa. Use of fertilizer and restorative crop management practices remains relatively low and inefficient. An array of extension models has been tested and a combination of approaches will be needed to reach maize producers in heterogeneous agricultural environments. Yield growth overall has been 1 percent over the past half-century, although this figure masks the high variability in maize yields, as well as improvements in resistance to disease and abiotic pressures that would have caused yield decline in the absence of maize breeding progress. The authors argue that conducive policies are equally, if not more, important for maize productivity in the region than the development of new technology and techniques. Currently popular, voucher-based subsidies can "crowd out" the private sector and could be fiscally unsustainable.

Book excerpt: This paper reviews the current status of maize research and the degree of adoption of improved maize technology in sub-Saharan Africa, the availability of appropriate technology for Africa's major maize-producing regions, and the extent to which the policy environment is a major constraint on the use of current technologies. Improved varieties and hibrids cover an estimated 33-50% of the maize area in Africa. Of that area, just over half ios sown to hybrids. Adoption of improved germplasm accounts foa little over half of the 1% annual growth in maize yields in sub-Saharan Arica since 1970. Although maize breeding research is likely to continue providing high payoffs to African farmers, particulary in the form of more locally adapted materials and improved yield stability, appropriate crop and resource management technolgies, especially for maintaining soil fertility and increasing labor productivity, are often lacking. To overcome the gaps in technolgy adoption, improved technology must be adjusted to better fit the infrastructural and institutional development that characterizes many African farming systems, especially lower population densities, seasonal labor bottlenecks, and poor infrastructure (which increases the cost of external inputs), and price instability. The adoption of improved technologies that depend on the use of purchased inputs, such as seed and fertilizer, is strongly conditioned by the policy environment with respect to input supply and prices. To improve the process of policy reform will require 1) information on the cost-effective mix of price policy, credit, input supply, and extension that is appropriate, given scarce human and financial resources in most countries in the region, and 2) mechanism for ensuring that such programs are sustainable over the long term, given the short-term nature of most maize production compaigns.

But to the best of our knowledge, there has not been any studies in literature that provide a review of impacts of climate change on maize production and productivity in SSA. This chapter therefore provides a review of empirical climate change impacts on maize production and its productivity in SSA. We chose SSA because most countries in SSA are underdeveloped and therefore more vulnerable to climate change effects. This is important because this review will provide an easier access of such results for both scholars and policy makers in search of empirical impacts of climate change on maize production and productivity in SSA.
