Book excerpt: Through an archive-based study of the political and financial history of the 1920s, this book examines how and why international capital teamed up with the League of Nations to bail out the Austrian state after the First World War, and what consequences the intervention carried for Austrian politics and finance. While the existing literature on the League of Nations sees the organization's intervention during the 1920s as mostly positive and successful, Austrian historians decried it as a financial dictatorship that ended in disaster. In contrast, the book claims that while the League of Nations' involvement was essentially responsible for terminating Austrian hyperinflation in 1922, its representatives remained largely immobilized in Vienna, with the Austrian government in control. The League ceased its involvement Austria in 1926, though aware of the latter's financial and political instability. The subsequent collapse of the Austrian Credit-Anstalt bank in 1931, however, was successfully contained with international help within just a few weeks. Thus, it could not have triggered and was not responsible for the larger European banking panics in Germany and Britain that summer.--

This book provides a full record of the aid – mainly food but also clothes, blankets, medicines, etc. – that Ireland donated to continental Europe, including France, the Netherlands, Hungary, the Balkans, Italy, and zones of occupied Germany. Starting with Ireland’s neutral wartime record, often wrongly presented as pro-German when Ireland in fact unofficially favoured the western Allies, Jerome aan de Wiel explains why Éamon de Valera’s government sent humanitarian aid to the devastated continent. His book analyses the logistics of collection and distribution of supplies sent abroad as far as the Greek islands. Despite some alleged Cold-War hijacking of Irish relief – and this humanitarianism was not above the politics of that East-West confrontation – it became mostly a story of hope, generosity and European Christian solidarity. Rich archival records from Ireland and the European beneficiary countries, as well as contemporary local and national newspapers across Europe, allow the author to measure and describe not only the official but also the popular response to Irish relief schemes. Yet while much is known about the economic side of the Marshall Plan, the extensive film campaign that accompanied it has been largely overlooked until now. The American Marshall Plan Film Campaign and the Europeans is the first book to explore the use of the Marshall Plan films and, importantly, their distribution and reception across Europe. The study examines every available film – the 170 that remain from the 200 estimated to have been made – and looks at how they were designed to instil hope, argue the case for economic restructuring and persuade the Europeans of the superiority of the liberal-capitalist system. The book goes on to reason that the films served as a powerful weapon in the cultural Cold War, but that the European audiences were by no means passive victims of the US propaganda effort. Maria Fritsche discusses the Marshall Plan films in the context of countries across Western, Northern and Southern Europe, covering the majority of the 17 European countries that participated in the Plan in the process. It has at least twice in recent years: in 1986, when the ""Waldheim Affair"" was debated worldwide, and in 1999, when the Austrian Freedom Party (FPOe) under Joerg Haider received 27 percent of the vote in national elections. Established by former Nazis for former Nazis, the FPOe entered the mainstream of Austrian politics when it became part of a coalition government. This volume explores whether its rise is a uniquely Austrian phenomenon or corresponds to broader social and political changes in Europe.Parallels to Haider's party can be found in other European countries. Its anti-immigration agenda and rhetoric are similar to those of the French FN, the Belgian Vlaams Bloc, and the Italian Lega Nord. And its anti-European Union posture is similar to the sentiments of the ""anti-Maastrich"" wing of the British conservative party. However, European reaction to the FPOe's rise derives not only from its policies, but its linkage to past suspicions that the Austrians have not learned the lessons of history as had the Germans. The FPOe's success strengthened that impression. In response, 14 European Union governments downgraded their bilateral relations with the Austrian government to a purely technical level. Although the sanctions were lifted in September 2000, the spotlight is still very much on Austria, and concern about the FPOe remains high.This important volume contains eleven chapters by internationally prominent scholars from a broad spectrum of the social sciences.
